HomeMy WebLinkAbout1992-02-06 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, February 6, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, Larry Winkler, Judy Williams, Tommy Atha, Dale Cheatum, Floyd Castle, and L. O. Ferguson Don Bunn, Alett Wood, Patti Erwin, and Sharon Langley Little, Freeman Perry Franklin, Sam Mathias, Harry Gray, and Marquess Mark LARGE SCALE DEVELOPMENT - MATHIAS MINI -STORAGE SAM MATHIAS - 2712 WEST 6TH The first item on the agenda was a request for approval of a large scale development for a mini -storage complex, requested by Sam Mathias for property located at 2712 West 6th Street. The subject property consists of 4.45 acres. LARRY WINKLER - SWEPCO In response to a question from Mr. Winkler, Mr. Mathias explained he wanted electric only to the office with security lighting at the end of each building. Mr. Winkler stated Mr. Mathias would need to provide the security lighting. He explained it could be pulled from the office or they could have a separate meter installed. He stated he did not need any additional easements. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated that 20 feet of the 50 foot building setback from the road right-of-way would need to be an easement. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they had a line on the south side of Highway 62 and would be able to provide service. DALE CHEATUM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatum stated they had facilities on the north side of 6th Street at the property line. 113 • • Plat Review February 6, 1992 Page 2 DON BUNN - CITY ENGINEER Mr. Bunn stated there was a sewer line on the property and probably an easement for the sewer line which needed to be shown on the plat. He suggested that the 20 foot easement requested by Mr. Evans be increased to 25 feet. He explained that the gas line had to be at least 10 feet away from the sewer line and they were not sure where the sewer line was. Mr. Bunn stated there was a water line on the south side with a fire hydrant on Highway 62. He pointed out Mr. Mathias would need to install two more hydrants -- one about half way into the development and the other one at the north end. He explained that the first hydrant had to be installed as they were constructing the first phase of the development. He further explained as they were constructing phase two the second hydrant would have to be installed. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin noted that at the entrance/exit there could be no landscaping or signage higher than 30 inches within 25 feet. DON BUNN - CITY ENGINEER Mr. Bunn stated he would need a grading plan for the development. He also wanted to see a drainage plan. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated the adjacent property owners would need to be listed on the plat. She also reminded Mr. Mathias that screening would be required on three sides of the project. She noted that the Board of Directors preferred there be only one entrance on Sixth Street with no entrance or exit through the residential areas to the north and east. Ms. Little also noted there were some drainage considerations. She pointed out there was a lot of paving. She stated that in a C-2 zone the buildings could not occupy more than 60% of the land area. PATTI ERWIN - CITY HORTICULTURIST Ms. Erwin noted there were several large post oaks on the subject property and requested they save as many of the trees as possible. She asked if they would be landscaping at the entrance. • Mr. Mathias stated he intended to keep all the trees they possibly could, especially at the front of the property. • • Plat Review February 6, 1992 Page 3 Ms. Little explained they could reduce their front setback from 50 feet to 25 feet with appropriate landscaping. She stated there was also some concern regarding the amount of lighting that would be done. She requested they direct the lighting inward toward the storage buildings. FREEMAN WOOD - INSPECTION DIVISION In response to a question from Mr. Wood, it was determined the buildings would be 20 feet apart with doors at both ends. Mr. Wood explained that in order to meet code the buildings would have to be at least 20 feet and one inch apart since 40% of the building would be openings. He also noted that for every 3,000 square feet they would have to have a one hour rated wall between the units. He also noted they would need a one hour rated wall between the office and apartment area. PRELIMINARY PLAT - WALNUT PARK ADDITION HARRY GRAY - W OF SALEM RD., N OF WEDINGTON The next item to be reviewed was a preliminary plat for Walnut Park Addition presented by Harry Gray on behalf of Don Johnston and Dave Johnson for property located west of Salem Road and north of Wedington. The property consists of 18.23 acres with 81 lots proposed and is zoned R-2. Mr. Gray explained the development was planned around the proposed Davis Park. He further explained that approximately 8 or 10 years ago a preliminary plat had been approved by the Planning Commission. He stated that, even though the zoning was R-2, the property was planned as single family housing. He informed the committee that while the project was shown in phases, they might not be completed in order. He stated lots 1 through 9 (on the east side of Salem) would be first. FLOYD CANTRELL - OZARK ELECTRIC Mr. Cantrell stated they would need a larger easement than 20 feet. He stated there was an existing line that would take care of lots 1 through 9 and another underground line at the north end of the project. He explained he would come in at lot 10 and cross the cul-de-sac. He also noted he would need a 15 foot easement from lot 33 down to lot 54. He stated that he would mark his plat and send it to Mr. Gray. L. O. FERGUSON - WARNER CABLE • Mr. Ferguson stated that if the developers wanted cable now, they would have to put it in. He stated Mr. Gray or the developers • • • Plat Review February 6, 1992 Page 4 would need to talk to the company. He further stated he needed in the 15 foot easement as requested by Mr. Cantrell. It was determined that they would use the front setback as the utility easement. Mr. Ferguson noted he would need 4 -inch PVC across the cul-de-sac and he would need crossings down Salem Road. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had a problem with the easements between lots 22 and 28 being only 10 feet. Mr. Gray stated he was hoping the City Parks would dedicate a 10 foot easement. Mr. Evans stated the easements would need to be 25 feet in order to keep away from the sewer line. He pointed out the areas where he would need to making crossings. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated the telephone company's main feed ran along lots 1 through 9 and he would need a crossing. He stated he believed there were already crossings installed approximately 8 or 10 years ago. He further stated he would use the same easements as the gas company. Mr. Atha stated he believed there was also some easements not shown on the plat. DON BUNN - CITY ENGINEER Mr. Bunn stated that, if the developer desired, they could run the sewer on the street instead of the back lot lines. Mr. Gray stated he would discuss it with the developer. Mr. Bunn also noted the adjoining property owners needed to be shown on the plat. He verified that Vassar Street could, at some future point, be extended to the west. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated sidewalks were required on one side of the street. She explained they had been asking that the sidewalk be inset four feet. She stated Mickey Jackson was concerned about the length of the cul-de-sacs. She further stated the cul-de-sac was 850 feet in length and Vassar was 1,052 feet in length. She explained Mr. Jackson had suggested extending Columbia to intersect with Yale but that would lose some of the proposed park land. She suggested setting Columbia Street over or curving it in so the • Plat Review February 6, 1992 Page 5 extension would take 25 feet of park land and 25 feet from the development. She explained Mr. Jackson's concern was that should the emergency vehicles miss the street they would have to drive all of the way back out of the subdivision instead of just one block over. Ms. Little stated Mr. Franklin had the same concern on Yale Street. Ms. Little asked if, since the land to the west of Vassar was vacant, if Vassar Street could connect to the south. Mr. Gray stated the property to the south was developed and there would be a house in the way. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin expressed concern as to where Vassar Street would go. He explained that even when the land to the west was developed, it would just make the street longer. Mr. Gray stated he believed the plan was good the way it was presented. • There was discussion regarding the street names. Mr. Gray stated the names had been approved by Jim Johnson with 9-1-1. Mr. Franklin noted there was heavy traffic in that area. He stated they either needed to have Salem go through or put in a traffic signal. Mr. Gray stated that at some point Vassar Street could extend to Rupple which might alleviate some of the problem. CONNIE EDMONSTON - PARKS DEPARTMENT Ms. Edmonston explained that there would be no park fees for this subdivision because land had been taken in lieu of money. She further noted they had been working with Mr. Gray and the developer in a joint effort for streets to the park. PRELIMINARY PLAT - BUTTERFIELD MEADOWS ADDITION HARRY GRAY - E OF OLD MISSOURI RD., N OF ERROL The final item was a preliminary plat for Butterfield Meadows Addition presented by Harry Gray on behalf of BMP Development for property on the east side of Old Missouri Road, north of Errol Street. The property consists of 17.13 acres with 32 proposed lots and is zoned R-1. • Mr. Gray reminded the committee the developer had attempted to construct affordable housing on this site earlier however the Plat Review February 6, 1992 Page 6 Planning Commission had denied the requested zoning. He stated he believed the current plat would not meet with any objections from the adjoining property owners. He agreed that sewer was a problem for the subject property due to the bedrock and lack of easement from the property owner to the north. He stated that approximately the west half of the property could gravity sewer to an existing sewer on the west side of Old Missouri Road. He further stated that 30 of the lots would be typical R-1 development with gravity sewer. He explained they would have to see what the Planning Commission desired on the two back lots. Mr. Gray explained that the two back lots were being called tandem lots but, should Errol Street be extended, they could dedicate right-of-way for the street and both lots would have street frontage. He further stated he had been discussing the matter with the property owner to the south. He explained that now it could be platted as two tandem lots with allowances for future frontage. He stated he was proposing individual pump stations for the two tandem lots. In response to a question from Mr. Bunn, Mr. Gray stated there were 7 acres in the two lots. • Mr. Bunn suggested the developer could specify that the tandem lots • would not be split. Mr. Marquess explained they were planning only two lots in that area but there was the possibility they might have three lots instead of the two. He stated he would specify that there would be no more than three lots and each lot would contain at least 2 acres. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated there was a cable running down the front of Old Missouri Road so they would come in from Old Missouri Road. He stated they would run a loop between lots 11 and 12 and lots 27 and 28. He stated he would need a four -inch conduit. He asked how much of the easement the head wall would take. Mr. Gray stated it could be extended across to lot 5. He explained they were just trying to accommodate the storm drainage. Mr. Atha stated he would need a 25 foot easement through the middle where the sanitary sewer easement was. He pointed out other areas where easements would be needed to serve individual lots. It was agreed by all of the utility companies they would need a 20 foot easement off of lot 20. • • • Plat Review February 6, 1992 Page 7 L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated there was a good possibility of coming in the front but the easements asked for were fine. He further stated they would have to negotiate the price of putting in the cable if they wanted it put in in advance. RICK EVANS - ARKANSAS WESTERN GAS CO. Mr. Evans stated he would need a casing between lots 11 and 12 going to 27 and 28. He also asked for a 20 foot easement at Old Missouri Road which would be in the building set back. LARRY WINKLER - SWEPCO Mr. Winkler stated he would need the same easements as requested by the telephone company between 2 and 4 and 20 and 22. He explained that to serve the middle, he would need some side lot easements between 16 and 17 with a street crossing on Street "C" either between 25 and 26 of 26 and 27. He explained 15 feet would be the minimum size. He pointed out that, for the street light at the northwest corner of Streets A and B, they would need an easement on the north side of lot 1 in order to get to the light. Perry Franklin pointed out they also needed another street light around lot 18. Mr. Winkler stated he would need a small easement between 19 and 20. He further would need the same street crossings requested by the other utility companies. He then stated that on the tandem lots if the homes were built to the back or the middle, they would be able to pick them up separately. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated the Parks Board had voted to accept greenspace fees in the amount of $6,750 rather than land. She stated the Planning Department was in the process of getting together a bikeways and greenway master plan. She pointed out there was a real need for Butterfield Elementary School to be served with such a bikeway. She explained they would be further discussing the matter with the Parks Board and possibly the Board would re -hear the matter. Ms. Little stated there needed to be sidewalks on one side of the street, preferably set in four feet. She further stated she would like for the developer to dedicate a 25 foot right-of-way off of the southern lot lines and curve Errol Street in so it could be extended. She stated it would only affect lots 14, 15 and 31. • • • Plat Review February 6, 1992 Page 8 Mr. Gray stated they could not dedicate 25 feet off of those two lots and also have a 25 foot setback. Mr. Bunn suggested an alternative route for Errol Street. Mr. Gray stated there was a possibility they could dedicate the property with the provision that if it was not used, it would revert back to the property. owner. He pointed out the property owner to the south would need the street also and would need to build lots on both sides of the street. Mr. Marquess explained how the street could be curved in order to provide the property owner to the south access to both sides of the street for construction. He stated he had talked with the property owner to the south and found he would not be developing the property in the near future. Mr. Bunn suggested they could ask for the dedication with a reversion if the street connection was made elsewhere. Mr. Bunn stated he might want to make a provision to tie the water in the easement between lots 16 and 17. Mr. Winkler stated he could switch and go between 17 and 18. Mr. Bunn reminded the committee drainage had been a concern of the adjoining residents the last time they had reviewed a plat for the subject property. He explained he would need to review the drainage plan and grading plan carefully. Mr. Gray stated they were considering constructing a holding pond. Mr. Bunn explained Stubblefield Road would be re-routed and they needed to be sure it would meet properly. Mr. Gray informed the utility companies that after approval by the Planning Commission he would send them copies of the plat. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin pointed out a streetlight was not shown at the intersection of Salem Road. The meeting adjourned at 10:10 a.m.
