MINUTES OF A PLAT REVIEW MEETING
of the Fayetteville Plat Review Committee was held on
August 8, 1991 in Room 111 of the City Administration
113 West Mountain Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT - ZION ROAD APARTMENTS
KIM FUGITT - S SIDE OF ZION RD., W OF CROSSOVER RD.
The only item on the agenda was a request for approval of a large
scale development for Zion Road Apartments, located on the south
side of Zion Road and west of Crossover Road, presented by Kim
Fugitt. The property consists of 8.88 acres with 14 units
proposed. The property is zoned R-2, Medium Density Residential.
KEN RAIDER - OZARK ELECTRIC
Mr. Ken Raider, Ozark Electric, stated they would need easements
and it did not appear there was sufficient room.
Mr. Fugitt explained they were proposing to run a 25 -foot easement
around the perimeter of the property. He further explained there
was an easement to the rec area and another was proposed
between buildings.
Mr. Bunn pointed out the proposed easement would take in part of
the roof overhang. He explained they could not do that.
Mr. Raider stated the minimum size of the easement would have to be
25 feet. He further stated the easement could not be paved over.
There was discussion regarding various methods of placing the
easements including having them off-site or moving the buildings in
closer.
L. O. FERGUSON - WARNER CABLE
Mr. Ferguson agreed with Mr. Raider that they would need easements.
He explained cable was running on the north side of Zion Road now
so there would be no problem in having cable available.
RICK EVANS - ARKANSAS WESTERN GAS
Mr. Evans stated there was an existing four -inch gas line on the

south side of Zion Road. He further stated they would flag it so
it would be easily located.
DAVID TUCKER - SOUTHWESTERN BELL TELEPHONE
Mr. Tucker stated they did not currently have service in the area.
He agreed with the other utility companies that there was not
enough room for the required easements.
Mr. Bunn pointed out a possibility of running the sewer line
through the middle, making additional room on the outside.
PERRY FRANKLIN - TRAFFIC DEPT.
Mr. Franklin stated he had checked with the Solid Waste Department
and they stated they would not have a problem in getting to the
dumpsters.
Mr. Franklin explained the proposed plantings in the parking
islands needed to be low plantings. He further explained the
project would have a major impact to Zion Road traffic. He stated
he believed traffic flow within the complex would be a problem.
DON BUNN - CITY ENGINEER
Mr. Bunn stated he had talked to Mickey Jackson, Fire Department.
He recommended Mr. Fugitt contacted Mr. Jackson regarding placement
of three fire hydrants. He explained Mr. Fugitt would have to run
an 8 -inch extension in order to serve the hydrants.
Mr. Bunn explained the city would need a grading plan.
Mr. Fugitt stated he had received notification of the new ordinance
just a few days before completing the plot plan. He explained he
had immediately requested a topography on the property but had not
received it yet. He stated as soon as the topography was completed
he would complete the application and submit the plan.
Mr. Bunn stated the zoning, ownership and existing trees would also
have to be shown on the plat. He explained there was a possibility
the city would ask for additional dedication along Zion Road. He
stated this area was on the Master Sidewalk Plan so they would need
sidewalks along Zion Road. He further stated they would need a
drainage plan.
Mr. Fugitt stated there was currently a large drainage ditch along
the east property line. He explained the majority of drainage
would go into the ditch.

in the drainage area.
Ms. Bryant explained that on all plats they needed to indicate the
name of the owner, builder and developer together with the zoning
classification. She further stated the plat needed contour lines,
the width of the curb cuts, and the other streets in the area to be
shown.
In response to a question from Ms. Bryant regarding calculation of
the parking spaces, Mr. Fugitt explained there were 20 bedrooms per
unit and he had figured 2 spaces for a two bedroom unit and one and
one-half spaces for a 1 bedroom unit or 22 spaces per unit.
Ms. Bryant asked Mr. Fugitt to show the number of units, broken
down by number of bedrooms.
Mr. Fugitt explained that per unit there were eight two-bedroom
units and 4 one -bedroom units with a total of 14 units.
Ms. Langley stated the Parks Department had contacted her but they
had believed there were only 140 dwelling units instead of 168.
She explained that would make their parks fee calculations
incorrect.
Mr. Bunn stated Mr. Fugitt would also need to show which easements
were existing and which were proposed. He further stated the
easements would need to be dedicated by separate instrument.
