MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 21,
1992 in Room 111 of the City Administration Building, 113 West Mountain Street,
Fayetteville, Arkansas

BILLY BROWN ESTATE - N OF 6TH, S OF OLD FARMINGTON RD.
The first item on the agenda was a review of three lot splits approved by the
Planning Commission for property located north of Sixth Street, south of Old
Farmington Road.

Mr. Bunn explained that, while the plat review committee did not normally review lot
splits, he believed the representatives needed to review this tract.
• The utility company representatives stated there were no problems with the
property, that lines were available.

FINAL PLAT - CROSSOVER HEIGHTS
BILL & DICK KEATING - E OF CROSSOVER, S OF MISSION
The next item was a final plat for Crossover Heights (formerly Keating Subdivision)
located on the east side of Crossover, south of Mission Boulevard, presented by
Dave Jorgensen on behalf of Bill and Dick Keating. The property contains 12.07
acres with 44 proposed lots and is zoned R-2, Medium Density Residential.
L. 0. FERGUSON - WARNER CABLE
Mr. Ferguson reminded Mr. Jorgensen of the cable company's policy regarding
installation of cable prior to construction of the structures . He stated he would need
2 -inch crossings on Pointer Lane and another at the end of Hunter's Ridge.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans asked if Hunter's Ridge would be a dead end or have a cul-de-sac.
Mr. Jorgensen stated it would probably be a dead end because the next phase would
be occurring soon.
Mr. Evans noted that as long as it would be a dead end, they would go around the
end. He noted they had asked for a 10 foot off-site easement on the north side so
there would be a full 20 feet.

In response to a question from Mr. Bunn, Mr. Jorgensen stated he believed the next
phase would start sometime this summer.
Mr. Bunn explained they would need to dedicate the off-site easement by separate
instrument.
Mr. Evans stated he would need a 4 -inch casing under Pointer Lane.
JUDY WILLIAMS - SWEPCO
Ms. Williams stated she would need a 15 foot easement between lots 36 and 37 and lots
9 and 10 and another one between lots 33 and 34. She asked if the 15 foot drainage
easement between 13 and 14 was also a utility easement.
Mr. Jorgensen stated it could be combined and be both a drainage and utility
easement.
Ms Williams noted she would need the a crossing between 9 and 10 across to 36 and
37

• Mr. Allen asked which direction the drainage would go along lots 11, 12, 13 and 14.
He asked if it would be running back to the south.
Mr. Jorgensen explained they would be picking up a ditch which originated from the
southeast direction. He stated the water would be picked up between lots 13 and 14,
then go along the lot line to the street and then due west along Setter Street,
crossing somewhere in front of lot 37 and then go down the lot line between 37 and
38. He explained there was a drainage pipe at the back of lots 38 and 39 which
opened into a ditch which went in the natural drainage path to the northwest.
Mr. Allen asked how they were handling the drainage coming off of Cherokee and
Pawnee Court.

Mr. Jorgensen stated there was not very much water drainage from Sequoyah Woods.
He explained there was a high point approximately 150 to 200 feet which directed the
water to an easterly direction. He explained the amount of water they would be
picking up was not very much. He further explained they had originally planned to
pick up the water at the back lot lines of 23 and 24 and go down a swale along the
east side of the lots.
Mr. Allen noted there was a drainage tile coming out off of Pawnee Court which would
empty onto the subject property. He stated that water connected with water coming
off of Cherokee and then flowed in a northwestern direction.
Mr. Jorgensen stated he believed phase II would pick that area up. He expressed
his belief that easement came in to the north.

Mr. Allen stated he believed it would run in to the property around the vicinity of
lot 19. He stated there was a head wall and a 15 inch tile which emptied out. He
pointed out that easement had filled in over a period of years but the water was
trying to run in a northerly direction.
Mr. Jorgensen agreed he needed to determine the location of the tile. He stated he
would be in contact with Mr. Allen.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin stated when curbs and gutters were complete, they needed to contact
his office for street signs and stop signs.
DON BUNN - CITY ENGINEER
Mr. Bunn noted they would need a contract for those uncompleted improvements.
He also noted the installation of the streetlights would need to specifically be listed
in the contract.
FINAL PLAT - NORTHWEST ACRES ESTATES
JAMES MOORE - N OF WEDINGTON, OFF CARLESBAD TRACT
The next item was a final plat for Northwest Acres Estates (Phase II) presented by
Dave Jorgensen on behalf of James Moore for property located north of Wedington
Road., off of Carlesbad Tract. The property contains 4.72 acres with 16 proposed
lots and is zoned R-2, Medium Density Residential.
FLOYD CANTRELL - OZARK ELECTRIC
Mr. Cantrell stated the easements were fine.
DALE CHEATHAM - SOUTHWESTERN BELL
Mr. Cheatham agreed the easements were fine.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated the easements shown were fine.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans agreed with the other utility representatives.
RANDY ALLEN -STREET DEPARTMENT
Mr. Allen asked if the temporary cul-de-sac would be installed in the near future.
Mr. Jorgensen stated it would. He explained it would have to be installed soon due
to trash pick up. He explained they would have to depress the curb and put in a
temporary cul-de-sac. He stated then, when the street was extended, they would

have,to build up the curb. He further noted they might put the temporary cul-de-
sac on the north end so the curb would not have to be repaired. He stated they
would dedicate a permanent easement in case the area to the north did not develop.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin stated they would sign the streets when they were ready.
DON BUNN - CITY ENGINEER
Mr. Bunn stated the same comments applied to this subdivision as the previous one.
He also noted he wanted something that tied down the temporary cul-de-sac as to
when it would be constructed, what it would be constructed out of, etc. He asked
if the developer owned the property to the north.
Mr. Jorgensen explained the property line was almost the east right-of-way line.
He stated they did have the legal right to put in a temporary turnaround but it would
be off -set somewhat.
Mr. Franklin stated he had just noticed there was no streetlight at the end of Renee
Court. He explained that, even though it was very short, he believed there should
be a streetlight.
• Mr. Cantrell stated he would need a 15 foot easement between lots 3 and 4 for the
streetlight.
LARGE SCALE DEVELOPMENT - BAYLEY TOWNHOUSES
THOMAS BAYLEY - NORTHWEST CORNER OF MELMAR DR. & LEVERETT
The following item was a large scale development for the Bayley Townhouses located
at tha northwest corner of Melmar Drive and Leverett Avenue, presented by Kirby
Estes on behalf of Thomas Bayley. The property is zoned R-3, Maximum Density
Residential. The property contains 16 buildings with a total of 51 units being
proposed.
DALE CHEATHAM - SOUTHWESTERN BELL
Mr. Cheatham stated he would need a four inch crossing on the east side at the
entrance from Leverett between buildings K and M to L and another between
buildings E and F to R and one from building P to building S.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated he would need the same crossings as requested by Southwestern
Bell Telephone.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans noted that, if they were going to use gas, he would need to review the
plat and get in touch with Mr. Estes. He stated he would need a crossing between

buildings E and F with a 20 foot easement and another one from buildings M and N to
building L. He suggested the building setback be made a utility easement also.
JUDY WILLIAMS - SWEPCO
Ms. Williams stated they would need a 50 foot easement on the east side and a 20 foot
easement on the west side. There was discussion regarding the owner to the west
dedicating an easement.
Mr. Bunn explained if they were unable to get the owner to the west to dedicate the
easement, all 20 feet would have to come from this development.
RANDY ALLEN -STREET DEPARTMENT
Mr. Allen noted he was also speaking for the Sanitation Department. He stated the
sanitation truck might have a problem getting to the dumpster on the west side. He
recommended angling the dumpster similar to the dumpster adjacent to the manager's
apartment. He recommended installing concrete pads in front of the dumpster.
Mr. Bunn noted the City now required the concrete pads in front of the dumpsters.
He recommended Mr. Estes contact Greg Fields, Sanitation Superintendent. He also
noted the streets needed to be designed for the trash trucks. He stated that at one
time they required a written request from the apartment owner for trash pickup,
relieving the City from responsibility for damage to the streets. He stated he would
talk to Kevin Crosson regarding making that a requirement.
LISA COX - PARKS DEPARTMENT
Ms. Cox stated the greenspace fees would be one acre of land or $9,000 in lieu of the
land. She noted the Parks Board would meet on this matter on June 1.
Mr. Bunn stated Jim Johnson, 911 Coordinator, had wanted to issue a separate
address for each unit. He explained that would require naming the private street.
He recommended Mr. Estes contact Mr. Johnson.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr Franklin asked the heights of the walls at ingress/egress.
Mr. Estates stated he believed they would be four feet. He explained the developer
wanted the walls to sweep up and have a sign on them.
Mr. Franklin noted normally they did not allow anything higher than 30 inches within
25 feet of ingress/egress but he did not believe this would cause a sight problem.
Mr. Franklin also stated the Fire Chief had required the adjoining apartment complex
to install an asphalt drive behind the apartments.
Mr. Bunn stated Mr. Jackson had reviewed the plat and did not mention a drive.

DON BUNN - CITY ENGINEER
Mr. Bunn stated Mickey Jackson, Fire Chief, had commented regarding the
requirement of a fire hydrant at the west entrance off of Melmar and two hydrants
back in the development -- one south of Building E and one at the southwest corner
of Building G.
Mr. Bunn also stated he would need a grading plan for the development and a
drainage plan. He noted all of the easements would have to be dedicated on a
separate instrument and should include all public utilities and the cable company.
He stated final approval would be contingent upon approval of water and sewer and
the drainage plan. He further stated any water or sewer lines coming into the
project would be public lines and would require a 15 foot easement. He stated that
would also require a separate instrument. He further stated they would have to get
the easement on the west side resolved as soon as possible.
LARGE SCALE DEVELOPMENT - THE WILLIAMS CENTER
JIM MEINECKE - E OF CROSSOVER, S OF OLD WIRE
The next item was a large scale development for the Williams Center located on the
east side of Crossover Road, south of Old Wire Road, presented by Jim Meinecke.
The property contains 1 acre and is zoned R -O, Residential Office.
FLOYD CANTRELL - OZARK ELECTRIC
Mr. Cantrell stated a 30 foot existing easement running northwest across the subject
tract needed to be shown on the plat. He stated there would be no problem serving
the property.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham stated the 10 foot building setback on the south side needed to be a
utility easement also.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated they were on the Ozark pole and could provide service.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated they had existing service on the property.
RANDY ALLEN - STREET DEPARTMENT
Mr. Allen had no comment.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin had no comment.

DON BUNN - CITY ENGINEER
Mr. Bunn stated they would need a grading plan. He asked if the property went
back to the sewer lines.
Mr. Meinecke stated he was several hundred yards from the sewer line. He stated
he did not see any way he could extend sewer to the site and planned on using a
septic system.
Mr. Bunn explained it was a city ordinance that in order to have a septic tank the
property had to be at least one and one-half acres. He further explained Mr.
Meinecke would either have to get sewer or purchase at least another half -acre. He
also noted the City would
still have to consider whether they would approve a septic tank with sewer readily
accessible. He explained he would either have to purchase an easement to run the
sewer line or bore under the highway. He encouraged Mr. Meinecke to look closely
at sanitary sewer service rather than purchasing another half acre.
LARGE SCALE DEVELOPMENT - BRADFORD PLACE APARTMENTS
LINDSEY FAMILY TRUST - E OF GARLAND, N OF MELMAR DR.
The final item was a large scale development for Bradford Place Apartments,
presented by Tom Hopper on behalf of the Lindsey Family Trust, located on the east
side of Garland, north of Melmar Drive. The property is zoned R-2, Medium Density
Residential.
Mr. Bunn stated Mickey Jackson had some comments regarding the fire hydrant
locations. He had recommended placement of a fire hydrant just southeast of Unit
F.
Mr. Bunn left the meeting.
FLOYD CANTRELL - OZARK ELECTRIC
Mr. Cantrell stated he would need the 25 foot setback to be a utility easement.
Mr. Hopper stated he had planned on a 25 foot easement all the way around the
outside of the project.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
Mr. Cheatham asked for a 4 inch crossing from the north entrance.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson stated he would also need a crossing under the entrance.

Mr Evans pointed out the easements he would need.

RANDY ALLEN - STREET DEPARTMENT
Mr. Allen stated he believed the sanitation trucks would have problems with the twin
screened dumpster pad. He stated the Sanitation Department preferred the
dumpster in the corner section.
Mr. Franklin stated that would cause a sight problem. He recommended angling the
dumpster.
Mr. Hopper agreed they could place the dumpster at an angle.
Mr. Allen pointed out other locations for the dumpsters.
PERRY FRANKLIN - TRAFFIC DEPARTMENT
Mr. Franklin expressed his opinion there would be a problem with only one
ingress/egress for the complex.
Mr. Hopper stated the two developments would not be tied together.
Mr. Franklin suggested an entrance next to Unit H.
Mr. Hopper stated there was an existing alley and asked if that would suffice.
Ms. Langley suggested discussing the matter at Subdivision Committee meeting.
SHARON LANGLEY - PLANNING DEPARTMENT
Ms. Langley explained that Ms. Cox of the Parks Department had to leave but had
left the information that the greenspace fee would be 1.92 acres of land or $17,280
in lieu of land.
The meeting was adjourned at 10:30 A.M.
