HomeMy WebLinkAbout1990-11-08 Minutes• • • MINUTES OF A PLAT REVIEW MEETING Hag -40 A meeting of Fayetteville Plat Review Committee was held on Thursday, , 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, L.O. Ferguson, Larry Winkler, and Tom McElroy Perry Franklin, Elaine Cattaneo, and Don Bunn Gary Carnahan, Neal Albright, Pat Pinnell and Dave Jorgensen LARGE SCALE DEVELOPMENT PLAN FOR UNIVERSITY BAPTIST CHURCH GARY CARNAHAN - 315 WEST MAPLE The first item was a large scale development plan for an expansion of University Baptist Church submitted by Gary Carnahan on behalf of the church located at 315 West Maple. This property is zoned R-3, High Density Residential. GARY CARNAHAN - REPRESENTATIVE FOR THE CHURCH Carnahan stated that Kent Holt, the youth pastor for the church, and Gary Striegler, chairman of the building committee for the church, are present. He advised that they are proposing to build a youth building on the southeast part of the property. There will be a gym in half of the building with youth activities held there. It will be used on Sunday morning for classrooms. They will be moving kids that are already at the church to a different building on the church campus. LARRY WINKLER - SWEPCO Winkler stated that they have a main three-phase line on Watson Street that they can serve this from. There will be no problems serving this and no easements are needed. L.O. FERGUSON - WARNER CABLE Ferguson stated that they have service on Watson Street. They will need a schedule 40 PVC from the pole to the building. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that the church has its own phone system on their property. Therefore, Southwestern Bell won't be doing anything. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they have a 2" line on Watson Street and will /oo Plat Review • November 8, 1990 Page 2 • x • have no problem serving the building. He requested that 15' of the 25' building setback along Watson Street be designated as a utility easement going all the way from Campbell Avenue to the west property line. DON BUNN - CITY ENGINEER Bunn advised that they will need a sewer tap from the sewer line in Watson Street. The water line is also in Watson Street. BECKY BRYANT - ASSOCIATE PLANNER Bryant advised that the staff will need to know the total square footage of all of the buildings and what the use of each one is dedicated to. Carnahan advised that they have parking available for 350 cars, and they aren't creating a need for new parking. He noted that he thought, the parking was based upon the seating capacity of the main church sanctuary. Bryant advised that for other functions, it is based on different criteria. She advised that the staff will review this within the next week to look at the parking, zoning, setbacks and whether a conditional use will be required. PERRY FRANKLIN - PUBLIC WORKS In answer to a question from Franklin, Carnahan stated that they don't plan to have a trash dumpster. Franklin advised that he would like to make them aware that there has been some discussion about changing traffic flow around this area in conjunction with the improvements in the Dickson Street area. He added that the City has some "Buckle Up" exits signs if they want them. LARGE SCALE DEVELOPMENT PLAN FOR OFFICE & WAREHOUSE PAT PINNELL - S OF 6TH ST, E OF BEECHWOOD AVE The second item was a large scale development plan for Office & Warehouse submitted by Pat Pinnell and represented by Neal Albright, Engineer, for property located on the south side of 6th Street and east of Beechwood Avenue. The property is zoned I-1, Light Industrial & Heavy Commercial. NEAL ALBRIGHT - ENGINEER Albright stated that Mr. Pinnell proposes to build a metal 50' x 300' building with the front part to be used as office and the back as warehouse for his contracting business. He noted that there is an overlapping of two surveys on the north property line which is in the process of being resolved. /0( • Plat Review November 8, 1990 Page 3 LARRY WINKLER - SWEPCO Winkler stated that they have a three-phase line in front of the property. He requested that the 25' building setback be designated as a utility easement. He added that the square box on the plat that is labeled "telephone" is actually their pedestal. And the line to the self -storage units north of this will be going under this new building. He noted that it is a private service put in by the customer,. so they will need to work that out with whoever owns the self -storage units. L.O. FERGUSON - WARNER CABLE Ferguson stated that their closest service is on 6th Street. An extension of service to their property would be on a cost-sharing basis with the property owner. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE In answer to a question from McElroy, Pinnell stated that they only need two telephone lines. He noted that the easement requested along the front would be sufficient. They will need pipe • underneath any concrete between the easement and the building. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they have a main gas line on the west side of Beechwood and there will be no problem serving this property. DON BUNN - CITY ENGINEER Bunn stated that both water and sewer service are in Beechwood Avenue. He noted that they would be required to improvement Beechwood to the equivalent of half of a city standard street including drainage. An additional easement may be required for the right-of-way on Beechwood. BECKY BRYANT - ASSOCIATE PLANNER Bryant stated that Mickey Jackson, Fire Chief, questioned whether they plan to sprinkler this building. Pinnell stated that they plan to rough in for a sprinkler system and may put up in later depending on how they use the building. Bryant noted that Jackson advised that they check into the insurance advantages for sprinklered buildings even though it isn't required. Also, a fire hydrant is required within 500' of the most distance part of the building. Bryant noted that no sidewalk is needed on • Beechwood. According to her calculations, two more parking spaces are needed for a total of 18. Also, they need to be aware that the problem with the property line on the north side of this /0a • Plat Review November 8, 1990 Page 4 • • property could affect the building setback. PERRY FRANKLIN - PUBLIC WORKS Franklin stated that the Solid Waste Department has noted the proposed dumpster is with a gravel space large enough for garbage trucks to get in and out. Whether gravel is adequate, he didn't know. Pinnell stated that he will maintain it so it will be stable for the garbage trucks. PRELIMINARY PLAT OF BROOKHOLLOW - PHASE III JERRY SWEETSER - N OF JOYCE ST, W OF OLD MISSOURI RD The third item was a preliminary plat of Brookhollow - Phase III submitted by Dave Jorgensen on behalf of Jerry Sweetser for property located on the north side of Joyce Street and west of Old Missouri Road. The property is zoned R-2, Medium Density Residential. DAVE JORGENSEN - REPRESENTATIVE OF OWNER/DEVELOPER Jorgensen stated that this is a re -submittal of an existing preliminary plat by the name of Cambray Subdivision. The only changes from before is the name of the subdivision and the addition of four lots. One lot has been added on the east side of Cambray Drive, a lot has been added on the corner of Cambray and Frazier Terrace, and two tandem lots on the north side of Frazier with a private drive access proposed leading (lots 9 & 10). He advised that Mr. Sweetser would like to request a waiver of the 25' wide access requirement for tandem lots. He would like to have a 15' or 20' access for each one. Bryant advised that she didn't think the Planning Commission had the authority to waive that requirement. DON BUNN - CITY ENGINEER Bunn advised that water service for the tandem lots could come off of Frazier Terrace instead of having a 2" line up the access. He stated that there needs to be a note on the plat that this is a revised preliminary plat of Cambray Subdivision. Also, there needs to be a designation on the plat as to whether this is proposed as single-family development. The subdivision covenants also need to indicate the type of development. FERGUSON - WARNER CABLE Ferguson stated that they have service all around this. He requested a 20' easement between lots 10 & 11 to serve lot 8. Need street crossing on Frazier Terrace. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that the easement along the south property line is shown as "75'" rather than "7.5 ". All the easements as shown and requested are satisfactory. Need street crossing on Frazier Terrace. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that easements as shown and requested are adequate. He requested a crossing on the west edge of Frazier Terrace between lots 11 & 12. BECKY BRYANT - ASSOCIATE PLANNER Bryant stated that when the original preliminary came through, there were questions about the big cul-de-sac and whether it should be named. Bunn noted that the problem was that the staff didn't want the whole space paved as cul-de-sac; they are proposing to only pave the standard size cul-de-sac area. PERRY FRANKLIN - PUBLIC WORKS Franklin stated that the Water Meter Division may want this cul-de- sac named, so that they can address the lots off of it. He requested that they get in touch with the Water Meter Division to clarify this. Also, if they intend to name the private drive, the staff would like the street name sign to be made by the City so that it is easy to read and find in case of an emergency. He noted that, as far as the greenspace requirement, the Parks Department stated that the land requirement would be .24 acres with the money in lieu being $1,995 which is based on single-family development. The next Parks Board meeting is November 19th at 5:15 p.m. JIM JOHNSON - WATER METER DIVISION Johnson was not available at the meeting, but he commented that the cul-de-sac would not need a name. /0v
