HomeMy WebLinkAbout1992-08-27 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, August 27, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Dale Cheatham, Rick Evans, Judy Williams, and Floyd Cantrell Don Bunn, Randy Allen, Perry Franklin, Dennis Ledbetter, Lisa Cox, Jim Beavers and Sharon Langley Rick Simmons, Dave Jorgensen, Al Harris, Chuck Webb and Neal Albright DISCUSSION REGARDING REPAIR OF BRIDGE TIN CUP CREEK - S. COLLEGE AVENUE The first item was presentation of plans for the repair of a bridge across Tin Cup Creek on South College Avenue by Jim Beavers. He explained they planned on acquiring the right-of-way within the next two weeks, present the plans to the Board of Directors at the September 15, 1992 meeting, and start on the construction the end of September. He noted it would take approximately 90 days to complete construction. Mr. Franklin pointed out there would be a problem for children attending Jefferson School. LARGE SCALE DEVELOPMENT - OAKSHIRE EAST APARTMENTS KIRK ELSASS - S OF KANTZ, W OF CROSSOVER RD. The first item on the agenda was a request for approval of a large scale development for Oakshire East Apartments presented by Rick Simmons on behalf of Kirk Elsass for property located on the south side of Kantz and west of Crossover Road. The property consists of 1.5 acres. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had an existing line in the 10 -foot easement on the east side of the property and also one in the easement on the south side of the property. In response to a question, Mr. Simmons stated he did not know if the owner wanted gas service to the apartments. Mr. Evans stated he would need additional easements to serve the apartments if they wanted gas service. He stated he would like a 20 -foot easement along the west side of the property. • • • Plat Review August 27, 1992 Page 2 DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need the same easement requested by Mr. Evans. He further stated he had lines on both the south and east side. JUDY WILLIAMS - SWEPCO Ms. Williams also stated she would need the same easement requested by Mr. Evans. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin stated that, if there were to be plantings at the entrance, they needed to be sure they did not obstruct vision. DENNIS LEDBETTER - FIRE DEPARTMENT Mr. Ledbetter stated Chief Jackson had requested an additional fire hydrant between buildings 2 and 3. DON BUNN - CITY ENGINEER Mr. Bunn asked if it would bother any of the utility representatives to have the dumpster over the easement. The utility representatives stated it would not be a problem. He further stated he had not looked to see where the sewer line was but did not think the dumpster location would be a problem. He advised he would need a 15 -foot easement for the water line to service the fire hydrant. Mr. Bunn further explained they would need to be sure there was a sign permit for the sign shown on the plat. SHARON LANGLEY - PLANNING DIVISION Ms. Langley asked if they planned on landscaping and, if so, what type. Mr. Simmons stated he was sure they would be doing some landscaping but he did not know what type. Ms. Langley also advised the front setback for the property was 30 feet, not 25, since the property was zoned R -O. Mr. Bunn also advised he would need a grading plan and drainage plan. He suggested having the drainage on one side of the parking area rather than down the middle of the lot. • Plat Review August 27, 1992 Page 3 • LISA COX - PARKS DEPARTMENT Ms. Cox stated the green space requirement would .72 acres or money in lieu would be $6,480. She stated this matter would be discussed at the August 31, 1992 meeting. PRELIMINARY PLAT - MISSION BLVD. SUBDIVISION GORDON WILKINS - S OF MISSION, W OF CROSSOVER RD. The next item was a preliminary plat for Mission Boulevard Subdivision presented by Dave Jorgensen on behalf of Gordon Wilkins for property located south of Mission, west of Crossover Road. The property is zoned R-1, contains 9.65 acres with 32 lots proposed. Mr. Bunn pointed out there was already a Mission Hills Subdivision. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had an existing line along Highway 45 and they would need to be careful if there were any cuts along Highway 45. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated they also had buried cable along Highway 45. JUDY WILLIAMS - SWEPCO Ms. Williams stated they had an overhead line along Highway 45 and might also have something at the back of Park Place. LISA COX - PARKS DEPARTMENT Ms. Cox stated the land requirement would be .8 acres and money in lieu of land would be $7,200. She noted the meeting would be at 5:00 p.m. on Monday, August 31. RANDY ALLEN - TRAFFIC DIVISION Mr. Allen questioned the direction of the drainage flow. Mr. Jorgensen pointed out the drainage on the south half would flow toward the pond on Park Place. He stated the drainage on the north half would flow to the northeast corner of the project to an existing culvert. PERRY FRANKLIN - TRAFFIC DIVISION • Mr. Franklin stated the street light spacing appeared to be all right. He also pointed out they would need to get a waiver for the street length. acza • Plat Review August 27, 1992 Page 4 DENNIS LEDBETTER - FIRE DEPARTMENT Mr. Ledbetter stated Chief Jackson had requested an additional hydrant at the intersection of the unnamed street and Highway 45. DON BUNN - CITY ENGINEER Mr. Bunn stated he believed the Planning Commission would request right-of-way to the east, either from the cul-de-sac or mid -way in the subdivision for expansion to future development. He further stated they would be asking for additional right-of-way on Highway 45. He also advised he would need a grading plan and a drainage plan. SHARON LANGLEY - PLANNING DIVISION Ms. Langley requested that Mr. Jorgensen provide the mailing receipts for notification of the adjoining property owners to staff by September 3. PRELIMINARY PLAT - CROSSOVER HEIGHTS, PHASE II DICK & BILL KEATING - E OF CROSSOVER, N OF WHIPPOORWILL LANE • The next item was a preliminary plat for Crossover Heights, Phase II, presented by Dave Jorgensen on behalf of Dick and Bill Keating, east of Crossover and north of Whippoorwill Lane. The property is zoned R-2, Medium Density Residential, with 20 proposed lots. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there were some existing lines on the northeast corner. He stated that on the north side of Lots 1 through 9 he would need a 20 -foot easement. He further stated he needed a four - inch crossing. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need two 4 -inch crossings - one between 12 and 13 and one between 4 and 5. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated he would need the same crossings requested by Mr. Cheatham. LISA COX - PARKS DEPARTMENT • Ms. Cox stated if the lots were single family homes the fee would be $4,700 and if the lots contained duplexes it would be $7,200. • • Plat Review August 27, 1992 Page 5 Mr. Jorgensen stated that, while the property was zoned R-2, he believed they would be putting single family homes on the property. RANDY ALLEN - STREET DEPARTMENT Mr. Allen requested a copy of the drainage plan. PERRY FRANKLIN - TRAFFIC DIVISION Staff discussed the cul-de-sac and the islands and offered suggestions for changes. Mr. Ledbetter stated it would have to be changed for emergency vehicle access. Mr. Jorgensen stated he would come up with a different plan. DON BUNN - CITY ENGINEER Mr. Bunn stated they would need to make a notation on the plat restricting the property to single family houses only if that was their intention. He further advised he would need a grading plan and drainage plan with the drainage plan addressing the drainage coming off of lots 1 through 4, going onto lots 13 and 14. He asked how the lots compared in size to those on Inwood Lane. Mr. Jorgensen stated he did not know. Mr. Bunn advised that question would probably come up at the Planning Commission meeting. PRELIMINARY PLAT - NORTHWEST ACRES ESTATES, PHASE III JEFF ALLEN - OFF CARRIAGE WAY, N OF WEDINGTON The next item for review was a preliminary plat for Northwest Acres Estates, Phase III, presented by Al Harris, Northwest Engineers, on behalf of Jeff Allen for property located off of Carriage Way, north of Wedington. The property contains 4.63 acres with 18 proposed lots and is zoned R-2. Mr. Harris advised this property would contain duplexes. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was an existing line to the west. He requested 4 -inch crossings between lot 1 over to lot 17 and also one at the north end of Carriage Way. He asked if they planned on making Christopher Avenue a dead-end. He stated if so, he would need a crossing at that point. • Mr. Harris explained the owner was attempting to purchasing additional property to both the north and south. a2»4 • • Plat Review August 27, 1992 Page 6 DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he needed a 4 -inch crossing on the south end of Christopher, between lots 1 and 18, and one on the west side of Glee between lots 4 and 18. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell requested the same crossings as Mr. Cheatham. LISA COX - PARKS DEPARTMENT Ms. Cox stated the land for the green space requirement was .72 acres and money in lieu of land would be $6,480. RANDY ALLEN - STREET DEPARTMENT Mr. Allen stated there were drop inlets at the four corners of Franciscan and Carriage Way in order to move the drainage to the north. He asked where Carriage Way and Christopher would drain. Mr. Harris stated it would be into the existing ditch. Mr. Allen pointed out they were showing a street over the existing ditch. Mr. Harris stated they would move it. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin stated they needed an additional street light and pointed out the location. He stated even though the lights would be approximately 370 feet apart, he would prefer the light to be at the intersection. He asked if the street names had been checked with the 9-1-1 Systems. Mr. Harris stated they had. He noted there was a "Lee Street" and there was concern regarding "Glee Street". Mr. Franklin stated he would prefer a name other than Christopher. He explained that, whenever a street had a proper name, people would steal the signs. LARGE SCALE DEVELOPMENT - CROSS STREET SERVICE, INC. CHUCK WEBB - S OF VAN ASCHE, E OF HWY 112 The next item was a large scale development for Cross Street Service, Inc. to construct a garage, presented by Chuck Webb for property located on the south side of Van Asche, east of Highway 112. The property is zoned C-2 and contains 2.67 acres. 2.25 • • • Plat Review August 27, 1992 Page 7 RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham asked if any of the area was to be paved. He explained there was a cable on the northeast corner and should it be paved, he would need a pipe to the office. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated the easements shown were fine. RANDY ALLEN - STREET DEPARTMENT Mr. Allen noted there were drainage problems in the area but most of them were across the street where the city had no jurisdiction. He pointed out there was some erosion running over on the subject property. DON BUNN - CITY ENGINEER Mr. Bunn stated the city would need a 30 foot easement across the front of the property. He explained there was a 36 -inch water line that would be constructed within the next 1 to 2 years along the south side of Van Asche Street. He asked what type of business would be located on the site. Mr. Webb stated the building would be used for office space and storage of the U. S. Mail. Mr. Bunn stated the plat showed a large curb cut. He noted the maximum was 60 feet. Mr. Allen stated there was not a curb there at the present time -- that the property was open to Van Asche. Mr. Bunn explained the intent was the width of the driveway coming out onto the street. He further stated the City would be asking for improvements to Van Asche Street or a contract with the owner for the improvement of one-half of Van Asche Street up to City standards across the entire frontage. SHARON LANGLEY - PLANNING DIVISION Ms. Langley noted the square footage of the building called for two more parking places to meet code. She further stated a sidewalk would be required on Van Asche but, since the water line would run across the property, the city would take a contract that the Plat Review • August 27, 1992 Page 8 sidewalk would be constructed after She further noted both the contract the contract for the sidewalk could the water line was installed. for the street improvement and be included into one contract. LARGE SCALE DEVELOPMENT - RIDEOUT HOME CENTER E. J. BALL - W OF CROSSOVER, N OF MISSION The last item was a large scale development for Rideout Home Center presented by Neal Albright on behalf of E. J. Ball, for property located on the west side of Crossover, north of Mission. The proposed zoning for the property is C-2 and contains 5 acres. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was a problem along Highway 265 -- there were two large high pressure lines on the highway. He stated they would flag the lines. He further noted they wouldn't be able to make a very large cut for the driveway or drainage ditch due to the lines. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE • Mr. Cheatham stated they had utilities from the south side of the property and would serve the warehouse and display area but the owner would have to service the remainder of the property. • JUDY WILLIAMS - SWEPCO Ms. Williams stated there was an existing line on Highway 265. She asked if they required service only to the display area and warehouse. Mr. Albright stated he did not believe they would need service in the other areas. RANDY ALLEN - STREET DEPARTMENT Mr. Allen asked if the city would have to maintain all of the drainage. Mr. Bunn pointed out the plat showed drainage easements. Mr. Allen asked the surfacing of the area around the storage facilities. Mr. Albright stated they planned to have the area graveled. Mr. Allen recommended having the drainage easement in the covered storage area maintained by the property owner and the others by city maintenance. 022(0 • Plat Review August 27, 1992 Page 9 PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin advised they needed to be sure their parking met all of the ADA handicap accessibility regulations. He expressed his belief there needed to be more handicap spaces for the amount of parking shown. He also noted one of the spaces had to be van accessible. DENNIS LEDBETTER - FIRE DEPARTMENT Mr. Ledbetter requested a fire hydrant across Highway 45 on the corner. DON BUNN - CITY ENGINEER Mr. 'Bunn noted a five foot sidewalk was required on Highway 265. He advised they would have to get written approval from the Highway Department for the curb cuts. He also stated that, according to the Planning Department, they needed 32 more parking spaces. He requested a drainage plan showing drainage calculations. There was discussion regarding location of the water line to the • fire hydrant. • Ms. Langley also pointed out it appeared they would have to do some screening to the north. She explained that whenever they abutted residential property, the business would have to screen either with a fence or vegetative.
