HomeMy WebLinkAbout1992-08-06 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, August 6, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Dale Cheatham, Rick Evans, Judy Williams, and Floyd Cantrell Don Bunn, Alett Little, Perry Franklin, Mickey Jackson, Randy Allen, Lisa Cox, and Sharon Langley Jim Beavers, Dave Jorgensen, Mel Milholland, Leonard Gabbard, and Erica Helf DISCUSSION ON REPLACEMENT OF BRIDGES JIM BEAVERS - 54TH STREET; SANG AVENUE The first item was presentation of plans for the replacement of two bridges -- one on 54th Street and one on Sang Avenue -- presented by Jim Beavers, City Engineering Department. • 54th Street Bridge • Mr. Beavers explained they would like to start the project around the first or second week of September. He noted he would advise the utility companies by letter of the pre -construction conference. He pointed out the money would have to come from reserves and, therefore, had to be approved by the Board of Directors. He noted the State Highway Department had told the City to replace the bridge on 54th Street. In response to a question from Ms. Little, Mr. Beavers explained it was the contractor's option as to which bridge was constructed first. He further stated the 54th Street bridge was the most critical. He pointed out that gas and telephone lines were underground on both sites and the electrical lines were overhead. The utility representatives stated they would attempt to work around the city's right-of-way. They requested a minimum notice of three weeks. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated they were working on the 54th Street area at the present time and lacked one easement in order to move the lines. He expressed his opinion it should take only a few more weeks before it was completed. 4M • Plat Review August 6, 1992 Page 2 • • DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham of Southwestern Bell Telephone stated it would take four to six weeks before they could relocate the cable. He asked that the City let him know when they had acquired and staked the necessary right-of-way. Sang Street Bridge Mr. Beaver explained this bridge was in the program, and scheduled to be replaced in 1992. He noted it appeared the electric was overhead on this project but there was also some underground cable. JUDY WILLIAMS - SWEPCO Ms. Williams stated there was a buried line which serviced Waterman Woods Subdivision. She further stated the line was concreted. FINAL PLAT - PARK PLACE SUBDIVISION - PHASE VI JIM LINDSEY - S OF VICTORIA, W OF CROSSOVER The next item on the agenda was a request for approval of a final plat for Park Place Subdivision, Phase VI, presented by Dave Jorgensen on behalf of Jim Lindsey for property located south of Victoria and west of Crossover Road. The property consists of 12 acres with 25 proposed lots, and is zoned R-1, Low Density Residential. Mr. Jorgensen pointed out there was not a connection to the existing phases of Park Place but there would be a connection to the south to the Foster/Brophy property. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine but he did need a crossing on the east end of Meandering Way and a crossing on the unnamed street to the south. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated there were no problems with this phase. He asked the latest plans for the drive-thru from Phase VIII to Phase V. Mr. Jorgensen stated it was reserved by plat to provide emergency access between Phases V and VIII. He explained that physically there was nothing there but weeds but they had originally planned a driveway. a �j Plat Review August 6, 1992 Page 3 DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he needed the same crossings as requested by the Gas Company. JUDY WILLIAMS - SWEPCO Ms. Williams stated she would need a crossing on the south side. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated sidewalks were shown on the plat but she would prefer they be set four feet in. She also pointed out he would have to request a waiver for the cul-de-sac length. Mr. Bunn stated they had been waived in the preliminary plat. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin requested a name for the street going south. LISA COX - PARKS DEPARTMENT Ms. Cox stated land dedication was .63 acres and money in lieu of land would be $5,625. She advised the Parks Board would meet on August 31. DON BUNN - CITY ENGINEER In response to a question from Mr. Bunn, Mr. Jorgensen stated they were in the process of putting in a drainage system but the workers had been fighting the deluge of water that came down on Phase VII. He further stated they believed it was taken care of by putting in two 48 -inch parallel pipes which had recently been tested. He noted they were putting in a drainage pipe between lots 22 and 23 to pick up run-off from the Brophy property. He stated the pipe would run to Phase VIII and then into the lake. Mr. Bunn recommended the easement be noted as a drainage easement. Mr. Franklin suggested they place a streetlight someplace between lot 25 on Phase VI and lot 8 on Phase VIII. Mr. Bunn further noted they would need a contract with the developer for the uncompleted improvements including streetlights. Ms. Langley stated L. O. Ferguson of Warner Cable had contacted the Planning Office to report the easements were fine. • • • Plat Review August 6, 1992 Page 4 FINAL PLAT - PARK PLACE SUBDIVISION - PHASE VIII JIM LINDSEY - S OF MISSION, W OF CROSSOVER The next item was a request for approval of a final plat for Park Place Subdivision, Phase VIII, presented by Dave Jorgensen on behalf of Jim Lindsey for property located south of Mission and west of Crossover Road. The property consists of 19.32 acres with 41 proposed lots, and is zoned R-1, Low Density Residential. Mr Bunn recommended reviewing Phase VIII since it tied into Phase VI and then reviewing Phase VII. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested further easements. Mr. Jorgensen noted they were to have been on the plat but had been left off by accident. Mr. Evans also requested casings on both the south and north ends of Arthurs Court. He also pointed out there was a gas line easement along Highway 265. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated there had to be another fire hydrant, preferably between lots 8 and 9. Mr. Jorgensen pointed out the 16 -foot wide emergency access between lots 2 and 3. There was discussion regarding the surface of the emergency access. It was pointed out that, should they concrete the access, people would use it as a tie -through which was not its intent. There was also discussion that, if it was a base with grass over it, it could grow up and emergency vehicles might not find it. Mr. Franklin stated there had been a lawsuit filed in Little Rock because there had been a decorative planter in between two subdivisions which had been hit by a motorist. He further stated he would check further into the lawsuit. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham requested numerous crossings. JUDY WILLIAMS - SWEPCO Ms. Williams asked about the creek running through this phase. ,216 Plat Review August 6, 1992 Page 5 Mr. Jorgensen stated the preliminary plat had the utility easement running on the west side of the creek. He noted there was also a drainage easement. Ms. Williams also requested crossings. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin reminded Mr. Jorgensen streetlights needed to be no more than 300 feet apart. He suggested various sites for the lights. LISA COX - PARKS DEPARTMENT Ms. Cox stated the parks fees would be .28 acres or money in lieu would be $2,475. She further stated the Parks Board meeting would be on August 31. RANDY ALLEN - STREET DEPARTMENT Mr. Allen requested copies of the drainage plans. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little requested the sidewalks be set in four feet from the curb. She asked if any of the property was in the flood plain. Mr. Jorgensen stated he would check. DON BUNN - CITY ENGINEER Mr. Bunn stated they would need a contract for the uncompleted improvements, including streetlights. LISA COX - PARKS DEPARTMENT Ms. Cox stated she had erroneously given the park fees for Phase VII earlier. She noted the parks fees on this phase would be $9,245. Mr. Bunn recommended Mr. Jorgensen contact Mr. Franklin regarding the location of the street lights and then review that with Ms. Williams. FINAL PLAT - PARK PLACE, PHASE VII JIM LINDSEY - E OF CAMBRIDGE RD., W OF CROSSOVER RD. The next item was a request for approval of a final plat for Park Place Subdivision, Phase VII, presented by Dave Jorgensen on behalf of Jim Lindsey for property located east of Cambridge Road, west of • • • Plat Review August 6, 1992 Page 6 Crossover Road. The property consists of 7 acres with 11 proposed lots and is zoned R-1, Low Density Residential. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans asked if they wanted to serve lot 7 through lot 11 on the front or from the back. Mr. Jorgensen stated he would give a 20 -foot easement so it could be served from the back. Mr. Evans suggested changing the easements on the south and west to show the off-site easements. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated the easements as requested were fine. JUDY WILLIAMS - SWEPCO Ms. Williams agreed the easements would be fine. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little requested the sidewalks be set in 4 feet from the curb. DON BUNN - CITY ENGINEER Mr. Bunn stated they would need a contract for the uncompleted improvements. FINAL PLAT - EMERALD SUBDIVISION J. B. HAYS - W OF TOWNSHIP, OFF WEST VIEW DR. The next item was a request for approval of a final plat for Emerald Subdivision presented by Dave Jorgensen on behalf of J. B. Hays. The property is located west of Township Road, off of West View Drive, contains 5.6 acres with 16 lots proposed. The property is zoned R-1, Low Density Residential. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans pointed out where he would need casings. Mr. Jorgensen asked if they wanted to service the lots along the east side or along the front. He pointed out they would have to clear out trees if they had the easement along the east side. He also noted the terrain was quite steep and it might be more practical to put the utility easements along the front. as • • • Plat Review August 6, 1992 Page 7 Ms. Williams stated she would prefer to run the lines along the back of the lots. She further noted she would like a street crossing on the north end. LISA COX - PARKS DEPARTMENT Ms. Cox noted the parks fees would be .24 stated they had opted for money in lieu of RANDY ALLEN - STREETS DEPARTMENT acres or $3,600. She land. He also asked how the temporary cul-de-sac was to be constructed and who would maintain it. Mr. Jorgensen stated the cul-de-sac was already in and was constructed out of temporary SB2. He pointed out the notation on the plat which stated: "Permanent (cul-de-sac) to be built if street extension not started within two years." Ms. Little stated she would not accept a Bill of Assurance, only a contract with a lien on some of the lots. Mr. Bunn stated they did need to discuss the temporary cul-de-sac. He expressed his opinion that it would be put in within a given length of time or a permanent cul-de-sac would be put in to city specifications. He stated he believed there would be a problem with materials for the cul-de-sac due to the drainage. DON BUNN - CITY ENGINEER Mr. Bunn stated he wanted a specific drainage plan. He also noted they needed to be sure there was a waiver on the length of the cul- de-sac. He further noted they needed a drainage easement between lots 4 and 5. He stated the streetlight at that location would need to be moved. He pointed out the lots were on a greater than 20% slope and each would require an individual grading plan. He recommended Mr. Jorgensen make that notation on the plat. He further noted the banks were eroding badly and something needed to be done immediately rather than waiting until the lots were sold. • PRELIMINARY PLAT - MISSION HILLS R. J. MERRY -SHIP PROPERTIES - E OF MISSION, N OF NORTH ST. The next item for review was a preliminary plat for Mission Hills Subdivision presented by Mel Milholland on behalf of R. J. Merry - Ship Properties, for property located east of Mission and north of North Street. The property consists of 10 acres with 22 proposed lots and is zoned R-1, Low Density Residential. Do • • • Plat Review August 6, 1992 Page 8 Mr. Bunn stated if the plat looked familiar it was because the previous plat on this tract had been denied by the Planning Commission for traffic control purposes. Mr. Milholland pointed out they had reduced the number of lots from 25 to 22. He stated there had been originally a loop street but that had been replaced with a cul-de-sac since the southern access had been so close to North Street. He noted, however, there would be emergency vehicle access off the cul-de-sac to Mission. He further noted he would ask for a waiver of cul-de-sac length. There was discussion regarding location of streetlights. Mr. Milholland stated he believed it would be good to have a streetlight at the cul-de-sac for emergency vehicle traffic. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. He requested the conduit be 4 -inch. Mr. Milholland noted they wanted the easements on the front of the property in order to save some large trees at the back on the inside lots. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson requested a hydrant at the north end. In response to a question from Mr. Jackson, Mr. Milholland stated none of the lots would front on Kings Drive however lot 5 did have access to Jackson Street. Mr. Jackson asked what type of surfacing would be used on the emergency access easement. After discussion, it was determined there would be a base with grass over the top of it. Ms. Little suggested having signs that it was an emergency vehicle access only and that other traffic was restricted. JUDY WILLIAMS - SWEPCO Ms. Williams requested the 10 foot easement between lots 20 and 21 be a 15 -foot easement. After discussion, it was determined some of the easements would not be necessary. • Plat Review August 6, 1992 Page 9 Mr. Milholland also noted Item #2 on the plat: "Individual lot developers shall be responsible for landscaping lot surface for proper transport and discharge of storm water run-off to street gutters and/or natural drainage." There was discussion whether each lot needed a grading plan. Mr. Bunn stated the ordinance called for a grade of 20% or more. He stated he did not like shifting the responsibility for the drainage from the property owners and developers to the city. Mr. Milholland stated he would add more to the notation on the plat regarding swales. Mr. Bunn stated he would review the ordinance to see if the City could require a grading permit on the individual lots. He further stated that review of the drainage plan might solve part of the problem. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin questioned the type of island that would be used at the entrance. • Mr. Milholland stated it would be quite similar to the one located • at Timber Crest, to be maintained by the homeowners association. LISA COX - PARKS DEPARTMENT Ms. Cox stated the parks fee would be .53 acres or $4,745. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little asked if the present homeowner in the subdivision would be willing to put in a sidewalk. Mr. Milholland stated the developer would put it in. DON BUNN - CITY ENGINEER Mr. Bunn requested Mr. Milholland send Randy Allen a copy of the drainage plan. It was noted the setbacks were greater than those required by the City. Mr. Bunn stated the city only enforced the city required setbacks. Ms. Langley explained ordinance required the adjoining property owners to receive notification of the subdivision meeting. She requested Mr. Milholland provide certified mail slips with the postmark of the date mailed prior to the subdivision meeting. • • Plat Review August 6, 1992 Page 10 PRELIMINARY PLAT - OLD WIRE SUBDIVISION MATHIAS/TOMLINSON - S OF OLD WIRE & W OF OAK BAILEY DR. The last item for review was a preliminary plat for Old Wire Subdivision presented by Erica Helf and Leonard Gabbard on behalf of Sam Mathias and Bud Tomlinson for property located south of Old Wire Road and west of Oak Bailey Drive. The property contains 7.32 acres with 20 proposed lots and is zoned R-1, Low Density Residential. Ms. Helf corrected the contour lines given on the plat. She also noted the setback lines on the north side also needed to be shown as utility easements. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans requested a crossing with four -inch casing on the street entering the subdivision. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham also requested a crossing and access to lots 5 and 6 across lots 7 and 4. PERRY FRANKLIN - TRAFFIC DEPARTMENT Mr. Franklin requested streetlights at the intersection, the end of the cul-de-sac, and every 300 feet to be shown on the plat. He also stated they would need to review the street names with Jim Johnson. • Ms. Helf stated the street from Old Wire Road was Cromwell Lane and the other street was Lucas Place. Mr. Jackson stated he would prefer the entire street have one name. PARKS DEPARTMENT Ms. Langley stated Ms. Cox had noted the parks fees would be .5 acres or money in lieu of land would be $4,500. She noted the decision would be made at the August 31 Parks Board meeting. RANDY ALLEN - STREET DEPARTMENT Mr. Allen stated sidewalks were not shown on the plat. He further noted they would need to meet ADA access regulations. In response to a question from Mr. Allen, Mr. Gabbard stated there was a three or four foot drainage swale. ago • • • Plat Review August 6, 1992 Page 11 ALETT LITTLE - PLANNING DEPARTMENT Ms. Little requested the sidewalks be set in four feet from the curb. She further noted they would need a waiver on the length of the cul-de-sac. She advised Old Wire Road was scheduled for widening and they would need to check the right-of-way requirements. She also noted since sidewalks would be required along Old Wire Road the city would take a contract for the installation of those sidewalks. DON BUNN - CITY ENGINEER Mr. Bunn stated that in addition to the right-of-way requirements there would be a requirement to improve half of Old Wire Road to city street standards. He stated they would give the developer an estimate of the costs. Mr. Jackson suggested a change in the location of a fire hydrant. Ms. Little further pointed out this property had recently been rezoned and a condition of that rezoning was that an existing structure receive sewer when this property was developed. The meeting adjourned at 10:45 a.m.
