HomeMy WebLinkAbout1992-03-05 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, March 5, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, Larry Floyd Cantrell, and Winkler, Tommy Atha, L. O. Ferguson Don Bunn, Lisa Cox, Mickey Jackson, and Sharon Langley Mel Milholland, Dave Jorgensen, and Harry Gray PRELIMINARY PLAT - HAMMOND PLAZA MEL MILHOLLAND - S OF APPLEBY, W OF COLLEGE AVE. The first item on the agenda was a request for approval of a preliminary plat for Hammond Plaza, presented by Mel Milholland on behalf of the Ruth Hammond Trust, for property located on the south side of Appleby Street, west of College Avenue. The property consists of 5.14 acres with 8 lots proposed and is zoned C-2, Thoroughfare Commercial. L. O. FERGUSON - WARNER CABLE Mr. Ferguson explained that, since this was a commercial development, the developer would need to negotiate an agreement with the cable company. He further stated they would be able to serve the west side from Fiesta Park. RICK EVANS - ARKANSAS WESTERN GAS CO. Mr. Evans stated they would need a 20 -foot easement and 4. He explained that, should they want service would not be needed. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE CO. at the back of lots 1, 2, 3 from the front, an easement Mr. Atha stated he also needed the easement at the back of lots In response to a question from Mr. Milholland, Mr. Atha stated he a street crossing on this development. After discussion, the utility company representatives determined need an easement at the back of lot 4. LARRY WINKLER - SWEPCO 1, 2, 3 and 4. would not need they would not Mr. Winkler stated he also need the same easement at the back of lots 1, 4. He further stated he believed he had a power line on lot 4 where the easement was shown. He requested the easement be shown as drainage and He also noted he had a line going from the northeast corner of lot vacant building on Aldi's property. Mr. Milholland noted that building would be torn down. In response to a question from Mr. Winkler, Mr. Milholland stated he did not know what type of businesses would be in the subject development. PRELIMINARY PLAT - NORTHWEST ACRES DAVE JORGENSEN - N OF WEDINGTON, OFF CARLESBAD TRACE The next item to be reviewed was a preliminary plat for Northwest Acres, Phase II, presented by Dave Jorgensen on behalf of James Moore for property located north of Wedington, off of Carlesbad Trace, containing 6.29 acres with 16 proposed lots. The property is zoned R-2, Medium Density Residential. Mr. Jorgensen explained this was a resubmittal of a preliminary plat. He pointed out the differences from the original preliminary and the current preliminary plats. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they had service available up to Renee Court. He stated the cable company would work with the developer. He suggested installing a crossing. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated service was available. He requested a street crossing between 7 and 9 at the north end. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated he had no comments. RICK.EVANS - ARKANSAS WESTERN GAS Mr. Evans states service was available in the area. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated the easements shown were fine. LISA COX - PARKS DEPT. Ms. Cox stated the Parks Board had already made a recommendation in 1989, money in lieu of land, in the amount of $5,760.00. SHARON LANGLEY - PLANNING DIVISION Ms. Langley requested the sidewalks be set in four feet from the curbline. DON BUNN - CITY ENGINEER Mr. Bunn noted the not necessary. He also noted he would need a grading plan. FINAL PLAT - WALNUT PARK ADDITION, PHASE I HARRY GRAY - E & W OF SALEM RD., N OF WEDINGTON The next item to be reviewed was the final plat of Walnut Park Addition, Phase I, presented by Harry Gray on behalf of Don Johnston and David Johnson, for property located on the east and west sides of Salem Road, north of Wedington. The property consists of 6.56 acres with 29 proposed lots. The property is zoned R-2 Mr. Gray stated the Planning Commission had changed made a change since the preliminary plat by asking that Cornell Drive tie through to the north. He stated the plat still needed to be approved by both the Parks Board and the City Board. He explained he would be meeting with the Parks Board the following Monday. He stated that, once the plat was finalized, he would send the utility representatives a copy. Mr. Gray also noted they had not yet named the street running north and south. He stated the sidewalks would be on the east side of that street so the developer would be responsible for the construction rather than the park. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he would need a crossing on Salem Road. Mr. Gray stated he would forward copies of the plat to the utility representatives after the Parks' Board meeting on Monday. SHARON LANGLEY - PLANNING DIVISION Ms. Langley requested the sidewalks be set in four feet. Mr. Gray stated did want to set the sidewalks in on this project. He further stated he had talked to the postal department and they were willing to put the sidewalks on one side and the mail boxes on the other. He explained they could end up with a bad looking project because of the grades if the sidewalks were set back. Mr. Bunn suggested Mr. Gray talk to Alett Little, Planning Director, regarding the sidewalks. DON BUNN - CITY ENGINEER Mr. Bunn stated the plat would need to be approved contingent upon approval by the Park Department. Mr. Gray agreed and also noted he had a grading plan worked out but it would need to be changed. Mr. Bunn further stated he would like to see a definite guarantee of street construction of those streets that were to be through streets in other phases of the development. Ito Plat Review March 5, 1992 Page 4 Mr. Gray stated he had planned on providing a gravel turnaround until the parks department had completed their development. He stated that perhaps the developer could offer a lien to ensure construction of the roadway. FINAL PLAT - SEQUOYAH MEADOWS, PHASE I HARRY GRAY - S OF HUNTSVILLE, W OF ED EDWARDS RD. The final item for review was a final plat for Sequoyah Meadows, Phase I, presented by Harry Gray on behalf of C. W. Combs for property south of Huntsville Road and west of Ed Edwards Road. The first phase contains 8.99 acres with 30 lots proposed. The property is zoned R-1, Low Density Residential. Mr. Gray stated this plat was another one that had been changed at the request of the Planning Commission to include access to both the east and west. He stated he had not put a name on either of the streets because they had no plans for houses to front on those streets. He explained the streets were for potential access should any other property develop. In response to a question from Mr. Bunn, Mr. Gray stated the water and sewer lines were in but the sewer had not been tested. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they had been in negotiation regarding this project. He further stated the easements were fine and requested one street crossing if it was convenient. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated he would also need a crossing. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans noted that, if the access streets were not being completed, he would not need a crossing at this time. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated their crossing work should be completed. SHARON LANGLEY - PLANNING DIVISION Ms. Langley pointed out the sidewalk was shown on the plat as going across the street. Mr. Gray stated the sidewalks would be set back. DON BUNN - CITY ENGINEER Mr. Bunn stated the City would need a contract from the owner if there were unfinished improvements at the time of filing the final plat.
