HomeMy WebLinkAbout1992-09-24 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 24, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Dale Cheatham, Rick Evans, Larry Winkler, and L. O. Ferguson Alett Little, Don Bunn, Perry Franklin, Mickey Jackson, Randy Allen, Lisa Cox, and Sharon Langley OTHERS PRESENT: Lynn Kelly, Harry Gray, Jeff Smithers, and Dave Jorgensen LARGE SCALE DEVELOPMENT - KELLY EXCAVATION LYNN KELLY - S OF 15TH, E OF S SCHOOL The first request was for review of a large scale development requested by Lynn Kelly for an excavation company business office and equipment maintenance shop to be located south of 15th Street, east of South School (across of Walker Park) . The property is zoned I-1, Light Industrial, and contains 4.05 acres. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin advised that, if the applicant planned to have a sign or any plantings at the entrance, they could not be over 30 inches in height. Mr. Kelly pointed out there was an existing curb cut but he did need to widen it. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested a 20 -foot easement be shown on the south side of 15th Street. He explained there was already a 2 -inch line going through that area. He further requested that, before the applicant started to widen the drive, he contact the Gas Company so they could mark the line. LARRY WINKLER - SWEPCO Mr. Winkler advised there was a transmission line on the south side of 15th Street with a 50 -foot utility easement. He explained that easement needed to be shown on the plat as a 50 -foot setback and utility easement. He further noted there was a utility pole which would be affected by the widening of the drive. He requested the applicant contact SWEPCO before he started to widen the drive. DALE CHEATHAM- SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated that, with the easements requested by the other representatives, the easements would be fine. Mr. Kelly stated he had a plat showing an easement running through the property. • • • Plat Review September 24, 1992 Page 2 Mr. Cheatham stated he had no cable in that area. In response to a question from Ms. Little, Mr. Kelly stated he would not require television cable. RANDY ALLEN - STREET DEPARTMENT Mr. Allen explained a drainage plan would be required. He stated it looked like the drainage would be carried back to the creek behind the property. He asked if it would be sheet flow. Mr. Kelly stated it would be sheet flow. Mr. Allen explained that, when Mr. Kelly did the drainage plan, he would need to show where the parking areas were and how the drainage would be handled. He stated that, since the lot would be gravel, there might not be very much drainage. Ms. Little stated the city would require hard surface. Mr. Kelly explained there would be dozers and heavy equipment which would ruin the hard surface. Ms . Little stated he would then need to ask for a waiver from the hard surface at the Planning Commission meeting. She further advised he might have to restrict the area where the dozers were allowed and have hard surface parking for the employees and visitors. Mr. Allen stated his only concern was the erosion of the gravel, depending upon the slope. Mr. Kelly stated it was a gentle slope toward the back of the property. MICKEY JACKSON - FIRE DEPARTMENT In response to a question from Mr. Jackson, Mr. Kelly explained the building was not open to the public. He further stated the building would be used to repair and maintain his construction vehicles. He explained the building would be constructed out of steel with a pitched metal roof. Mr. Jackson stated there needed to be a fire hydrant within 300 feet of the property. He further stated he believed there was one within 300 feet but Mr. Kelly should check that out or he would have to install one. ALETT LITTLE - PLANNING DIRECTOR Ms. Little advised Mr. Kelly that, at the present time, this was the only I-1 piece of property in the area and it was surrounded by R-2 property which required him to screen the property from the R-2 area. She noted a chain link fence would not meet the screening requirements. She further stated a gentlemen had recently been in the Planning Office considering rezoning the adjoining property to I-1 or I-2. She • • • Plat Review September 24, 1992 Page 3 explained he would be required to install screening after a certain date. She pointed out that, should the adjoining property be rezoned to industrial, the screening would not be required on that portion adjoining the industrial property. SHARON LANGLEY - PLANNING DEPARTMENT Ms. Langley requested the name of the engineer be placed on the plat. She also advised the applicant of the notification requirements. LARGE SCALE DEVELOPMENT - NORTH HILLS NURSING HOME TOMMY HOLLAND - W OF APPLEBY, N OF BISHOP DR. The next item was a large scale development for the North Hills Nursing Home located west of Appleby, north of Bishop Drive (the southwest corner of Appleby and Appleby) presented by Harry Gray on behalf of Tommy Holland. The property is zoned A-1, Agricultural, and contains 4 acres. Mr. Gray explained the applicant would be requesting a variance on the parking requirement from 70 spaces (one space per bed) to 40. He stated they were in the process of researching parking spaces at other nursing homes for documentation. Ms Little agreed with Mr. Gray that one parking space per bed did seem exorbitant. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin expressed concern there were two curb cuts close to a curve. He advised that the landscaping in the front areas would have to be low enough that it would not block visibility of the curve. Mr. Gray explained there was an open drainage easement that they would not landscape. Ms. Little suggested an alternative parking design with only one entrance/exit. Mr. Gray stated they wanted to keep the employee parking and visitor parking separated. Ms. Little explained she would like to eliminate as many curb cuts as possible to Appleby Road due to the traffic. Mr. Gray stated they were looking for a circular circulation for the ambulance with a covered drop off. Randy Allen, Street Department, agreed with Ms . Little the two entrances /exits were too close to the curve. He stated elimination of one access would be beneficial to the traffic pattern. Mr. Gray pointed out the two entrances were 75 feet apart. 0) • Plat Review September 24, 1992 Page 4 • Mr. Allen questioned if there would be a problem with the ambulance going through the parking lot. Fire Chief Mickey Jackson stated there would be no problem with access to the building for EMS. He noted the new fire code required sprinklers for nursing home occupancy. In response to a question from Chief Jackson, Jeff Smithers, the general contractor, described the composite of the building. Chief Jackson stated there needed to be one additional fire hydrant at the front of the building. Ms. Little asked if Mr. Franklin had a traffic count for Appleby. Mr. Franklin stated he did. He further explained the sight obstruction would be cars parked in the visitor parking area. He pointed out that an employee would not be able to see to the south if a van or a number of cars were parked in the visitors area. Mr. Gray requested city staff review the entrances. He stated the applicant would do whatever they required. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they had an existing line running north and south along Appleby from which they would serve the building. He pointed out they needed to show a 20 foot utility easement. Mr. Smithers stated they were still looking at electric versus gas. LARRY WINKLER - SWEPCO Mr. Winkler stated they had a two-phase line on the east side of the property that would need to be upgraded to three-phase. He pointed out the service would need to come from the east side but they could have a contract with the owner rather than an easement. He further noted one of their poles might be in the way of the drive but, if it was, they would shift the pole. DALE CHEATHAM- SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated they had a cable on the south side on the east -west portion of Appleby. He requested the 35 foot setback an utility easement also. Mr. Gray asked if that could be reduced to 25 feet in case the property were ever rezoned. • Mr. Cheatham stated he could get by with 25 feet. He further noted he would need a 2 -inch pipe from the utility closet under the service drive to the grassy area. • • • Plat Review September 24, 1992 Page 5 L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they had an overhead line on the west side of Appleby. He also requested a 2 -inch PVC under the service drive out to the grassy area. He noted they would need to work with someone on the pre wiring. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little explained the city did not have a requirement for screening but she would like to see screening to the south. She noted they plat needed a vicinity map and the zoning shown. She also requested a sidewalk to the south and west of Appleby Road. Mr. Bunn pointed out the sidewalk would have to cross the drainage easement. Ms. Little stated they could place the sidewalk diagonally. FINAL PLAT - NORTH HEIGHTS ADDITION CHARLES SLOAN - W OF APPLEBY, N OF BISHOP DR. The next item was a final plat for North Heights presented by Harry Gray on behalf of Charles Sloan for property located west of Appleby, north of Bishop Drive. The property is zoned R-2, Medium Density Residential, contains 6.20 acres with 48 proposed lots. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin stated Susan Avenue needed to be Susan Carol Avenue. Mr. Gray stated he had changed that., He further stated the name Cydnee had already been used so he would have to use another name. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. He requested the building setback along Appleby Road into a utility easement also. Mr. Gray asked if the utility easements between 17 and 18 and 12 and 13 could be made 10 feet. Mr. Evans stated the one between 17 and 18 would be fine at 10 feet; but he did not need the easement between 12 and 13, that it appeared to be a drainage easement. Mr. Bunn stated he would prefer 15 feet for the sewer line. Mr. Gray stated they would be providing sewer to Mr. Younkin since he was on septic. He further noted they would be adding an easement for the sprinkler line some place between 19 and 21. a30 • • Plat Review September 24, 1992 Page 6 ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated she would like a sidewalk along Appleby and also on Susan Carol. She further noted there was one portion that needed a property line adjustment but that could be done administratively. LARRY WINKLER - SWEPCO Mr. Winkler stated the easements shown were fine. He noted there was a service cable which crossed the corners of lots 11 A and B. He stated there was an existing overhead line along the south side. He requested a 2 -inch street crossing at the south end of Susan Carol. In response to a question from Mr. Winkler, Mr. Gray stated the units would be 1200 to 1400 square feet. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need a 4 -inch crossing on Cydnee at Appleby and a 2 -inch crossing on the south end of Susan Carol. He stated the easements were fine. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated the easements shown were fine. He further noted he would need'a 2 -inch crossing on Susan Carol. LISA FOX - PARKS DEPARTMENT Ms. Fox stated the parks fees on this project were $8,640. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson advised the fire code was stricter on townhouse units. He further noted there needed to be a fire hydrant at Susan Carol and Cydnee. Mr. Winkler stated that anytime buildings connected the service went to one spot with individual meters. He further stated that notation should be made in the covenants. DON BUNN - CITY ENGINEER Mr. Bunn noted he did not have approval for the cost sharing of the cul-de-sac. He further stated a contract for the uncompleted improvements, including street lights, would be required. PRELIMINARY PLAT - CROSSOVER HEIGHTS, PHASE III DICK & BILL KEATING - S OF MISSION, E OF CROSSOVER • The next item was a preliminary plat for Crossover Heights, Phase III, presented by Dave Jorgensen on behalf of Dick and Bill Keating, for property located south of 231 • Plat Review September 24, 1992 Page 7 Mission, east of Crossover Road. The property is zoned C-2 (with R-2 being requested except for lot 12) with 8.13 acres and 23 lots proposed. In response to a question from Ms. Little, Mr. Jorgensen stated the property would be developed as duplexes. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin stated the street lights looked fine. He verified the street name had been approved by Jim Johnson. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine but he would need one from lot 18 to lot 17 or split between lot 17 and 16 and another between lot 10 to 11. LARRY WINKLER - SWEPCO • • Mr. Winkler stated he would need the same easements requested by Rick Evans plus one between lots 5 and 6. He further stated he would need an easement to get to Highway 45. He asked what type of commercial establishment would be on lot 12. Mr. Jorgensen stated there was a dentist office across the street and the owners planned on a similar type establishment on lot 12. He stated they would need 3- phase. Mr. Winkler requested an off-site easement and stated he would need a 2 -inch street crossing if the off-site easement was on the east side of Hunter's Ridge. He stated he would also need 2 -inch crossings between 5 and 6 and lots 18 and 19. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need an easement on Hunter's Ridge back to Highway 45. He further stated he would need a 4 -inch crossing between lots 11 and 12. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he would need a 2 -inch crossing from lot 11 to the east side of Hunter's Ridge. LISA COX - PARKS DEPARTMENT Ms. Cox noted the parks fees would be $8,280 or .92 acres. She stated this item would be heard at the September 29th meeting. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson asked if Hunter's Ridge connected with another street. Mr. Jorgensen stated it connected to Phase I and then into Cherokee Street. Plat Review September 24, 1992 Page 8 Chief Jackson pointed out that, unless there was a hydrant close, lot 12 would be outside the maximum distance so the 2 -inch line would need to be a 6 -inch line. RANDY ALLEN -STREET DEPARTMENT Mr. Allen asked if the drainage would be carried out Hunter's Ridge. Mr. Jorgensen stated part of the drainage would run down Pointers Lane to the south and part of it would go in a northwesterly direction. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little requested the proposed use be added to the plat together with adjoining property owners names. She further requested a sidewalk be placed on the west of Pointer's Lane and on the east side of Hunter's Ridge, set back four feet from the curb, if possible. DON BUNN - CITY ENGINEER Mr. Bunn recommended extending the six inch line. He further noted both a grading and drainage plan would be required. He further requested something showing how the drainage all fit together. LARGE SCALE DEVELOPMENT - WAREHOUSE BURT HANNA - SW CORNER OF 15TH AND FRED HANNA DR. The last item was a large scale development for a warehouse presented by Harry Gray on behalf of Burt Hanna for property located at the southwest corner of 15th and Fred Hanna Drive. The property is zoned I-1, Light Industrial, and contain 8.8 acres. Mr. Gray pointed out he had labeled the plat as a revised plan for clarity. Ms. Little advised that the Inspection Superintendent had noted that, under the new fire code, the first and second building would require a 2 -hour rated wall with a maximum of 10$ opening. Mr. Gray stated the building measuring 100 x 150 had been confirmed; that it would be leased by Packaging Specialties. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the 25 foot easement needed to be extended to the south. He further stated he needed easements between the buildings and across the back of the parking lot. He pointed out he would need an easement on the south side of the first building. a3a • • • Plat Review September 24, 1992 Page 9 LARRY WINKLER - SWEPCO Mr. Winkler stated he would need the same easements requested by Mr. Evans He explained he had an overhead power line to the existing building. He requested a 20 foot easement between the two proposed buildings. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated the easements requested would be sufficient. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they did not have service in the area. MICKEY JACKSON - FIRE DEPARTMENT Chief Jackson asked the distance between the two fire hydrants. Mr. Gray stated they were approximately 650 feet apart. Chief Jackson stated they could be no more than 600 feet apart. DON BUNN - CITY ENGINEER Mr. Bunn stated the applicant needed to talk to Greg Fields, Sanitation Department, regarding location of the dumpster. He further stated he would need a grading plan. He reminded Mr. Gray the easements needed to be on a separate instrument. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little pointed out screening would be required to the west. The meeting adjourned at 10:30 a.m.
