MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, June 25,
1992 in Room 111 of the City Administration Building, 113 West Mountain Street,
Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT - ADAMS STREET TOWNHOUSES
GLEN SOWDERS - N OF ADAMS ST., W OF GREGG AVE.
The first item on the agenda was a request for approval of a large scale development
for the Adams Street Townhouses, presented by Dave Jorgensen on behalf of Glen
Sowders for property located north of Adams Street, west of Gregg Avenue. The
property is zoned R-2 and contains 1.79 acres.
RICK EVANS - ARKANSAS WESTERN GAS COMPANY
Mr. Evans stated he did have a line on Adams Street but there was a problem of
getting into the buildings. He explained he either would need to go down the street
or shift the buildings in order to provide a 15 -foot easement.
Mr. Jorgensen stated it was possible he could get more land from the adjoining owner
in order to provide for an easement.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated he would need the same easements requested by Mr. Evans.
He also noted he would need crossings on each of the streets.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated too would need crossings. He stated the easements shown and
requested would be fine.
MICKEY JACKSON - FIRE DEPARTMENT
Mr. Jackson requested a fire hydrant in the middle of the project. He pointed out
the location on the plat. He further noted the water line would need to be 6 inches
and tied on both ends.
RANDY ALLEN -STREET DEPARTMENT
• Mr. Allen stated there might be a problem with the street entering on to North
Street.

In response to a question from Mr. Bunn, Mr. Jorgensen stated the new street was
approximately 275 feet from Gregg.
Mr. Franklin stated traffic backed up on North Street during peak times during the
day and that street would be blocked. He stated it was not a good situation since it
was also on a hill.
LISA COX - PARKS DEPARTMENT
Ms. Cox noted the greenspace fee would be .44 acres or $3,960. She stated the
matter would be heard at the July 6 Parks meeting.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin expressed concern regarding the street accessing on to North Street.
He noted the streets within the development were private streets so the street
lighting would be up to the developer.
Mr. Bunn suggested moving the access street down the hill. He stated it would get
that street further from the intersection. He suggested Mr. Jorgensen and the
developer review that possibility.
• There was discussion of having access only from Adams Street but Chief Jackson
stated he also wanted access from North Street.
Mr. Bunn stated Ms. Little had made some notations, as follows: asked if the
northern units could be turned so there would not be so much street; suggested the
southern units be turned so the driveways would not access on Adams Street; asked
if there would be any landscaping.
Mr. Jorgensen stated there would be landscaping.
Mr. Bunn stated landscaping was not required but city staff would prefer they do
some landscaping. He noted Ms. Little had asked where the dumpster would be
located.
Mr. Jorgensen stated he had hoped the Sanitation representative would be present
so he could recommend a location. He further stated he would contact Mr. Fields.
Mr. Bunn asked why there was an open area between the southernmost unit and the
unit to the north.
Mr. Jorgensen stated he believed the owner was planning on putting an office in that
area together with a recreation area.
Mr. Bunn noted Ms. Little had also asked if there would be sidewalks along the
interior streets.

Mr. Bunn asked if they were planning on having parking on the street.
Mr. Jorgensen stated that, since the street was only 24 feet wide, he did not believe
there would be room for on -street parking. He explained the complexes would have
two -car garages plus parking space in the driveways. He further stated he would
contact Ms. Little regarding her questions.
Mr. Bunn stated Ms. Little had also expressed concern regarding the number of curb
cuts on Adams Street.
In response to a question from Mr. Bunn regarding drainage, Mr. Jorgensen
explained he planned to submit the grading and drainage plan after approval of the
large scale development but before they applied for permits.
Mr. Bunn suggested running a public sewer into the project instead of the four -inch
service.
JUDY WILLIAMS - SWEPCO
Ms. Williams asked if the service was to be underground. Mr. Jorgensen stated it
was. She explained that on Adams Street they had service on the north side and on
North Street they had service on the south side.
Mr. Bunn pointed out there were patios in the utility easement along the north side
of the project. He asked if both the easement and patios could be smaller. The
utility representatives stated they could work with a 15 -foot easement. Mr.
Jorgensen stated they could shorten the patios to 10 feet.
Mr. Bunn further stated out the city would be working on North Street in the near
future.
SHARON LANGLEY - PLANNING
Ms. Langley stated Jim Johnson, 911 Systems, had contacted their office and
requested street names on the private streets.
PRELIMINARY PLAT - SAVANNA ESTATES, PHASE I
MARK FOSTER & BUDDY PEOPLES - S OF SKILLERN, E OF CROSSOVER
The next item was a preliminary plat for Phase I of Savanna Estates presented by
Dave Jorgensen on behalf of Mark Foster and Buddy Peoples, for property located
south of Skillern Road, east of Crossover Road. The property consists of 13.35
acres with 22 proposed lots and is zoned R-1.
In response to a question from Mr. Bunn, Mr. Jorgensen stated the had a plat
showing all of the phases but he had not brought it with him. He explained Phase
I was to the north, Phase II was to the south. He further explained that Lot 1 on
Phase I was where the pond was located. He noted there was property to the west
of Phase I which backed up to all of the rest of the property to the west, containing
approximately 15 acres. He further explained that to the east of the subject

property was another 50 to 60 acres which was recently annexed and would line up
with the south line of Phase II. He explained the proposed access to the entire
project was through Phase I with a street going off to the east that would wind
around, tie back into Skillern, then go in a southerly direction to tie back to the
property to the south.
Mr. Jorgensen also noted the owners had requested the utilities be along the front
of the lots, especially in Phase II.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated he would like to see a layout of the entire project before deciding
what easements would be necessary. He noted they did have a gas line along
Skillern Road.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated they could serve the properties from the front but they would
need crossings on all streets.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson explained the cable company's policy of the contractor paying for the
installation of the cable. He further noted he would also need crossings on all
streets.
FLOYD CANTRELL - OZARK ELECTRIC
Mr. Cantrell stated he would need to see the entire project before requesting
easements. He noted he too would need crossings on all streets.
MICKEY JACKSON - FIRE DEPARTMENT
Mr. Jackson stated they would need one additional hydrant at the street at the south
end of Phase I that went east.
Mr. Bunn also noted they would need an 8 -inch water line.
RANDY ALLEN -STREET DEPARTMENT
Mr. Allen explained the city was working on ADA regulations. He noted he wanted
to be sure there would be handicap access on the sidewalks at street crossings.
JUDY WILLIAMS - SWEPCO
Ms. Williams stated they had a 100 -foot easement on the transmission line crossing
a portion of this property.

LISA COX - PARKS DEPARTMENT
Ms Cox stated the green space fee for Phase I was .55 acres or $4,950 and on Phase
II was .53 acres or $4,725. She stated the meeting would be held on July 6.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin noted the street was longer than 600 feet and would require a waiver.
He further explained the street light at Lot 12, Phase I, should be moved south and
across the street. He also noted the street light located at Lot 13, Phase II, should
be moved north.
DON BUNN - CITY ENGINEER
Mr. Bunn stated Clyde Randall, Drafting Department, had notified him the calls on
the legal description were different than the calls on the annexation. He suggested
Mr. Jorgensen contact Mr. Randall.
Mr. Jorgensen explained if there was a difference it could be because they ran the
legal description for Phase I along the south right-of-way line of Skillern rather than
the center of the road.
Mr. Bunn stated Ms. Little had requested the following: sidewalks be four feet from
the curb rather than being along the curb line; note on the plat that Lot 22 was POA
for the purpose of locating a sign, the cul-de-sac would require a waiver; there be
a tie-in street to future subdivisions; sidewalks on Skillern Road. He also noted
there would need to be an 8 -inch water line.
SHARON LANGLEY - PLANNING DEPARTMENT
Ms. Langley noted Jim Johnson, 911 Systems, wanted a list of the street names. She
also requested notification receipts be turned in to the Planning Department by the
Subdivision Committee meeting.
Mr. Allen asked if the street lighting would be on Skillern also.
Mr. Franklin stated it would be nice to have the street lights but it would have to be
at the request of the property owners along Skillern.
PRELIMINARY PLAT - SAVANNA ESTATES, PHASE II
MARK FOSTER & BUDDY PEOPLES - S OF SKILLERN, E OF CROSSOVER
The next item was a preliminary plat for Phase II of Savanna Estates presented by
Dave Jorgensen on behalf of Mark Foster and Buddy Peoples, for property located
south of Skillern Road, east of Crossover Road. The property consists of 27.48
acres with 21 proposed lots and is zoned R-1.

There was discussion regarding deletion of the 25 -foot utility easement at the south
end of the subdivision.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated he would need a crossing on the cul-de-sac.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated he would need crossings also.
FLOYD CANTRELL - OZARK ELECTRIC
Mr. Cantrell stated that, before they deleted the utility easement to the south, he
would need to check for a way out. He advised that he would need to see the entire
subdivision before he could be certain.
MICKEY JACKSON - FIRE DEPARTMENT
Mr. Jackson stated he would like the hydrant located at the end of the cul-de-sac
moved to between lots 11 and 12.
• RANDY ALLEN - STREET DEPARTMENT
Mr. Allen asked what they would be doing with the drainage.
Mr. Jorgensen stated everything would basically take the same path it was presently
taking. He explained that on Phase I the drainage would go to the south and Phase
II to the north and then go into the creek. He noted the creek eventually emptied
into Mud Creek.
In response to a question from Mr. Allen, Mr. Jorgensen stated it would be
approximately 300 to 400 feet south of the new bridge on Old Wire.
DON BUNN - CITY ENGINEER
Mr. Bunn stated Ms. Little had noted the adjoining property owners were not listed
on the plat. He advised the developer would need to be sure upstream would be able
to handle the run-off from the subdivision. He also stated he wanted the 25 -foot
easement at the south end of the property to remain on the plat at the present time.
He further stated they would need a waiver for the length of the cul-de-sac.
PRELIMINARY PLAT - ASPEN HEIGHTS
MB3 PROPERTIES - S OF MISSION, E OF FOX HUNTERS RD.
The next item was a preliminary plat for Aspen Heights presented by Jeff Staggs,
Melholland Engineering, on behalf of MB3 Properties, for property located south of
Mission Road, east of Fox Hunters Road. The property is located outside the City
Limits, contains 71.20 acres with 29 proposed lots.

Mr. Bunn expressed concern regarding the sewage treatment

Mr. Ferguson noted the easements were fine. He explained should the developer
want cable, it would cost $.90 per foot.
FLOYD CANTRELL - OZARK ELECTRIC
Mr. Cantrell stated they had an existing overhead line in the area. He requested an
a crossing between lots 4 and 27 and a 25 -foot easement along the north line and
down Fox Hunters Road, another one between 15 and 14 going south to get out to
make a loop. He also noted that, if the owner wanted to build at the back of the lots,
it would be at the owner's cost.
MICKEY JACKSON - FIRE DEPARTMENT
He stated the hydrants shown were good, but they needed one between lots 6 and
7 and move the one located between 12 and 13 to between 11 and 12.
DON BUNN - CITY ENGINEER
Mr. Bunn explained the streets would be to county standards. He stated the
drainage would be going through the property owned by Keith Schultz. He stated
he would like to discuss the matter with Mr. Milholland. He further noted that, while
sidewalks were not required, it would be nice if they would install them.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin noted street lights were not required but he would recommend
installation every 300 feet and at the end of the cul-de-sacs. He asked if the street
names had been cleared by the 911 coordinator. He stated he believed there was
already a Buena Vista in Springdale.
Mr. Bunn requested they consider making the 6 -inch line an 8 -inch line instead.

SHARON LANGLEY - PLANNING DEPARTMENT
Ms. Langley noted Jim Johnson, 911 Systems, did not like the name Aspen Heights.
She explained there were numerous items in the area named Aspen.
PRELIMINARY PLAT - SHADY ACRES
BMB PROPERTIES - E OF MISSION, W OF KINGS DR. & N OF LAKESIDE
The next item was a preliminary plat for Shady Acres presented by Jeff Staggs on
behalf of BMB Properties, for property located on the east side of Mission, west of
Kings Drive and north of Lakeside Drive. The property consists of 10 0 acres with
25 proposed lots and is zoned R-1, Low Density Residential.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated the easements shown were fine but he would need a 20 -foot
easement between lots 8 and 9.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated the easements were fine.

Mr. Ferguson also requested a crossing. He stated the easements were fine.
JUDY WILLIAMS - SWEPCO
Ms. Williams agreed the easements were fine. She stated she would also need the
same easement requested by Mr. Evans.
MICKEY JACKSON - FIRE DEPARTMENT
Mr. Jackson stated they needed a hydrant at both intersections of Mission and Shady
Tree and one half way between lots 22 and 23.
Mr. Bunn asked if the name "Shady Tree" had been approved by the 911 Systems
personnel.
Ms Langley stated it had not. She explained Mr. Johnson had called her stating
they could not use that name. She further explained they only had to have two
street names but could have three if they so desired.
Mr. Bunn pointed out the north -south street could be named the same as one of the
east -west streets.
Mr. Jackson asked if there was a water line coming down the east side of Mission.
• Mr. Bunn stated there was a 36 -inch line.

LISA COX - PARKS DEPARTMENT

to discuss this matter would be on July 6.

Mr. Allen stated he did not see any problems with drainage on this project.
SHARON LANGLEY - PLANNING DEPARTMENT
Ms Langley stated Ms. Little had requested a signature block on the plat and
construction of sidewalks along Mission in front of lots 1, 17, 18 and 25. There was
also discussion regarding the two existing houses in the subdivision. It was
determined there was sufficient land allotted to Lot 25 to allow both houses on the
same lot.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin noted he would be getting a lot of phone calls. He pointed out traffic
was already backing up because of the North Street traffic light. He also advised
there was a rock wall but it should not create a sight problem. He requested the
engineer check to be sure there was not a sight problem.
DON BUNN - CITY ENGINEER
Mr. Bunn requested the engineer make sure the sanitary sewer was available to all
lots. He further requested that lots 8 and 9 be serviced more directly. He also
pointed out there would be no parks fee for Lot 25 since it was existing. He
suggested changing the driveway to Shady Tree rather than mission for Lot 25. He
noted the city could not require the change but would suggest it.
There was also discussion regarding the island in front of Lot 1. Mr. Franklin noted
they could put in a cul-de-sac so the access would be back away from the
intersection.
Mr. Jackson stated he did not want a cul-de-sac.
Mr. Bunn agreed the island did appear to be a problem. He further noted that, on
lots 17, 18 and 1, the driveway should come off the interior street, not Mission. He
also explained he had not looked at the right-of-way along Mission but could require
dedication of additional street right-of-way if called for by the Master Street Plan.
He also noted the city would not require any improvements along Mission other than
sidewalks
Mr. Allen also noted the sidewalk crossings should be made handicap accessible.

FINAL PLAT - PROVIDENCE PLACE ADDITION
GERALD McARTOR - NW CORNER OF SALEM RD W & SALEM RD. N
The next item was a final plat for Providence Place Addition presented by Al Harris,
Northwest Engineers, Inc. , on behalf of Gerald McArtor for property located at the
northwest corner of Salem Road West and Salem Road North. The property consists
of approximately 8 acres with 5 lots proposed and is located outside the city limits.
The utility representatives stated the easements shown were fine.
MICKEY JACKSON - FIRE DEPARTMENT
Mr. Jackson encouraged the engineer to install hydrants.
FINAL PLAT - BUTTERFIELD MEADOWS ADDITION
BMP DEVELOPMENT - E OF OLD MISSOURI, N OF ERROL
The next item was a final plat for Butterfield Meadows Addition presented by Al
Harris, Northwest Engineers, on behalf of BMP Development for property located on
the east side of Old Missouri Road, north of Errol. The property consist of 17.08
acres with 32 lots proposed. The property is zoned R-1, Low Density Residential.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated the easements shown were fine. He requested a 4 -inch crossing
between lots 11 and 12 to lots 27 and 28.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham requested the same crossing.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson also requested the same crossing.
SHARON LANGLEY - PLANNING DEPARTMENT
Ms. Langley relayed Ms. Little's request to make this area a pilot project for a bike
trail. She suggested Mr. Harris contact Ms. Little. She also noted Jim Johnson had
requested five street names.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin reminded the engineer to use caution regarding sight distance if there
were to be any plantings, signs, etc at the entrance.

DON BUNN - CITY ENGINEER
Mr. Bunn explained they would need a contract for all uncompleted improvements.
He stated the would like a calculation of costs on unfinished improvements and
verification of the value of the lots.
Mr. Jackson suggested the entrance street be named "X Street" and the remaining
streets be called "X Circle". He explained it would be easier than trying to
remember five one -block long streets.
LARGE SCALE DEVELOPMENT - SIMPLEX MOTEL
SIMPLEX MOTEL GROUP - S OF SIXTH, W OF SHILOH
The last item was a large scale development for a Simplex Motel presented by Kurt
Jones, Crafton, Tull & Associates, Inc. , on behalf of the Simplex Motel Group, for
property located south of West Sixth Street and west of Shiloh. The property
contains 2.35 acres and is zoned C-2, Thoroughfare Commercial.
Mr. Bunn asked if they planned on improvement the street on the west side going
into the trailer park.
Mr. Jones stated he was not sure.
Mr. Bunn asked if there were any plans regarding the northern portion of the
property.
Mr. Jones stated they were not planning on doing anything at the present time with
the northern portion.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated he had a 2 -inch line that fed the trailers. He requested to be
notified when they removed the trailers.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated there was an underground cable serving the trailer park. He
requested a 30 foot easement along the east side of the property. He also requested
notification when the trailers were removed. He noted the cost of relocation of the
cable would be at the developer's cost.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated there was a line going into the mobile home park. He stated the
line was along the driveway on the east side.

JUDY WILLIAMS - SWEPCO
Ms. Williams stated they had a single phase line to the trailer park that would need
to be relocated. She further stated she assumed the motel would want three-phase
service and they would come in from the east.
MICKEY JACKSON - FIRE DEPARTMENT
In response to a question from Mr. Jackson, Mr. Jones stated he believed this would
be a two-story building, containing 85 units.
Mr. Jackson noted it might require sprinklers and he would do further checking.
He also requested a fire hydrant on each end of the building on the east side.
Mr. Franklin noted there would be a great deal of traffic cut through the parking lot
in order to access the traffic light on Shiloh.
RANDY ALLEN - STREET DEPARTMENT
Mr. Allen requested they turn the dumpster to face the west for easier access.
Mr. Jones stated the drive from the south would remain open which would allow for
access to the dumpster.
Mr. Allen stated that was still not a good setup.
DON BUNN - CITY ENGINEER
Mr. Bunn then listed Ms. Little's comments, as follows: a state permit would be
require for the driveway onto Shiloh; only one free-standing sign is allowed; and
screening required between the motel and mobile home park.
Mr. Jones noted they would be putting up a fence except across the road, which
would remain open.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin suggesting lining the exit from the motel up with the on-ramp to the
bypass if they were close.
DON BUNN - CITY ENGINEER
Mr. Bunn stated a sewer line would have to be relocated on the north end. He
requested plans for water, sewer and drainage. He further stated he was not sure
what type of requirements, if any, the city had regarding the driveway since it was
a private drive.
Mr. Jones stated the Planning Commission minutes reflected they had wanted a drive
