HomeMy WebLinkAbout1992-01-09 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, January 9, 1992 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, Larry Cheatum, Tommy Atha, Alett Little, Don Franklin, and Sharon Winkler, Dale L. O. Ferguson Bunn, Perry Langley Martin C. Florie, Dave Jorgensen, James Key, Leonard Gabbard and Terry Dill LARGE SCALE DEVELOPMENT - ALDI'S, INC. MARTIN C. FLORIE - SW CORNER OF APPLEBY & COLLEGE The first item on the agenda was presentation of a large scale development for Aldi's (a grocery store) requested by Martin C. Florie on behalf of Aldi's, for property located on the southwest corner of Appleby and College. The property is zoned C-2 and contains 2.49 acres. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown on the plat were fine. He explained they would need to notify the gas company where they wanted the meter set when that was determined. L. O. FERGUSON - WARNER CABLE In response to a question from Mr. Ferguson, Mr. Florie stated they would not need a television cable. LARRY WINKLER - SWEPCO Mr. Winkler asked where the mechanical room would be and what type of service they wanted. Mr. Florie pointed out the area on the plat where mechanical room was to be located. He stated they would want 800 amp service. Mr. Winkler explained they would like to use the power pole at the southeast corner of the property. He further stated they could either provide aerial or underground service from that point to the building. Mr. Florie stated they did want underground service. Plat Review January 9, 1992 Page 2 Mr. Winkler explained they would need to see how much room was available for the transformer pad on the building side of the retaining wall. He further explained that, if there was not sufficient room between the rtaining wall and the building, the pad would have to be located in the swale. He explained they required five feet from the edge of the transformer pad to the building. He stated the pad was approximately eight feet wide. He explained they would like to stay out of the swale if possible. He stated they would like to have an easement from the location of the transformer pad to the road. Mr. Winkler also stated they would also work with the contractor on parking lot lighting. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha explained they would serve the building from the same pole used by the electric company. He stated they would need a 2 -inch conduit from the pole to the mechanical room. He asked if they planned on doing any cutting around the manholes adjacent to Highway 71. Mr. Florie stated they would be doing some work around them. Mr. Atha explained the west manhole was on a utility easement and the ground needed to remain level for servicing. DON BUNN - CITY ENGINEER Mr. Bunn stated he did have a grading plan on this project. He noted the plat showed curbing along Appleby Road. He explained that needed to be constructed so that the street would be 31 feet wide. Mr. Bunn informed Mr. Florie he would need to meet with the City Water and Sewer Department to talk about a tap. He stated he would like to see the plans for the improvement of Appleby and also the drainage plan. He further pointed out the area where a sidewalk would be needed. Mr. Bunn asked if the Fire Chief had called in any comments. Ms. Langley, Planning Division, stated he had not contacted their office. She expressed her belief he would want the building sprinkled. Mr. Florie stated that, according to the code, they had enough setback area on all sides that sprinkling would not be required. He further noted that the proposed building did not contain 15,000 square feet. Plat Review January 9, 1992 Page 3 Mr. Bunn stated he believed the Chief would recommend sprinkling but could not require it. ALETT LITTLE - PLANNING DEPARTMENT Ms. Little stated the plat showed a total of 121 parking spaces. She explained that only 74 were needed. She further explained the city was in the process of drafting a landscape ordinance and, while it had not been adopted as yet, she would suggest that some of the parking spaces be eliminated and some landscaping be put in. She explained that was not a requirement. She further stated there was a city horticulturist that would work with Mr. Florie should he wish to do so. Mr. Florie explained they had, in the past, found problems with islands in the parking area. He pointed out the green area to the north of the building site. Ms. Little explained the placement of the trees in the parking area dissipated part of the heat generated from the pavement. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin stated he did want to discourage anything in the green area to the north of the building but there oculd be no plantings or signs over 30 inches in height within 25 feet of the entrance or exit. He explained the subject intersection was a busy one and a signal had been discussed for that location. He stated that sometime in the future that would be addressed and the developer might be asked to participate for the installation of a traffic signal. He also suggested this would be a good time to think about creating a left turn lane. SHARON LANGLEY - PLANNING DIVISION Ms. Langley informed Mr. Florie that the Planning Division would need 12 copies of the revised plat showing the utility easement requested by the electric company by noon on Monday, January 13. In response to a question from Mr. Florie, Mr. Winkler stated the easement would need to be 12 - 13 feet wide. Ms. Little also stated she had reviewed the proposed sign and it was within the limits of the ordinance. She stated they had done a good job. • Plat Review January 9, 1992 Page 4 CONCEPT PLAT - PARK PLACE MASTER PLAN DAVE JORGENSEN - S OF MISSION, W OF CROSSOVER The next item to be reviewed was a concept plat for Park Place Subdivision Master Plan presented by Dave Jorgensen on behalf of Jim Lindsey. The property is located south of Mission Boulevard and west of Crossover Road, zoned R-1, Low Density Residential. The Master Plan included both those five phases which are completed and three additional proposed phases. Mr. Jorgensen explained he submitted the Master Plan so that everyone could see how the proposed development to the south would tie in with the completed Park Place Subdivision. He explained the Planning Commission had reviewed Phase 8 and had recommended numerous changes such as a 50 foot access and utility easement to connect to the end of the cul-de-sac in Phase 5. PRELIMINARY PLAT - PARK PLACE, PHASE 6 DAVE JORGENSEN - W OF MISSION, S OF VICTORIA The Committee then reviewed Park Place, Phase 6, located south of Mission Boulevard and west of Crossover Road, containing 11 26 acres with 25 proposed lots, as presented by Dave Jorgensen on behalf of Jim Lindsey. The property is zoned R-1, Low Density Residential. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements shown were fine. He explained he would need a four inch casing at the east end of Londonderry Drive. L. O. FERGUSON - WARNER CABLE Mr. Ferguson asked if Mr. Jorgensen had received the letter from Warner regarding installing cable. Mr. Jorgensen stated he had. He asked the cost. Mr. Ferguson stated it would cost 90 cents per foot. He further stated cable was available on the north side of the subdivision. He stated the easements were fine. He pointed out the areas where they would need crossings. LARRY WINKLER - SWEPCO Mr. Winkler stated they had existing service on the north side. He explained there was an incomplete loop at the west end which would be continued on the west and south sides to the southeast corner of this phase. He also pointed out there was an aerial line at the northeast corner which would be extended to the southeast corner. 141 • Plat Review January 9, 1992 Page 5 He stated that on the phases to the north there was a 30 -foot off- site easement together with a 12.5 foot on-site utility easement. He explained that he did not need the off-site easement. He stated the off-site easement might be for drainage. He further stated he would also need a crossing across the unnamed street in the middle of the south end. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated the easements were fine. He stated he would also need a crossing on the unnamed street and a crossing on the east side. DON BUNN - CITY ENGINEER Mr. Bunn stated he had received comments from the Drafting Department. Mr. Jorgensen stated he had talked with them the previous day. Mr. Bunn noted they needed to discuss the water line at a later date. He stated easements seemed to be okay. ALETT LITTLE - PLANNING DIRECTOR Ms. Little asked if it was possible to set the sidewalks off the curb approximately four feet. Mr. Jorgensen stated that was possible. He stated he believed they should start doing that on all subdivisions. Mr. Bunn noted he would need to review the drainage plan at a later date together with an excavation plan. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin stated he believed they needed one more streetlight to be located on Lot 25. PRELIMINARY PLAT - PARK PLACE, PHASE 8 DAVE JORGENSEN - W OF CROSSOVER, S OF MISSION The next item reviewed was the preliminary plat for Park Place, Phase 8, located west of Crossover Road and south of Mission Boulevard, presented by Dave Jorgensen on behalf of Jim Lindsey. The property consists of 20.05 acres with 41 proposed lots. Mr. Jorgensen stated the Planning Commission had reviewed the original preliminary plat of Phase 8 and had made suggested changes. He explained those changes were incorporated in the t bt • • • Plat Review January 9, 1992 Page 6 current plat. He noted the changes included extending the street into Phase 6 and also providing a 50 -foot access and utility easement connecting into Phase 5 (between Lots 1 and 2). He further stated that, for the most part, it was the same plat they had brought through before. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they would need casing on the south end of Arthur Court. He noted that on Lot 14 they were showing a 15 foot utility easement that was also drainage. He explained he would need to use that easement. Mr. Jorgensen noted the easement would have to be separated. He suggested they could put the drainage off of lot 15 and the utility easement off of lots 7 and 14. He stated he would make a 20 -foot drainage easement off of lot 15 going into the lake and then a 20 - foot utility easement off of lots 7 and 14. Mr. Evans informed Mr. Jorgensen there was a 10 -inch high pressure line running along Crossover. He asked that before the streets were cut in that area that Arkansas Western Gas be notified. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he would need crossings between lots 1 and 7, from lots 14 and 15 to lot 26 and one from lot 6 to lot 41. LARRY WINKLER - SWEPCO Mr. Winkler stated he had not determined whether they would be bring the service underground from Mission or from the aerial line on the east side of phases 5 and 6. He asked for a street crossing at the north between this phase an phase 7, at the south end of the same street and between lots 14 and 15 to lot 26. He also requested a 20 foot easement between lots 14 and 15. He explained they had a problem with lines washing out when they had to cross a drainage easement but they could put their lines in concrete. Mr. Jorgensen stated they could provide utility easements along the front of lots 7 through 11 and 12 through 14. Mr. Winkler stated they would like to keep the easement to the back because the property owners did not like them in the front. He stated he would review it closer in the next few days and get back with Mr. Jorgensen. He explained he might need a sidelot easement from lot 28 or 29 across to the south between lots 34 of 35 but he would contact Mr. Jorgensen if he did need it. • Plat Review January 9, 1992 Page 7 TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated he also needed crossings between lots 1 and 7, 6 and 41, and 14 and 15 over to 26. DON BUNN - CITY ENGINEER Mr. Bunn stated that Highway 265 was a principle arterial on the master street plan with a right-of-way of 80 to 100 feet. He explained it was his understanding from the state that Highway 265 between 45 and 16 was committed to go to four lanes. He stated the city was asking for 50 feet of right-of-way from the Park Place side. He explained 50 feet of right-of-way from the centerline of Highway 265 would need to be shown on the plat. Mr. Perry noted that it was on the state's 1992 TIP plan to do something to Highway 265. Mr. Bunn suggested Mr. Jorgensen contact the State Highway Department. He also noted drainage and utility easements were shown together between lots 28 and 29, 24 and 25. Mr. Winkler stated he did not need an easement between lots 28 and • 29 but he did have a streetlight between lots 24 and 25. • It was determined they could eliminate the utility easement between lots 28 and 29 and also lots 32 and 33. Mr. Franklin suggested moving the streetlight designated between lots 38 and 39 to between lots 34 and 35. Mr. Winkler stated he would prefer moving it. It was determined they needed a 15 foot easement between lots 34 and 35. Mr. Bunn stated they also needed a drainage easement at that location. He stated he would need to see the drainage plan for all three proposed phases to see how they fit together. He also noted he would need a preliminary grading plan for all three phases. He also stated he needed to talk to Mr. Jorgensen regarding water service for all three phases at a later date. ALETT LITTLE - PLANNING DIRECTOR Ms. Little reiterated her suggestion of placing the sidewalks four feet back from the curb line. Plat Review January 9, 1992 Page 8 There was also discussion of obtaining an off-site easement to the south. Mr. Jorgensen stated he would talk to Rob Lewis regarding getting a drainage easement from his property. Mr. Winkler also requested an easement between lots 8 and 9 for a streetlight. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin asked about the length of Arthur's Court. Mr. Bunn stated they would need to ask for a waiver again. He noted that had been approved before. PRELIMINARY PLAT - PARK PLACE, PHASE 7 DAVE JORGENSEN - S OF CAMELOT, W OF CROSSOVER The next item reviewed was a preliminary plat for Phase 7 of Park Place Subdivision, located south of Camelot Place and west of Crossover Road, presented by Dave Jorgensen on behalf of Jim Lindsey. The property consists of 6.31 acres with 12 proposed lots and is zoned R-1, Low Density Residential. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated the easements on the plat were fine. LARRY WINKLER - SWEPCO Mr. Winkler stated he believed there was an off-site easement on the west side of Phase 7. Mr. Jorgensen stated he would check it. He stated the easements shown were fine. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha stated the plat looked fine. DON BUNN - CITY ENGINEER Mr. Bunn stated he had no problems with the plat. He noted there was no access to the recreational area. Mr. Jorgensen stated that was correct, that the two phases were separate. VIA • • • Plat Review January 9, 1992 Page 9 ALETT LITTLE - PLANNING DIRECTOR Ms. Little had no comments other than the sidewalks being set back four feet from the curb. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin stated he had no comments. CONCEPT PLAT - FOSTER/BROPHY SUBDIVISION DAVE JORGENSEN - S OF HAMMOND, E OF CROSSOVER The next item was the concept plat for Foster/Brophy Subdivision presented by Dave Jorgensen on behalf of Mark Foster and Ralph Brophy for property south of Hammond and east of Crossover. Mr. Jorgenson explained the plat had been reviewed in December and the Planning Commission had requested numerous changes. He stated the residents to the south of the subdivision had requested larger lots to decrease the density. He further stated another item had been improved access into the subdivision. He noted the changes on the plat were increased lot size, especially on the south end. He further stated the developer would be contacting the residents to the south and have a meeting with them prior to the Planning Commission meeting in hopes they could solve any problems they might have. He also pointed out the change in the road alignment. Mr. Bunn stated the Planning Commission had also asked that the drainage be addressed. Mr. Jorgensen stated he would submit the drainage plan to Mr. Bunn prior to the Planning Commission meeting. Ms. Little stated the only other comment made at the Planning Commission meeting related to connection to the sewer system. Mr. Bunn stated that would be taken care of. PRELIMINARY PLAT - FOSTER/BROPHY SUBDIVISION, PHASE 1 DAVE JORGENSEN, S OF HAMMOND, W OF CROSSOVER The next item to be reviewed was a preliminary plat for Foster/Brophy Subdivision, Phase 1, presented by Dave Jorgensen on behalf of Mark Foster and Ralph Brophy, for property located south of Hammond and west of Crossover. The property consists of 14.2 acres with 20 proposed lots and is zoned R-1, Low Density Residential. \10 • • • Plat Review January 9, 1992 Page 10 RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he would need crossings from lots 17 and 18 to the west. He stated he would also need one between lots 10 and 11. He stated all of the easements shown were fine but he also needed a 20 -foot easement from lots 7, 10 and 9 to get to lot 8. He further noted the easement at the back of lots 5, 6 and 7 needed to be larger in order to stay 10 feet away from the sewer line. He suggested a 30 foot easement. LARRY WINKLER - SWEPCO Mr. Winkler stated he also needed the easement on lots 7, 9 and 10 to get to lot 8. He stated the other easements were fine. Mr. Jorgensen noted he had three 2 -inch conduit between lots 2, 3 and 15. Both Mr. Winkler and Mr. Evans stated they would need those. Mr. Winkler noted there was an aerial line on the east and south side of this phase. He noted that on Phase 3 of this subdivision, the lines would run from Phase 6 of Park Place. He requested the lots be matched up. Mr. Jorgensen stated that would be convenient. He stated he could do that to a certain extent. Mr. Winkler stated they would adjust the pole at the entrance on Ridgely. TOMMY ATHA - SOUTHWESTERN BELL TELEPHONE Mr. Atha explained the line would have to come from Park Place. He further explained they would need an easement across Phase 3 before they could service Phase 1. He also noted they would need crossings between lots 10 and 11 and between 2 and 3 over to the easement between 15 and 16. Mr. Bunn noted the easement would need to be dedicated by separate easement. It was determined it would be a 30 foot easement. Mr. Atha stated they would also need a crossing between lot 1 and 20. Mr. Winkler stated he would also need a crossing between 10 and 11. It was also determined the easement between lots 9 and 10 should be 25 feet. • • • Plat Review January 9, 1992 Page 11 DON BUNN - CITY ENGINEER Mr. Bunn suggested Mr. Jorgensen prepare a narrative addressing the points the Planning Commission raised regarding the concept plat at their last meeting. PERRY FRANKLIN - TRAFFIC DIVISION In response to a question from Mr. Bunn, Mr. Franklin stated he believed Mr. Jorgensen had done the best that could be done with the intersection. There was also discussion of location of stop signs at the intersection. Mr. Franklin stated he would look at the plan further and get back with Mr. Jorgensen. Mr. -Bunn noted that all off-site easements shown would need to be dedicated by separate easement. ALETT LITTLE - PLANNING DIRECTOR Ms. Little requested the sidewalks be set in four feet from the curb line. Mr. Jorgensen noted that there were still numerous minor things that needed to be done but the major issues of density, access and drainage had been covered. Mr. Franklin stated there did need to be a streetlight at the intersection and another one at the end of the cul-de-sac. Mr. Bunn stated that on temporary cul-de-sac there needed to be a letter providing for the construction of permanent cul-de-sacs to city standards in case development did not take place in a certain length of time. He explained there needed to be a guarantee that money would be available to construct the permanent cul-de-sac. LARGE SCALE DEVELOPMENT - FAYETTEVILLE CHURCH OF CHRIST JAMES T. KEY - E OF DEANE SOLOMON, S OF MOORE LANE The next item to be reviewed was a large scale development for the Fayetteville Church of Christ presented by James T. Key on behalf of the church for property located east of Deane Solomon Road and south of Moore Lane. The property is zoned C-2, Commercial Thoroughfare, and R-2, Medium Density Residential. RICK EVANS - ARKANSAS WESTERN GAS CO. Mr. Evans stated the location of the meter was fine. He explained they would need six weeks notice prior to providing service. 11( • Plat Review January 9, 1992 Page 12 OZARK ELECTRIC Ms. Langley stated Ozark Electric had called the office and stated they had no comments. DALE CHEATUM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatum asked if they were proposing a mechanical room inside the building. Mr. Key stated there would be two rooms on the west side of the building that could be used. He stated the rooms were office/storage/mechanical rooms. Mr. Cheatum stated they would need a 2 -inch conduit from the front to the room. Mr. Key stated there was a 2 -inch sleeve under the drive. He further stated that at the present time the church did not desire telephone service but they had put the sleeve under the drive in case they decided to have telephone service in the future. DON BUNN - CITY ENGINEER Mr. Bunn noted there was a waterline planned along Deane Solomon Road but he did not know the exact location. Mr. Key stated he had talked with someone in the Engineering Department and found there was an 8 -inch stub on Mt. Comfort stubbed across to Deane Solomon. He further noted there was a 6 - inch on Highway 112 and an 8 -inch on Shiloh Drive. He noted there was a 10 foot utility easement across the south side of the property for access. Mr. Bunn stated the planning had gone further on the 36 -inch line but did not believe the line would coincide with the church's timing. He noted they would require the dedication of an easement but he did need to review the plans before locating the easement. He further noted they would need an additional five feet easement along the road. He explained he would discuss the matter with Mr. Key after talking with the engineers regarding the water line. Mr. Key stated they had sent certified letters to the adjoining property owners for notification. ALETT LITTLE - PLANNING DIRECTOR Ms. Little asked the size of the auditorium. She noted there would need to be 1 parking space for every 40 square feet. She asked if they were planning any classrooms. • Plat Review January 9, 1992 Page 13 Mr. Key stated the project would be just one assembly area with two rooms at the back, together with an entry and restrooms. Ms. Little stated she believed the parking was laid out very well but she would like to see some landscaping in the parking lot. Mr. Key stated they had planned to utilize the trees currently existing on the property. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin pointed out that under the ordinance any trees or shrubbery, etc. could not be over 30 inches in height within•25 feet of the entrance/exit or, if they were large trees, the limbs needed to be removed for the first eight feet. Ms. Little asked the size of their proposed sign. Mr. Key stated it would be located on the west side of the building and was 3 foot by 4 foot. Ms. Little stated that would be within code. • Mr. Bunn noted the easements would need to be dedicated by separate instrument. • LARGE SCALE DEVELOPMENT - REGENCY "7" MOTEL LEONARD GABBARD - N OF OLD FARMINGTON RD, W OF SHILOH The last item reviewed was a large scale development for Regency "7" Motel presented by Leonard Gabbard on behalf of Terry Dill for property north of Highway 62 and west of Shiloh. The property is zoned C-2, Thoroughfare Commercial. Mr. Gabbard explained Mr. Dill owned other motels in the area (2 in Springdale, 1 in Rogers and 1 in Bentonville). He noted they had to divide the subject motel into three units due to the geography of the lot. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated they would need to work with them on the gas link- up located on the south side of the property. LARRY WINKLER - SWEPCO Mr. Winkler stated he had checked the transmission line and there were guywires running along the west side of the property line. He further stated they would need an easement. He stated it was possible there was already an existing 50 foot easement along Old Plat Review January 9, 1992 Page 14 Farmington Road. He further stated that was currently being checked and he would notify Mr. Gabbard as soon as he found out. He asked how they wanted to service the buildings. Mr. Gabbard stated there were mechanical chases down all of the buildings and a mechanical room in the southernmost building. Mr. Winkler stated they would determine the most feasible location. He further stated they could not require any further easements. He also pointed out that the location of the dumpster might not be a good one due to the guywires. He suggested Mr. Gabbard check on the location. DALE CHEATUM - SOUTHWESTERN BELL TELEPHONE Mr. Cheatum noted they would need a 4 -inch pipe from the mechanical room out to the property line on Shiloh. DON BUNN - CITY ENGINEER Mr. Bunn requested a right-of-way easement along Old Farmington Road. He also noted Shiloh was on the route of the 36 -inch water line. He gave Mr. Gabbard the name of an engineer to contact regarding the water line. It was also noted there was a Contel line running Mr. Bunn noted there was a water line along Old which to obtain water. Mr. Gabbard explained they were also planning on line along Old Farmington. ALETT LITTLE - PLANNING DIRECTOR along Shiloh. Farmington from using the sewer Ms. Little stated the parking looked good. She commented they had reduced their setback to 25 feet by including the plantings. She noted that, since the sign was going to be located on the right-of- way, it could not exceed 10 square feet. She stated her office would work with the developer on the sign. She suggested it could be set back and they could have a larger sign. Mr. Bunn also noted they needed to show the adjacent property owners on the plat. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin asked if they had talked to the solid waste department. He explained they did require a concrete pad. Plat Review January 9, 1992 Page 15 Mr. Gabbard stated the entire area by the dumpster would be concrete. Mr. Franklin stated the Arkansas Highway Department was in the process of putting up the blue informational signs along the highway. He suggested they contact the highway department for a sign.
