HomeMy WebLinkAbout1991-05-09 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 9, 1991 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: Rick Evans, Larry Winkler, L. O. Ferguson, and Tom McElroy Don Bunn, Mickey Jackson, Perry Franklin, Becky Bryant, and Sharon Langley LARGE SCALE DEVELOPMENT - DON'S WHOLESALE CAR SALES DON NELMS - W OF COLLEGE, N OF TOWNSHIP The first item on the agenda was Don's Wholesale Used cars, located on the north side of Township, property consists of 1.74 acres. Thoroughfare Commercial. a large scale development for to the west side of College and presented by Don Nelms. The The property is zoned C-2, L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he had no problem with this item. LARRY WINKLER - SWEPCO Mr. Winkler stated he had received a call from Northwest Engineers asking if there was an existing easement. He explained he had not been able to find a copy of the easement but he was reasonably sure there was an existing easement. Mr. Nelms requested that SWEPCO install all of the lighting. He explained that he assumed the electric company would make some alterations regarding placement of the lighting. He suggested putting a light on each side of the entrance driveway and then one on each side of the lot, making sure the entire lot had good lighting. Mr. Winkler stated they would like to have a 15 or 20 -foot easement along the east property line, which could be off-site. He further explained a parking lot could run over easements but buildings could not be constructed over an easement. Mr. Nelms pointed out a proposed building site at the back of the property. He explained the building would be a clean-up and detail shop. Mr. Winkler stated they would work with Mr. Nelms on location of the lights. He explained that for service to the proposed building the line would come from either from Township or relocate the line. 131 • • • Plat Review May 9, 1991 Page 2 He further explained the line could be overhead or they could run it underground. TOM MC ELROY - SOUTHWESTERN BELL TELEPHONE Mr. McElroy explained they had a cable running 24 to 30 inches deep along the front of the property. Mr. Nelms stated they had planned to drop the elevation approximately 2 feet and then gradually grade upward and maintain the same elevation throughout the lot. He explained he would like the drive thru flat but where the cars were parked to be sloped, giving a presentation to the road. Mr. McElroy stated they might have to move the front cable. He further stated they could relocate to the 20 foot easement along the east property line. Mr. Nelms stated the State of Arkansas had agreed to redo all ditches if he was willing to wait for them to do it. Mr. Franklin, Traffic Division, stated the State had a file on this area since the early 1970's but no one knew when they would be widening the street. Mr. McElroy stated the State was preparing to work on the bridge. He explained they apparently were getting ready to widen the street because they always did the bridges first. Mr. McElroy stated he would also like a 15 foot easement across the front of the property. He explained he could move the cable back and would not have to work about it getting cut when Mr. Nelms began grading the property. Mr. Nelms stated there was a current easement of 10 feet. Staff requested that Mr. Nelms show existing easements on the plats presented to the city. In response to a question from Mr. Nelms, Mr. Bunn explained the water line ran under the highway. He stated he did not know if the line was a 2 -inch line but the city would check the line to see what type of pressure was available. He explained that, if Mrs. Nettleship agreed, double service could be made out of that line. He further explained double service was normally not done unless the original service agreed to it. Mr. Nelms stated they would have to go under the highway for the sewer line. Plat Review • May 9, 1991 Page 3 • • Mr. Bunn explained the water and sewer lines could not be run together, the water and sewer lines had to be separated by 10 feet. It was agreed Mr. Nelms would probably need a separate water line since he wanted to have 2-3 car washes on the property. In response to a question from Mr. McElroy, Mr. Nelms explained the telephone would be run thru his own system. RICK EVANS - ARKANSAS WESTERN GAS COMPANY Mr. Evans stated he had no problems with the project. DON BUNN - CITY ENGINEER Mr. Bunn suggested that Mr. Nelms talk to Don Osborne regarding the water service. He stated the sewer line was hard to get to; there would have to be an extension bored under Township. He stated the plans and specifications would have to be drawn up and submitted to the city engineer's office for approval and to the health department. Mr. Bunn further explained the master street plan called for a 100 foot right-of-way for Township. He asked for an additional 10 foot of right-of-way, making a total of 50 feet from Mr. Nelms' side. He explained to Mr. Nelms the difference between right-of-way and setbacks. He further explained Mr. Nelms would need to dedicate the land by separate instrument. In response to a question from Mr. Bunn regarding drainage, Mr. Nelms explained there would be no curbs so the runoff would go into the ditch naturally. He further explained they would be using concrete pads so the water could run between the cars. Mr. Bunn pointed out an area Mr. Nelms might consider to put in curbing rather than letting runoff go onto an adjoining property. MICKEY JACKSON - FIRE DEPT. In response to a question from Mr. Jackson, Mr. Nelms stated the detail and clean up shop would be built in approximately 2 years. Mr. Jackson explained there had to be a hydrant within 300 feet of the lot. He further explained there would have to be a hydrant available for the proposed detail building. He suggested installing the hydrant now rather than waiting. Mr. Jackson stated the closest fire hydrant was at the northeast corner of the property and there was another hydrant in front of Burger King. • • Plat Review May 9, 1991 Page 4 BECKY BRYANT - PLANNING ASSOCIATE Ms. Bryant informed Mr. Nelms her office would need a plat showing all of the easement and right-of-way information. She further pointed out the area in question had quite a bit of paving causing glare and heat. She suggested landscaping to reduce the glare and heat and present a more attractive front to the street. She explained landscaping was a voluntary program but she encouraged him to add landscaping. Mr. Nelms pointed out areas on the plat which would be green areas with grass, flowers and shrubs. L. O. FERGUSON - WARNER CABLE Mr. Ferguson explained that he would need a separate conduit to the pole in the back if Mr. Nelms wanted cable in the building. Mr. Nelms stated he was not planning on having cable t.v. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin explained that, if there was any landscaping or signing within 25 feet of the driveway, it would need to be below 30 inches. FINAL PLAT - BROOKHOLLOW SUBDIVISION, PHASE III JERRY SWEETZER - S. OF ZION RD., W OF OLD MISSOURI RD. The next item to be considered was a final plat for Brookhollow Subdivision, Phase III, located south of Zion Road and west of Old Missouri Road. The property is owned by Jerry Sweetzer, zoned R-2, Medium Density Residential, and consists of 5.81 acres to be divided into 19 lots. Dave Jorgenson, representing Jerry Sweetzer, appeared before the Committee and explained the subgrade was almost complete, the water and sewer were complete. He stated the project should be finished in the near future. He further stated although the property was zoned R-2, the proposed homes were single family. KEN RAIDER - OZARK ELECTRIC Mr. Raider pointed out the 10 foot easements would need to be 15 feet and also the easements going between lots 17 and 18 and lots 6 and 8 would need 15 foot easements. He stated the 20 foot easement on the west would be okay. 1fl • • • Plat Review May 9, 1991 Page 5 L. O. FERGUSON - WARNER CABLE Mr. Ferguson requested an easement on the north side of lots 8, 7 and 14 and the south side of lot 12. It was suggested that the 25 foot setback also be listed as an easement. TOM MC ELROY - SOUTHWESTERN BELL TELEPHONE Mr. McElroy asked if Mr. Jorgenson wanted service from the front or back of lots 12 and 13. He explained that, if they were served off the back, there would have to be an easement across either lot 12 or lot 13. Mr. Jorgensen explained he had intended to have a 25 foot utility and access easement off of each one. Mr. McElroy explained he would prefer coming off the east side and across so he would not have to get on the south line. Mr. Jorgenson stated he would put a 15 foot easement between lots 10 and 13. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated all of the proposed easements were fine. PERRY FRANKLIN - TRAFFIC DIVISION Mr. Franklin suggested an island to separate the large "throat" area at the south of the development. Mr. Jorgensen pointed out the plat was the actual right-of-way, but would really be a small cul-de-sac. DON BUNN - CITY ENGINEER Mr. Bunn cautioned that the fire hydrant not be set on top of the sewer line. He explained that, before the final plat could be signed off and filed, the city would need a copy of the subdivision covenants and a contract for the unfinished improvements. LARGE SCALE DEVELOPMENT - McILROY BANK KIM FUGITT - 1947 N. The zoning is C-2, '33 • • • Plat Review May 9, 1991 Page 6 No one was present to represent Mcllroy Bank. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated he had no problems with this item. LARRY WINKLER - SWEPCO Mr. Winkler stated he had no problems except they had the wrong meter pole which might have to be moved. TOM MC ELROY - SOUTHWESTERN BELL TELEPHONE Mr. McElroy stated he had no comments. RICK EVANS - ARKANSAS WESTERN GAS CO. Mr. Evans stated the gas company would have to move the meter but they could do that. DON BUNN - CITY ENGINEER Mr. Bunn stated he had no comments. BECKY BRYANT - PLANNING ASSOCIATE Ms. Bryant stated her only comment was that trees could not be removed from the city right-of-way. PERRY FRANKLIN - TRAFFIC DEPT. Mr. Franklin stated his only comments related to plantings at entrances and exits not being higher than 30 inches. DON BUNN - CITY ENGINEER Mr. Bunn stated they must dedicate land to bring the right-of-way to fifty feet. LARGE SCALE DEVELOPMENT - KIRBY'S RESTAURANT KIRBY WALKER - E OF FRONT ST, N OF SAIN The last item to be reviewed was a large scale development for Kirby's Restaurant to be located east of Front Street and north of Sain. The property contains 1.98 acres and is zoned C-2, Thoroughfare Commercial. Mr. Kirby Walker and Jay Berryman were present to answer the committee's questions. 13y • • • Plat Review May 9, 1991 Page 7 L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated their was an aerial line on the west side of Front Street but coming across the road could be a problem. There was discussion regarding placement of both the telephone pole and cable lines. Mr. Ferguson stated the line would probably be overhead. He requested a 2 -inch pvc from the building to the nearest power. He explained he would wire the outlets in the building. LARRY WINKLER - SWEPCO Mr. Winkler stated he would need an easement on the south property line. He further stated he would need either 25 feet from the subject property or 12 1/2 feet from the subject property and 12 1/2 feet from the adjoining property. Mr. Winkler discussed service to the building and placement of the power lines. He further explained there would be no easement required for parking lot lights. TOM MC ELROY - SOUTHWESTERN BELL TELEPHONE Mr. McElroy stated he would be coming down the south line of the property and would like to serve the property from the southeast corner. He stated he would need a 2 -inch line. He agreed he needed the same easement as SWEPCO had requested. RICK EVANS - ARKANSAS WESTERN GAS CO. Mr. Evans stated the easements requested would be fine for him also. DON BUNN - CITY ENGINEER Mr. Bunn stated the water and sewer lines were located across the road. He suggested Mr. Walker talk with Eddie McConnell, of the city, to tap the water and sewer lines. In response to a question from Mr. Bunn, Mr. Walker stated there was a fire hydrant within 300 feet of the building. BECKY BRYANT - ASSOCIATE PLANNER Ms. Bryant stated she had no comments. She further stated it appeared they were landscaping the property. Plat Review May 9, 1991 Page 8 PERRY FRANKLIN - TRAFFIC DEPT. Mr. Franklin stated he believed the traffic pattern for the parking area would be confusing but numerous restaurants in the area had the same traffic pattern. Mr. Franklin stated the Sanitation Department normally required a certain schedule of concrete underneath the pad for the dumpster area. He stated he would notify Sanitation of the plans. He further stated the landscaping along edge of the road needed to be lower than 30 inches or limbs higher than 8 feet. The meeting was adjourned.
