HomeMy WebLinkAbout1992-03-26 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, March 26, 1992 in Room 326 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: Floyd Cantrell, Dale Cheatum, Rick Evans, L. O. Ferguson, and Larry Winkler CITY REPRESENTATIVES: Don Bunn, Perry Franklin and Sharon Langley OTHERS PRESENT: Harry Gray and Mel Milholland FINAL PLAT - WOODFIELD ADDITION, PHASE II HARRY GRAY - E OF SALEM RD., N OF WEDINGTON DR. The first item on the agenda was a request for approval of a final plat for Woodfield Addition, Phase II, located east of Salem Road and north of Wedington. The property consists of 7.84 acres divided into 39 lots. The property is zoned R-1.5. Harry Gray appeared to represent BMT Development. Mr. Gray explained Phase I was almost sold out so the developer was ready to start Phase II and believed within 60 days they would present Phase III. SHARON LANGLEY - PLANNING DIVISION Ms. Langley noted this subdivision had received special permission to have rolled curbs. She also noted that the developer was to set the sidewalks back from the curb five feet with landscaping in the green space between the sidewalk and curb. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated he needed additional easements and showed the locations to Mr. Gray on the plat. He noted the street lights would be moved to between lots 83 and 84 instead of 85 and 86. He explained he would need six-inch conduit between lots 3 and 74 and a four -inch between lots 62 and 72, lots 55 and 56, and lots 83 and 84 DALE CHEATUM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatum noted he also needed a four -inch crossing between lots 73 and 74 across the street. Mr. Gray noted the street would not be built at the present time, there was just right-of-way for future development. \%Z Plat Review March 26, 1992 Page 2 Mr. Cheatum stated he would need a four -inch between lots 71 and 72 to lots 61 and 62 and one between 75 and 76. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements on the plat were fine. LARRY WINKLER - SWEPCO Mr. Winkler explained they serviced five lots in the subdivision. He stated the easements shown were fine. He noted in the original agreement SWEPCO served lot 85 so they could serve the street light if so desired. L. O. FERGUSON - WARNER CABLE Mr. Ferguson explained the developer had chosen not to provide cable service in the first phase so they did not have anything in the area. DON BUNN - CITY ENGINEER Mr. Bunn stated the city would need a contract from the developer for completion of public improvements prior to filing the final plat. FINAL PLAT - HOUSTON MEADOWS HARRY GRAY - E OF PORTER, S OF DEANE ST. The next item to be reviewed was a request for approval of the final plat of Houston Meadows Addition located east of Porter and south of Deane Street, presented by Harry Gray on behalf of Gordon Houston. The property contains 5.27 acres with 34 lots and is zoned R-2, Medium Density Residential. Mr. Gray noted this was to be a townhouse development and the preliminary plat had been approved in October, 1991. DALE CHEATUM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatum stated he had not had an opportunity to review the plat. Mr. Bunn recommended he get with Mr. Gray after reviewing the plat. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine but he noted there was a 40 -foot drainage easement behind lots 1, 2, 3 and 4. He VS3 Plat Review March 26, 1992 Page 3 stated he would need a 20 -foot utility easement in addition to the drainage easement. L. O. FERGUSON - WARNER CABLE In response to a question from Mr. Ferguson, Mr. Gray explained the houses could be connected. He stated the plans were for one dwelling on each lot. He noted they might go two-story and put two units on the lot. Mr. Ferguson stated the easements were fine. He further stated they would be putting the cable in since it was apartments. LARRY WINKLER - SWEPCO Mr. Winkler stated he would like to know beforehand which buildings would be connected. He explained when buildings were connected there could be only one point of service. He also expressed concern regarding the drainage easement and utility easement being together. Mr. Gray stated they did not need 40 feet for the drainage, only 30 feet. Mr. Winkler stated he would like to have 20 feet closer to the buildings, with the drainage easement on the other side. Mr. Gray stated they could have a 30 foot drainage easement and 20 foot utility easement since the lots were deep lots. Mr. Winkler stated they would have to go under the drainage easement on lots 12 and 13 to get to the back of the property line. He also asked for an easement at the north side of lots 1, 2, 3 and 4. In response to a question from Perry Franklin, Mr. Winkler stated he would have to look into a street light at Porter Road. DON BUNN - CITY ENGINEER Mr. Bunn noted they would need a contract for the uncompleted public improvements. FINAL PLAT - SPRING CREEK NORTH HARRY GRAY - N OF MISSION, OFF OF CHARLEE The next item was a request for approval of a final plat for Spring Creek North (a replat of part of Spring Creek Addition, located • north of Mission Road, off of Charlee Avenue, presented by Harry Gray on behalf of Charles Sloan. The property contains 1.78 acres 14 Plat Review March 26, 1992 Page 4 with 4 lots and is zoned R-1, Low Density Residential. Mr. Gray noted the jog in the west property line, as shown on the plat, had been eliminated. He explained this was a replat of lots 13, 14, 15 and 16 of Spring Creek Addition. He explained the developer was attempting to work it out so this development would connect with Ash Street. DALE CHEATUM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatum stated he would need easements on the west side of lots 1 and 2 and would need four -inch crossings. He further stated he would need easements on the west and north sides of lots 3 and the north side of lot 4. Mr. Gray pointed out that in the original plat lot 1 had been lot 16 with a 16 -foot easement running east and west. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated service was already in place. He also noted there was a gas line crossing the cul-de-sac. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they had service in part of the subdivision and could extend service from the north, if the developer desired. LARRY WINKLER - SWEPCO Mr. Winkler stated there was an existing high voltage cable between lots 1 and 2. He asked that Mr. Gray show an off-site easement in the offset of the property. Mr. Gray stated the offset was now a portion of the property. He explained lot 2 would be extended. SHARON LANGLEY - PLANNING DIVISION Ms. Langley stated the Parks Department had contacted her and stated they wanted money in lieu of land for the parks fees. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin stated there was a notation on the plat that the right-of-way would revert on lot 3 when the street was extended. He asked if that became the property owner's responsibility. Mr. Gray stated it would be the property owner's responsibility. He noted the developer planned on selling lots 3 and 4 together. Plat Review March 26, 1992 Page 5 DON BUNN - CITY ENGINEER Mr. Bunn suggested that lot 1 be left out of the replat and remain lot 16 of the original plat. Mr. Gray agreed with Mr. Bunn's suggestion. FINAL PLAT - TIMBER CREST ADDITION MEL MILHOLLAND - N OF CROSSOVER, E OF MISSION The final item was a request for approval of a final plat for Timber Crest Addition submitted by Mel Milholland on behalf of Pennington Development, for property located north of Crossover Road, east of Mission, containing 27.52 acres with 58 lots proposed. The property is zoned R-1, Low Density Residential. Mr. Milholland noted the guidewires were off approximately 15 feet. He and Mr. Winkler discussed the amount of area that would be needed. Mr. Winkler stated they would just need five or ten feet from the line. DALE CHEATUM Mr. Cheatum stated the easements were fine. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans agreed the easements were fine. L. O. FERGUSON - WARNER CABLE Mr. Ferguson noted the earthen swale along lots 23, 34, 35, and 36. He stated that needed to be a drainage easement. He further stated there needed to be a separate drainage easement from the utility easement. Mr. Milholland explained it would just be a swale in order to carry the water down. Mr. Ferguson stated that, unless precautions were taken, the utilities would wash out. Mr. Milholland noted the area would be grassed so it would not erode. Mr. Bunn stated on the original plat it had been shown as a utility easement. RS Plat Review • March 26, 1992 Page 6 Mr. Ferguson stated he had a problem with a drainage easement and utility easement being combined but the utilities were already in. Mr. Milholland stated they could move the swale over to the west 10 or 15 feet but reiterated his belief the land would not erode. Mr. Ferguson asked about an off-site easement. Mr. Milholland stated he would talk to the owner of the adjoining property, but he doubted he would agree to an easement. Mr. Ferguson stated the problem of moving the swale to the west was that the utility companies would have to cross it. There was discussion regarding the runoff and the fact that the Highway Department was planning on cutting the ditch out lower which would improve the area along the back of lots 35 and 36. The meeting was adjourned at 10:00 a.m. • •
