HomeMy WebLinkAbout1990-11-21 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, November 21, 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: Rick Evans, James Crownover, and Tom McElroy CITY REPRESENTATIVES: Elaine Cattaneo, Mickey Jackson, and Don Bunn OTHERS PRESENT: Dave Jorgensen, Mel Milholland, and John Mahaffey FINAL PLAT OF AARON SUBDIVISION DUB DUNAWAY - NW CORNER OF HUNTSVILLE & CHERRY The first item was a final plat of Aaron Subdivision submitted by Dub Dunaway and represented by Dave Jorgensen of Jorgensen & Associates for property located on the northwest corner of Huntsville Road and Cherry Street. The property is zoned R-1, Low Density Residential. It contains 1.34 acres with 5 proposed lots. DAVE JORGENSEN - REPRESENTATIVE Jorgensen stated they had originally planned to put in a 2" water line on Cherry Street, but it came up that the City would possibly pay the difference so that it could be upgraded to a 6" line. He noted that there is an existing fire hydrant on the corner which will serve all of the lots. JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that he has no problems with this development. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy had no comments. RICK EVANS - ARKANSAS WESTERN GAS Evans had no comments. DON BUNN - CITY ENGINEER Bunn stated that the off-site improvements, required would be for frontage on lots 1 & 2. Bunn stated that they would look into putting in a larger water line at this location, but they may not have the funds. MICKEY JACKSON - FIRE CHIEF Jackson had no comments. /05 • X Plat Review November 21, 1990 Page 2 PRELIMINARY PLAT OF ZION PLACE JOHN & LORA DEAN - W SIDE OF W.C. 87 The second item was a preliminary plat of Zion Place Subdivision submitted by Mel Milholland on behalf of John & Lora Dean for property located on the west side of Washington County Road 87 outside of the City Limits. The property contains 80 acres with 16 proposed lots. MEL MILHOLLAND - REPRESENTATIVE Milholland stated that this property is adjacent to property that was annexed into the City Limits of Springdale. He noted that the street shown running east/west just to the north of this is Albright. DON BUNN - CITY ENGINEER Bunn asked if the City of Springdale had reviewed this. Mr. Milholland stated that he has sent them a copy and they will recommend for the Planning Commission to go with whatever street improvements that the County requires. He added that the County • has already reviewed it, but he plans to send all the information to them once the City has looked at it. JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that the easements as shown are adequate. He advised that they need to make sure all the easements in this development because from his experience it won't be easy to get easements off-site in this area. He noted that he can serve this the same way the telephone company plans to which would make the easements shown not necessary. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that they would like to serve this across the north property line with two legs extending south down the middle of the development to serve all of the lots. Therefore, they will need easements for that. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they will need a 40' utility easement along Zion Road, on the west side, for their existing line. DON BUNN - CITY ENGINEER • Bunn stated that he would like to have the entire 50' along W. C. 543 as an easement. He advised that there needs to be a note on the plat as to whether this property is wooded or not. MICKEY JACKSON - FIRE CHIEF Jackson stated that he would like to recommend that they place a fire hydrant on each end of the water line although he can't really require that. It would also be good if they put in a 6" water line FINAL PLAT OF DOUBLE SPRINGS ESTATES STEVE & DONNA COMBS - W OF DOUBLE SPS, S OF WEDINGTON The third item was a final plat of Double Springs Estates submitted by Milholland Engineers on behalf of Steve & Donna Combs for property located on the west of Double Springs Road and south of Wedington Drive, outside the City Limits. The property contains ten acres with four proposed lots. JIM CROWNOVER - OZARKS ELECTRIC Crownover requested an easement on the north and south property lines instead down the middle. They will need 15' along the south and 20' along the north side. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that the easements requested will be sufficient. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that it was o.k. as proposed. DON BUNN - CITY ENGINEER Bunn had no comments. MICKEY JACKSON - FIRE CHIEF Jackson had no comments. PRELIMINARY PLAT OF DOUBLETREE ESTATES LESLIE HOWELL - W.C. 84 (MT COMFORT RD) The fourth item was a preliminary plat of Doubletree Estates submitted by John Mahaffey of Mahaffey Engineers on behalf of Leslie Howell for property located on Washington County Road 84 (Mt. Comfort Road) outside of the City Limits. The property contains 23.09 acres with 10 proposed lots. l0 • Plat Review November 21, 1990 Page 4 • • DON BUNN - CITY ENGINEER Bunn stated that they need to put a vicinity map on this which will show them where this is located from Fayetteville. They also need to show where this lies in relation to the Fayetteville Growth Area lines. The pavement section of the street needs to be constructed to city standards. They may need to name the part of the street that runs east/west something else. Mr. Mahaffey stated that he had two names on it and the County requested that it be only one name. He has no problem with the size of the water line and the fire hydrant is consistent with the present policy. JOHH MAHAFFEY - REPRESENTATIVE Mahaffey stated that the perc tests and soil tests have been done. There is a 6" water line with a fire hydrant on the end of it and there will be a 2" water down to the cul-de-sac. He proposes to build a 20' paved street with a future extension. JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that the easements as shown are adequate. So as not to run the risk of duplicating facilities to serve the lots, they will need an easement between lots 3 & 4, lots 2 & 5, lots 6 & 7 and lots 8 & 9 in order to serve both lots off of one line. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that the easements as shown and requested will be adequate. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that the easements are fine. MICKEY JACKSON - FIRE CHIEF Jackson stated that reasonable fire protection facilities would mandate a fire hydrant at the intersection where Staci Drive comes off of Mt. Comfort Road. He noted that they don't have the authority to require that outside of the City. /of
