HomeMy WebLinkAbout1992-07-23 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 23, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Dale Cheatham, Rick Evans, L. O. Ferguson, Judy Williams, and Floyd Cantrell Alett Little, Randy Allen, Perry Franklin, Mickey Jackson, Syd Norbash, Lisa Cox, and Sharon Langley OTHERS PRESENT: Albert Skiles, Harry Gray, and Mel Milholland LARGE SCALE DEVELOPMENT - COWBOY STEAKHOUSE MIKE COLLINS - N OF MILLSAP, W OF COLLEGE The first item on the agenda was a large scale development for Cowboy Steakhouse, presented by Albert Skiles on behalf of Mike Collins, for property located on the north side of Millsap, west of College Avenue. The property is zoned C-2, Thoroughfare Commercial. Mr. Skiles explained the structure had originally been an Amish barn constructed in the 1830's in Indiana which the owners had taken it apart to move to Fayetteville. He noted the kitchen area would be an add-on to the original structure. Ms. Little advised a lot split would be required on this property. Mr. Stiles noted he was aware of that. He explained they had tried to get as many parking spaces as possible and still have landscaping. He pointed out the building would be 40 feet wide plus have porches (the original structure measured 40 x 75 feet). He explained the structure would set forty feet further south than Chili's. He further explained the owners believed the visibility of the building would be the draw to the restaurant. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was an existing 50 foot utility easement on the north property line for a high pressure gas line. He noted the other utility companies could use the same easement. He explained they would set the meter at the building and wanted to do that before the dirt work for the parking lot took place. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need a 10 foot easement at the north end of the property. He explained he had service at the northeast corner and needed to get to the northwest corner. JUDY WILLIAMS - SWEPCO Ms. Williams advised Mr. Skiles SWEPCO had a switch gear at the southwest corner. Plat Review July 23, 1992 Page 2 In response to a question from Mr. Skiles, she explained it would be quite expensive to move the switch gear. L. O. FERGUSON - WARNER CABLE Mr. Ferguson requested a 10 foot easement at the north edge of the property. He further noted he would need a 2 -inch PVC from the utility room to the northeast corner of the property. After discussion, it was determined all the utility companies could use the existing 50 -foot easement at the north end of the property. RANDY ALLEN - STREET DIVISION Mr. Allen asked if there would be any drainage impact to the state right-of-way to Highway 71. Mr. Skiles stated the drainage was directed toward the highway. Mr. Norbash requested Mr. Skiles contact Mr. Harold Beavers with the State Highway Department. • MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson explained the occupancy type of the building would not require the building to be sprinkled but he would recommend they do so. PERRY FRANKLIN - TRAFFIC DIVISION • Mr. Franklin pointed out that eventually Millsap would be a major thoroughfare. He cautioned Mr. Skiles to keep the landscaping at the entrance under 30 inches in height. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little asked if there should be any costs associated with the improvement and/or extension of Millsap assessed to the property owner. Mr. Norbash stated he did not know, he would have to talk to Mr. Bunn. Ms. Little also noted there needed to be a sidewalk on the north side of Millsap. She questioned Mr. Skiles regarding signs. Mr. Skiles stated the only signs they planned on erecting would be on the building. There was also discussion regarding location of the dumpster, sewer, and street lighting. Mr. Skiles stated he would contact Greg Fields regarding the dumpster location. After review, Mr. Norbash stated apparently sewer was available. • • • Plat Review July 23, 1992 Page 3 PRELIMINARY PLAT - WOODBURY PLACE MID -SOUTHERN ENTERPRISES - E OF SALEM, N OF WEDINGTON The next item was a preliminary plat for Woodbury Place presented by Harry Gray on behalf of Mid -Southern Enterprises, for property located on the east side of Salem, north of Wedington. The property is zoned R-2, Medium Density Residential, and has 9 proposed lots to be developed as duplexes. Mr. Gray pointed out they had extended Mica Street to the proposed subdivision. The utility representatives agreed the easements shown were fine. LISA COX - PARKS DEPARTMENT Ms. Cox noted that with 18 units the parks fees would be .23 acre or $1,890.00. She further noted this subdivision might be included in the land donated for Davis Park. She explained they were working on the compilation of units versus land donated. She advised Mr. Gray the matter would be heard at the August 3 Parks Board meeting. RANDY ALLEN - STREETS DIVISION Mr. Allen reminded Mr. Gray the sidewalks would need handicap access. SID NORBASH - ENGINEERING Mr. Norbash stated it might be tight getting the sewer line to lot 5. Mr. Gray agreed and noted they could work that out before filing the final plat. Ms. Little pointed out the City Engineer would need to approve the drainage and grading plans. She asked if any improvements needed to be made to Salem Road. Mr. Gray noted Salem was already curbed and guttered. He further noted the city had 60 feet of right-of-way. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little requested the sidewalk end at the lot line of lot 3 instead of 10 feet before the property line. Mr. Gray agreed. He further noted that if the sidewalk was on the north side of Mica on the west side of Salem, they would continue it on the north side. Ms. Little asked if the subdivision was being built over an existing pond. Mr. Gray stated the pond was presently being drained. He explained it was not a very large area and was fed by a spring. Ms. Little expressed concern especially since there was a spring. aca Plat Review July 23, 1992 Page 4 Mr. Norbash shared Ms. Little's concern. He asked where the drainage would go. Mr. Gray explained there was a 10 foot drainage ditch through Walnut Haven and it would be rechanneled. He noted he would change the drainage easement to 15 or 20 feet instead of the 10 feet shown. He pointed out most of the surface drainage went along the north property line. Ms. Little stated they might have to put in a retention pond. She noted that usually the city did not request a drainage plan at the time of the filing of a preliminary plat but in this case they probably needed one. FINAL PLAT - RIDGEMONTE ESTATES (FORMERLY ASPEN HEIGHTS) MB3 PROPERTIES - S OF MISSION, E OF FOX HUNTER'S ROAD The last item was a final plat for Ridgemonte Estates (formerly Aspen Heights) presented by Mel Milholland on behalf of MB3 Properties, for property located south of Mission and east of Fox Hunter's Road, containing 71.26 acres with 29 proposed lots. Mr. Milholland informed the committee he had erroneously left off the number on lot 30 and had failed to shown an existing house on Lot 2. He directed their attention to the waivers granted by both the city and county. In response to a question from Ms. Little, Mr. Milholland stated the owner planned on installing fire hydrants in the subdivision. He explained he still needed to discuss the size of the water line with Mr. Bunn. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements were adequate. Mr. Milholland stated they did want the utilities underground and along the road in order to preserve trees. He explained he needed to know where the utility representatives needed crossings. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell asked if there was an easement on the south end (between lots 23 and 24) so they could have a loop feed. Mr. Milholland pointed out there was an easement with 15 feet on each side. Mr. Cantrell stated he would not need all of the easements. He stated the 25 -foot easement along all of the roadways would be adequate and the lot line easements were not needed. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham stated he would need a two-inch crossing between lots 20 and 27 on Churchill. ata • • • Plat Review July 23, 1992 Page 5 L. O. FERGUSON - WARNER CABLE In response to a question from Mr. Ferguson, Mr. Milholland stated there was approximately 3,300 feet of streets in the subdivision. Mr. Ferguson stated it would cost 90 cents a foot for cable -- the cable company's policy had not changed. He also requested a crossing at the same location requested by Mr. Cheatham. RANDY ALLEN - STREET DIVISION Mr. Allen asked if they had a drainage plan. Mr. Milholland noted the pond would stay as a retention pond. He stated the amount of run-off was very small. The meeting adjourned at 9:50 a.m.
