HomeMy WebLinkAbout1992-02-02 Minutes• A meeting Thursday, Building, MINUTES OF A PLAT REVIEW MEETING of the Fayetteville Plat Review Committee was held on February 20, 1992 in Room 111 of the City Administration 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, Judy Williams, Tommy Atha, Jim Crownover, and L. O. Ferguson Don Bunn, Alett Little, Connie Edmonston, Mickey Jackson, Perry Franklin, and Sharon Langley Dave Jorgensen FINAL PLAT - REPLAT OF FOX RUN ADDITION DAVE JORGENSEN - S OF HWY 45, OUTSIDE CITY LIMITS The first item on the agenda was a request for approval of a final plat for the replat of Fox Run Addition, on behalf of the Lindsey Family Trust, for property located outside the City Limits south of Highway 45. The subject property consists of 181.2 acres with 28 lots proposed. • Mr. Jorgensen presented a copy of the original plat with the new lot lines shown to the utility company representatives. • RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were sufficient. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated all of their facilities were in place but the pedestals were on the old lot lines. He stated those might have to be adjusted. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated cable was already in place. He stated it had been there a number of years and they did not know what condition it was in. He also noted it would have been placed according to the previous lot lines and it would need to be brought up-to-date. JIM CROWNOVER - OZARK ELECTRIC Mr. Crownover stated he did not believe the entire system had been installed but there was power down to the vicinity of the new Lot 5. \lto • • • Plat Review February 20, 1992 Page 2 PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin suggested the installation of street lights. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated that, since the property was in the growth area, she had no comments. She noted the property did join the City Sewage Treatment Plant at the southwest corner. She stated the City was working on controlling the odor problems. DON BUNN - CITY ENGINEER Mr. Bunn stated Mr. Jorgensen needed to talk with Don Osborne and Don Cochran regarding relocating the water and sewer lines. In response to a question from Mr. Bunn, Mr. Jorgensen explained that originally the subdivision had been platted with the belief septic tanks could be installed. He further explained that was impossible so the number of lots had been reduced. He stated they were putting in a combination gravity/pressure collection system. He explained each lot would have a septic tank but the waste water from the septic tank would flow into a collection system and then down to a small pump station. He explained from the pump station the waste water would be pumped into another septic system. He stated the plans had been submitted to the Health Department for review and the concept had been approved. Mr. Jorgensen noted this subdivision was in the growth area. He explained the subdivision would not be to city standards but he believed they would have county approval in the near future. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated there was a water line that appeared to run to the subdivision. Mr. Jorgensen stated he believed it ran to the subdivision. Mr. Jackson stated he could not require a fire hydrant but he recommended that hydrants be installed at this time. He stated if the hydrants were not installed now, he would want a Bill of Assurance that they would be installed should the property be annexed by the City. Mr. Bunn agreed that it would be best if the hydrants were installed now. • • • Plat Review February 20, 1992 Page 3 PRELIMINARY PLAT - KEATING ESTATES DAVE JORGENSEN - E OF CROSSOVER, S OF MISSION The next item to be reviewed was a preliminary plat for Keating Estates presented by Dave Jorgensen on behalf of Dick and Bill Keating for property located east of Crossover Road and south of Mission Boulevard. The property consists of 12.24 acres with 44 lots proposed. The property is zoned R-2, Medium Density Residential. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine but he would need another easement between lots 24 and 25. He also noted he would need some four -inch crossings on Cherokee. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated he would like the same easement requested by the Gas Company and would also need the same crossings. JUDY WILLIAMS - SWEPCO Ms. Williams stated SWEPCO would need an additional easements between lots 4 and 5 and lots 9 and 10. She requested that all easements shown be at least 15 feet instead of the 10 feet shown. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated the owner/developer would need to negotiate with Warner Cable. He also asked for a crossing from lot 24 to lot 25 PERRY FRANKLIN - TRAFFIC DIVISION In response to a question from Mr. Franklin regarding street names, Mr. Jorgensen stated that he would verify the names with Mr. Johnson after the plat had been approved. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little questioned where the street went after it left the subdivision. Mr. Jorgensen stated the people selling the property wanted the street stubbed in. He explained there was the possibility of another subdivision and there would also be access to the commercial area. • • • Plat Review February 20, 1992 Page 4 Ms. Little noted sidewalks were required on Highway 265 and on one side of the street in the subdivision. She requested the sidewalks be set back from the street 4 feet. She pointed out the ownership of the property to the north and east of the subject property was not shown on the plat. CONNIE EDMONSTON - PARKS DEPARTMENT Ms. Edmonston stated it had been determined this property was within the southeast parks district. She asked if the property was going to be single family houses or multi -family housing. Mr. Jorgensen stated he did not know. He explained the property was zoned R-2. He stated there was a good possibility that there would be duplexes. Ms. Edmonston explained that, if the 44 units contained single family homes, the greenspace land requirement would be 1.1 acres or money in lieu of land would be $9,900. She further explained that multi -family units would be $180.00 per unit or 0.02 acres per unit. She stated the Parks Board would be meeting on Monday, February 24, at 5:30 p.m. at which time their recommendation would be made. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson stated he had no comments. DON BUNN - CITY ENGINEER Mr. Bunn explained the utility companies would need to know if single family homes or duplexes were to be built on the subject property. Mr. Jorgensen stated he would have to contact the owner/developer to find out if some or all of the property would be duplexes. In response to a question from Mr. Bunn, Mr. Jorgensen stated the streets would be constructed to the edge of the subdivision. Mr. Bunn stated there would need to be some type of temporary turn- around at each end. Ms. Little pointed out that, as long as the adjoining property remained C-2, the adjoining property owner would need to provide screening. She further noted she did not particularly like the stub out street to the commercial area. • • • Plat Review February 20, 1992 Page 5 Mr. Jorgensen stated he had seen a sketch with another subdivision in that location but commercial property would be more valuable than a subdivision. The meeting adjourned at 11:00 a.m.
