HomeMy WebLinkAbout1992-05-07 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 7, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Dale Cheatham, Rick Evans, L. O. Ferguson, and Floyd Cantrell Don Bunn, Alett Little, Perry Franklin, Mickey Jackson, and Sharon Langley OTHERS PRESENT: Jim Blackston, Rick Simmons, Kim Fugitt, and Al Harris CONCURRENT PLAT - JIM BLACKSTON SUBDIVISION JIM BLACKSTON - S OF WYMAN RD., E OF FOX HUNTER RD. The first item on the agenda was a request for approval of a concurrent plat for Jim Blackston Subdivision, presented by Jim Blackston, for property located south of Wyman Road, east of Fox Hunter Road. The property located outside the City Limits and contains 5.02 acres with 3 lots proposed. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated he had no comments on this plat. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham noted he would need the 25 foot setback at the northeast corner to also be a utility easement. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they did not have service in the subject area. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated her office had received a letter from the Washington County Public Health Department pointing out that lot B had less than an acre. She further stated it was a city requirement that the minimum lot size without sewer service had to be an acreAW 'a . Mr. Bunn and Ms. Little stated they would discuss the matter with Mr. Blackston. VIS • • • Plat Review May 7, 1992 Page 2 SHARON LANGLEY - PLANNING DEPARTMENT Ms. Langley noted Bert Rakes, Right -of -Way Agent, had requested a 50 foot sewer line easement be shown on the east side of the subdivision. Mr. Blackston stated he had talked with Mr. Rakes and would show the easement. LARGE SCALE DEVELOPMENT - ADDITION TO GARLAND GARDENS LINDSEY CONSTRUCTION - GARLAND AVENUE The next item to be reviewed was a large scale development for an addition to Garland Gardens Apartments, presented by Kim Fugitt and Rick Simmons on behalf of Lindsey Construction. The property is located on Garland Avenue and consists of 5 acres with 60 proposed units. PERRY FRANKLIN - TRAFFIC DIVISION In response to a question from Mr. Bunn, Mr. Franklin explained Melmar Street had been stubbed because it was not a city street. He further explained they had a problem with people using the private drive from Garland to Melmar street had been stubbed. He recommended the street not be reopened since it was a private street and the city did not want to maintain it. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated they would need to have the street open in order to have access for fire equipment. He explained the fire department needed access from more than one direction since this was a multi -story, multi -family structure. He also requested an alleyway or drive behind the buildings on the east side. Ms. Little stated Jim Johnson had notified the Planning office that the drive could not access Melmar since Melmar was a private drive. Mr. Fugitt pointed out there would be the same problems they had earlier if the road were reopened. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell asked about the definite location of the utility easement on the west side of the proposed buildings. Mr. Fugitt stated it would be 354 feet from the Northeast corner and then another 25 feet. tip • • Plat Review May 7, 1992 Page 3 Mr. Cantrell stated that would be okay. He noted that on the east side they would need at least a 15 -foot utility easement. Mr. Fugitt stated there was a 10 foot utility easement on the subject property and another 10 foot on the adjoining property, making a 20 foot easement. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatham noted the easements would be fine. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they needed to show the easements on the plat, including the off-site easement. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated there was an existing two-inch line along the private drive but it dropped south. He requested that the easement be extended across the entire south side of the subject property. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated he had determined a way to acquire access to the subject buildings without opening the private drive. He explained that, if they put a paved drive at the back of the buildings, he could access them from Melmar. Mr. Jackson also noted they would need two fire hydrants -- one at the existing drive to buildings 1 and 2 and the other at the west side of buildings 3, 4 and 5. Mr. Bunn suggested Mr. Jackson talk with Mr. Fugitt regarding location of the driveway for access to the back of the buildings. Mr. Jackson explained they would need a driveway (minimum 12 feet) at the back of the buildings with access from Melmar for emergency vehicles. Mr. Bunn noted the driveway would not have to be concrete but did need to be a hard surface. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little explained that Greg Fields was Sanitation Coordinator and she believed they should contact him regarding location of the dumpster. She pointed out the Fire Chief had requested a fire hydrant at the location they proposed for the dumpster. She also noted the number of parking spaces they proposed were fine. • • Plat Review May 7, 1992 Page 4 PERRY FRANKLIN - TRAFFIC DIVISION In response to a question from Mr. Franklin, Mr. Fugitt explained all of the apartments within Garland Gardens would be owned by the same property owner but that person did not own the property to the south. Mr. Franklin suggested contacting the property owner to the south and develop that area as a greenspace. He pointed out that area could never be used for anything. DON BUNN - CITY ENGINEER Mr. Bunn explained all of the easements would need to be dedicated by separate instrument. He noted the cable would need to be mentioned separately. He also requested they include the sewer line from Garland St. back to the east be shown on the plat. He noted they needed a 15 foot easement in that area they planned to use to run water and sewer lines. SHARON LANGLEY - PLANNING DEPARTMENT Ms. Langley explained Connie Edmonston from the Parks Department had contacted their office. She further explained the Parks Board would have their meeting on this property on May 18 to determine whether they wanted parks fees or land. She noted that, since the property was landlocked, they would probably approve parks fees in the amount of $10,800. She also stated that, if they determined they would rather have land, it would be 1.2 acres. She explained these estimates were based on 60 units. PRELIMINARY PLAT - PROVIDENCE PLACE ADDITION JERRY McARTOR - NW CORNER OF SALEM RD. W & SALEM RD. N The final item for review was a preliminary plat for Providence Place Addition submitted by Al Harris, Northwest Engineers, on behalf of Jerry McArtor for property located at the northwest corner of Salem Road West and Salem Road North. The property consists of 8.01 acres with 8 proposed lots and is located outside the City Limits. DON BUNN - CITY ENGINEER Mr. Bunn explained before they reviewed the plat he wanted to make Mr. Harris aware that, since there was not sewer service available, the lots needed to be a minimum of 1 1/2 acres. He asked if Mr. Harris wanted to re -draw the lot lines or contact the owner. • Mr. Harris stated they would re -draw the lot lines. He explained that originally the owner had larger lots. IV1 Plat Review May 7, 1992 Page 5 Mr. Franklin noted the maximum number of lots would be 5. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated everything appeared to be okay. DALE CHEATHAM - SOUTHWESTERN BELL Mr. Cheatham agreed with Mr. Cantrell that the easements were fine. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they had an existing cable along the east side of the property. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they also had an existing line on the east side of Salem. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson recommended installation of two fire hydrants -- one at the south end on the corner and the other approximately B00 feet away. DON BUNN - CITY ENGINEER Mr. Bunn explained they were not required to put the fire hydrants in but did encourage they do so. He also stated that they would accept whatever improvements requested by the County on Salem Road. In response to a question from Mr. Bunn, Mr. Harris stated they were allowing for 30 feet of right-of-way and a 30 foot utility easement on Salem The meeting adjourned at 9:30 a.m.
