MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, October
8, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street,
Fayetteville, Arkansas.
UTILITY REPRESENTATIVES: Dale Cheatham, Rick Evans, and L. O.
Ferguson
CITY REPRESENTATIVES: Alett Little, Don Bunn, Lisa Cox, and Sharon
Langley
OTHERS PRESENT: Chester Dean, Kirby Estes, Steve Adams,
Jeff Staggs
LARGE SCALE DEVELOPMENT - ENGINEERING RESOURCES, INC.
CHESTER DEAN - NE CORNER OF PUMP STATION RD. & LEEPER
The first item on the agenda was a large scale development for Engineering
Resources, Inc. presented by Chester Dean and Kirby Estes for property located
at the northeast corner of Pump Station Road and Leeper. The property contains
10.04 acres and is zoned I-2, General Industrial.
Mr. Dean stated Mr. Steve Adams, Vice President of Engineering Resources, was
present to answer any questions concerning the operation.
In response to a question from Ms. Little, Mr. Adams explained the business was for
research and development of biochemical engineering. He further explained they
would be doing fermentation of waste gases brought in to scale up technology. He
stated that, at the present time, they were working on U. S. Department of Energy
contracts and grants. He stated the first pilot plant was a scale up of one of the
technologies they were developing.
Ms. Little asked how the raw material would be delivered to the plant.
Mr. Adams stated the gas would be brought in by tank truck. He stated the gases
were carbon monoxide, CO2, hydrogen, and nitrogen.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated he had a gas line on the south side of Pump Station Road. He
stated they would come under the road and put in a meter on the north side. He
asked the total gas load.
Mr. Dean stated the heating and hot water would be approximately 800,000 and the
process could be the same.
DALE CHEATHAM- SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated he had facilities on the north side of Pump Station Road. He
further stated he would need a 2 -inch conduit from the utility room location out
under the paved area in the front. He explained they would serve only the office
location and the business would have to serve the other buildings themselves.

Mr. Dean pointed out they might need up to 20 trunk lines.
Mr. Cheatham stated that would not be a problem.
L. O. FERGUSON - WARNER CABLE
In response to a question from Mr. Ferguson, it was determined the business would
not need cable services.
DON BUNN - CITY ENGINEER
Mr. Bunn stated water and sewer facilities were available to the property. He
requested a grading plan and a plan regarding off-site drainage. He recommended
moving the driveway on Leeper further away from Pump Station Road. After
discussion, it was determined the parking could be shifted and the entrance moved.
Ms. Little also pointed out the dumpster needed to be located as close to the
entryway as possible for pick-up access.
Mr. Bunn asked if they had discussed the waste discharge with the Industrial Pre -
Treatment Manager.

LARGE SCALE DEVELOPMENT - M & B DUPLEXES
MEL MILHOLLAND & JAY BERRYMAN - N OF SYCAMORE, E OF GREGG
The last item was a large scale development for M & B Duplexes presented by Jeff
Staggs, Milholland Engineering, and Jay Berryman for property located on the north
side of Sycamore, east of Gregg. The property consists of 1.5 acres and is zoned
R-1, Low Density Residential (conditional use being applied for).
Mr. Berryman stated they were constructing five duplexes (10 units) and the
conditional use had been applied for.
Ms. Little stated sidewalks were required along the north side of Sycamore Street.
She further noted Jim Johnson, 9-1-1 Systems, had recommended naming the private
street Forest Heights and that a private drive sign be installed. She explained the
private drive lined up with Forest Heights Street to the south. She further
explained the duplexes did meet the density requirements.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans requested a 25 -foot easement be shown along the south side of Lot 9. He
further requested the easement on the west side be 25 feet instead of 20. He
explained the sewer line would be in that easement together with all other utilities.
He further explained his lines had to be at least 10 feet from the sewer line. He
stated all of the other easements shown were fine.

DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated he had facilities on the north side of Sycamore but, in order to
get to the east side of the project, he would need an easement running along the east
side of the private drive and on the south side of Unit 1.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated there was an aerial line on the north side of Sycamore. He
further stated there were no problems with the easements shown. He asked if the
service would be underground.
Mr. Berryman stated that had not been determined.
Ms. Little stated the city would prefer the utilities be underground.
Mr. Ferguson stated he did not have a problem with the easements.
LISA COX - PARKS DEPARTMENT
Ms. Cox stated the greenspace fee for this large scale would be $1,800 for money in
lieu of land. She further stated the land would be .20 acres. She explained the
Parks Board would meet on this item on October 19.
DON BUNN - CITY ENGINEER
Mr. Bunn stated he would need to approve a grading plan and a drainage plan. He
further informed the applicant all of the off-site easements would need to be
dedicated by separate instrument and the on-site easements could be dedicated by
separate instrument or on file in an easement plat.
There was discussion regarding interior lighting. Mr. Bunn also requested a turn
around at the northern point of Forest Heights for the trash truck. He reminded the
applicant the private drive had to be constructed to city street standards.
