HomeMy WebLinkAbout1992-04-09 Minutes• A meeting Thursday, Building, MINUTES OF A PLAT REVIEW MEETING of the Fayetteville Plat Review Committee was held on April 9, 1992 in Room 111 of the City Administration 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Dale Cheatum, Tommy Atha, Rick Evans, L. O. Ferguson, and Larry Winkler Don Bunn, Alett Little, Don Cochran, Connie Edmonston, Mickey Jackson, Don Cochran, and Sharon Langley Harry Gray and Mel Milholland LARGE SCALE DEVELOPMENT - BURT HANNA HARRY GRAY - S OF 15TH ST. AND W OF ARMSTRONG The first item on the agenda was a request for scale development for warehouses, owned by located south of 15th Street (Highway 16) and presented by Harry Gray. The property consists zoned I-1. approval of a large Burt Hanna, to be west of Armstrong, of 8.8 acres and is Mr. Gray explained Mr. Hanna planned a warehouse development; building warehouses and then leasing them. He also noted they were designing the complex so that at some future date it could be subdivided. DALE CHEATUM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatum stated he would need 4 -inch conduit under the driveway. In response to a question, Mr. Gray explained the parking would be built to suit the tenant. He further explained the parking shown on the plat was the maximum amount of parking that could be provided. LARRY WINKLER - SWEPCO Mr. Winkler noted Mr. Hanna usually provided three-phase to his warehouses. Mr. Gray stated he believed Mr. Hanna would also want three-phase for this project. Mr. Winkler noted there was a large circuit on the south side of 15th Street. He explained they would like to build overhead down either the east or west side of the property. He stated he believed for visibility purposes Mr. Hanna would prefer the west side. He asked that the 25 -foot setback also be a utility l8L • • • Plat Review April 9, 1992 Page 2 easement. He also requested they have some load information before extending three-phase. He explained the services to the buildings could be underground but the main line would remain overhead. He also noted they would attempt to place their poles on the future property lines in case the property was subdivided in the future. Mr. Winkler stated they could work something out as far as street lighting should the street become a public street. He pointed out there was a 160,000 watt line along Highway 16 which might require a 50 foot easement. He stated he would check the size of the easement and get back with Mr. Gray. Mr. Gray noted a larger easement would not be a problem since the building was set back over 60 feet. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they also needed an easement down the west side of the property and another one along the front of the property. He stated he would need a 4 -inch conduit under the driveway. L. O. FERGUSON - WARNER CABLE Mr. Ferguson noted that, since this was a commercial development, they probably would not want cable services. He pointed out there was a cable line along the north side of the highway. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated a sidewalk was required on 15th Street. She further stated that, since the zoning was I-1, the setback on the west side (adjoining a residential area) would be 50 feet unless they wanted to provide screening. She also requested the zoning be listed on the plat. DON COCHRAN - PUBLIC WORKS DEPT. Mr. Cochran explained that if they were planning to tapping into the large line, they would have to build a manhole and do a main extension. Mr. Gray stated they had been planning on doing a main extension. He further noted there was an existing 8 -inch water line on the north side of 15th Street which they planned on bringing to the property. He explained they wanted to have adequate water and sewer if they should decide to subdivide. Plat Review April 9, 1992 Page 3 DON BUNN - CITY ENGINEER Mr. Bunn noted that, should the property be subdivided, the 24 -foot drive would have to be upgraded. SHARON LANGLEY - PLANNING DIVISION Ms. Langley stated that Jim Johnson, Property Location Analysist, had called to report the private drive might have to have a street name. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson explained that the property would not have to be sprinklered unless the warehouses were used to store hazardous material. He stated they would need one fire hydrant. He recommended they place the hydrant at the north end of the first grassy area. Mr. Gray explained they might have to modify the corner of the drive. He further explained the Highway Department had to approve the entrance. • PRELIMINARY PLAT - QUAIL CREEK SUBDIVISION, PHASE II MEL MILHOLLAND - S OF APPLEBY, E OF GREGG The last item to be reviewed was a request by Mel Milholland on behalf of Wade and Peggy Bishop for approval of the preliminary plat of Phase II of Quail Creek Subdivision, located south of Appleby and east of Gregg. The property is zoned R-1.5, Medium Density Residential. Mr. Milholland explained this was a resubmittal of Phase II and the only major difference that the original Phase II was now Phase II and Phase III. He noted the lot sizes were the same, the street locations were the same, water and sewer lines were the same, etc. He also noted some of the street names had been changed. Ms. Little stated her department had received a comment on the street names from Jim Johnson. She recommended Mr. Milholland review the names with Mr. Johnson. Mr. Milholland reminded the committee that originally there was an agreement between the developers and the City that the developers would totally construct Appleby Road and not participate in the construction of Drake Street. 11? • Plat Review April 9, 1992 Page 4 LARRY WINKLER - SWEPCO Mr. Winkler stated that at the southeast corner there was an overhead line that went underground. He explained he would need a side lot easement between lots 36 and 37, a street crossing across Quail Creek Drive, and side lot easements between lots 44 and 45. He further explained that, if he was the only utility using the easement he would need 15 feet but that if other utilities were going to use the same easement, it would need to be wider. He further noted that on the dividing line between Phase I and Phase II there did not appear to be an easement. Mr. Milholland agreed there should be an easement at that location. He noted there was a 20 -foot easement on Phase I. He suggested a 10 -foot easement on Phase II. Mr. Winkler agreed. It was determined there would also be a 10 foot easement either between lots 30 and 31 or between lots 29 and 30. He also requested a crossing at the cul-de-sac at Clymer from lot 18 to the dividing line between lots 24 and 25. He also noted that at the west end of lot 24, which was a flood plain, there was a separate utility easement shown but he would like it moved uphill. •Mr. Milholland suggested moving it adjacent to the sanitary sewer. He stated he would change the easement to a 25 -foot easement and run the easement north from lot 25 across lot 24. Mr. Winkler agreed. He also noted he would need another street crossing across Clymer Drive between lots 13 and 14, 30 and 31. He stated the 15 -foot easement on those lots would need to be upsized. Mr. Milholland asked if it would be possible to come between lots 14 and 15 to lots 28 and 29 instead. Mr. Winkler said that would be agreeable. He also covered all other street crossings he would need. He further stated they would put the street lights in as shown. L. O. FERGUSON - WARNER CABLE Mr. Ferguson explained the cable company would not provide service until the houses were built. He further explained that, if the developer desired to have the cable installed with the other utility companies, it would cost 90 cents a foot to lay the cable. He noted he would need a crossing on William James between lots 8 and 9 across to lots 41 and 42. He stated the other easements requested by SWEPCO were adequate for him. • • Plat Review April 9, 1992 Page 5 TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha explained they would extend an existing line down the easement on the east. He stated from Lot 16 of Phase I there was a 20 -foot utility easement which would need to be extended through lots 19 and 20 of Phase II. He further stated he would need a crossing for 4 -inch conduit between lots 1 and 18 in Block 3 to lots 20 and 21. It was determined the easement could run between lots 20 and 21 instead of 19 and 20. Mr. Atha noted he also would need a crossing across William James between lots 8 and 9 to 41 and 42. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements requested by the other utility companies were fine. He further stated he would also need a crossing for Ripple Creek Drive between lots 1 and 18 to 20 and 21 and also one on William James and one on the south end of Quail Creek Drive. • MICKEY JACKSON - FIRE DEPARTMENT • Mr. Jackson discussed the location of the fire hydrant. It was determined the one shown at Ripple Creek and Clymer would be sufficient. CONNIE EDMONSTON - PARKS DEPARTMENT Ms. Edmonston explained that, when the preliminary plat for the entire subdivision was presented in 1985, the Parks Board had requested land in lieu of money. She further explained the Board of Directors had denied their request because they did not want the City to put in the bridge at Gregg Street. She informed Mr. Milholland the Park Board would be having a facilities meeting at the site on Monday at 5:30 p.m. to discuss whether they wanted land or money. She requested either the developer or the engineer meet with them. In response to a question from Ms. Edmonston, Mr. Milholland explained that Jim Lindsey owned the property on the other side of the creek. Mr. Milholland explained the developer was not planning on constructing houses on the lots but just develop the lots. He further explained he did not know whether future purchasers would construct one -family dwellings or duplexes. He stated at one time Plat Review April 9, 1992 Page 6 the developer had discussed constructing duplexes on some of the larger lots. Ms. Little pointed out the ordinances required a developer to indicate the proposed use of the land upon filing a subdivision plat. Mr. Milholland stated they could not enforce that because often a developer would sell the property before construction and the developer would not know what would be built. He further stated that as long as they met the requirements of zoning and got a building permit, they could construct anything. Mr. Milholland stated they would need to change the zoning if they were going to put stipulations on a subdivision. Mr. Bunn explained it would make a difference to the utility companies if they were constructing duplexes as opposed to single family homes. Ms. Edmonston stated if there were to be 62 single family homes the land requirement would be 1.6 acres. She explained that they would need to know whether the property had single family homes or duplexes in order to figure greenspace fees. She noted that if all lots were single family homes the greenspace fees would be $13,950.00. DON COCHRAN - PUBLIC WORKS Mr. Cochran pointed out that the sewer line was on an easement that went between the lots. He stated they might have a problem when the fences were constructed. DON BUNN - CITY ENGINEER Mr. Bunn stated he had no comments. ALETT LITTLE - PLANNING Ms. Little stated the Master Sidewalk Plan required sidewalks on both sides of Drake Street. She further stated she did not know if that had been discussed in the other agreement on Phase I. Mr. Bunn requested that the water and sewer easements be resubmitted to him. He noted the sewer line would need to be 8 inches. The meeting was adjourned at 10:50 a.m.
