HomeMy WebLinkAbout1991-06-06 Minutes• • A meeting Thursday, Building, MINUTES OF A PLAT REVIEW MEETING of the Fayetteville Plat Review Committee was held on June 6, 1991 in Room 326 of the City Administration 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, Jim Crownover, and L. O. Ferguson Don Bunn, Mickey Jackson, Perry Franklin, and Sharon Langley Harry Gray, Mark Marquess, and John Mahaffey PRELIMINARY PLAT - WEDINGTON HEIGHTS ADDITION MARK MARQUESS - E OF SALEM, N OF WEDINGTON DR. The first item on the agenda was a request for approval of a preliminary plat for Wedington Heights Addition, located to the east of Salem and on the north of Wedington Drive, presented by Harry Gray on behalf of Mark Marquess, BMD Development. The property consists of 34 acres with 151 lots proposed. The property is zoned R-1.5, Moderate Density. Mr. Harry Gray, Northwest Engineers, Inc., explained the developer, BMp Development, Inc., had applied for rezoning to R-1.5 in order to construct affordable housing. He further explained they planned for the north half of the property to be affordable housing and the south half would be a typical R-1 development with moderate priced homes. He stated the entire project was contingent upon the rezoning. In response to a question from Mr. Bunn, Mr. Gray explained they would definitely start Phase I first and then it would depend on the sale of the houses. He stated Phases I and II were approximately 50-50 in typical R-1 houses and affordable houses, but Phase III was all affordable housing. He explained that, if the affordable housing sold quickly out of Phase I, they probably would construct Phase III before Phase II. Mr. Bunn pointed out Phase II would complete the street and waterline loop. Mr. Gray agreed that from the cost standpoint completing Phase II after Phase I was the most logical. In response to a question from Mr. Bunn, Mr. Gray explained there were duplexes across from the entrance on Anne Street and they might construct some at the entrance. • Mr. Bunn stated the utility companies would need to know if they were going to construct duplexes. 136 • • • Plat Review June 6, 1991 Page 2 Mr. Gray stated the primary reason for the R-1.5 zoning was due to the smaller lot size, allowing affordable housing, not to construct multi -family housing. JIM CROWNOVER - OZARK ELECTRIC Mr. Crownover stated they would need a minimum 15 foot easement down all back lot lines and on the side lots when they crossed the street. He stated he would redline the plat and return it to Mr. Gray. He pointed out the street lights might have to be moved but he would also mark those on the plat. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated he had marked the plat where he would need easements. The other utility company representatives reviewed the plat and all representatives agreed on proposed locations of the easements. Mr. Evans explained he would need a quad whenever there was a crossing. He stated they had an existing 3 -inch line along the west side of the property. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated the noted easements would be sufficient. He pointed out they had an aerial line along the west side of the property. The utility representatives requested that portions of the adjoining subdivision be shown so that they could see where the lines were located in relation to this subdivision. PERRY FRANKLIN - TRAFFIC DEPT. Mr. Franklin asked that Mr. Gray contact Jim Johnson, Water Department, for street names. He also expressed concern that Anne become a through street. Mr. Gray expressed hope that the City of Fayetteville would assist in the cost of making Anne a through street. Mr. Franklin also expressed concern regarding the amount of traffic entering on Salem Road. MICKEY JACKSON - FIRE DEPT. Mr. Jackson stated the fire hydrant located at Anne and Street "F" would need to be moved eastward to the phase line. • • • Plat Review June 6, 1991 Page 3 SHARON LANGLEY - PLANNING DEPT. In response to a question from Ms. Langley, Mr. Gray verified that the frontage of the lots on the cul-de-sacs would be at least 60 feet in width at the setback lines. DON BUNN - ENGINEERING Mr. Bunn agreed with the utility representatives that it would be a good idea to show the adjacent lots on the west. He also suggested the off-site easements be shown on the plat. Mr. Bunn stated that, if they did anticipate constructing multi -family housing, he would like to have the lots designated now. Mr. Marquess explained that, if they should do any multi -family dwellings, it would be done in Phase III. He further explained that it was doubtful that they would construct any multi -family housing, but if they should do so, they would contact the utility companies. Mr. Bunn stated the utility companies would need to know if there were to be multi -family housing before they put the lines in. Mr. Marquess once again stated they did family housing at this time. Mr. Bunn further stated he doubted the funding of Anne Street. not anticipate any multi - City would assist in the FINAL PLAT - DOUBLETREE ESTATES LESLIE B. HOWELL, MT. COMFORT RD (OUTSIDE OF CITY) The second item presented to the Plat Review Committee was the final plat of Doubletree Estates, consisting of 22.84 acres with 10 proposed lots. The property is located outside of the City Limits on Mt. Comfort Road. Mr. John Mahaffey is representing Leslie B. Howell, owner of the property. Mr. Bunn stated there would need to be a vicinity map on the plat. In response to a question from Mr. Bunn, Mr. Mahaffey explained the county had approved the final plat subject to a 125% bond for improvements and moving the property lines to the center of the street. Mr. Mahaffey stated that the streets and drainage plan were almost done. He explained that lots 8 and 9 had been changed from the preliminary plat, because there was a low area between lots 8 and 10. Due to drainage, Mr. Mahaffey turned lots 8 and 9 ninety degrees. 13l • • Plat Review June 6, 1991 Page 4 JIM CROSSOVER - OZARK ELECTRIC Mr. Crossover stated he believed the easements were adequate. He stated he believed that lots this size could be better served overhead rather than underground. Mr. Mahaffey explained the developer would be selling the lots, allowing the owners to build their own houses. RICK EVANS - WESTERN GAS Mr. Evans stated the easements were fine. He explained that at the present time they did not offer service in that area. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated they, too, had nothing in that area. PERRY FRANKLIN - TRAFFIC DEPT. Mr. Franklin asked if they had checked the street names with Jim Johnson, Water Dept. Mr. Mahaffey stated they had. MICKEY JACKSON - FIRE DEPT. Mr. Jackson pointed out there was a new water line running down Mt. Comfort Road. He suggested a fire hydrant at each end of Doubletree Drive. Mr. Mahaffey stated they were already there. DON BUNN - ENGINEERING Mr. Bunn stated the city would need a contract with the developer for the completion of the street and drainage plans. The meeting was adjourned at 9:40 a.m.
