A meeting of the Fayetteville Plat Review Committee was held on
Thursday, September 20, 1990 in Room 111 of the City Administration
Building, 113 West Mountain Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN FOR MINI -STORAGE
DENNIS & DALE CAUDLE - E OF RUPPLE RD, N OF WEDINGTON DR
The first item was a large scale development plan for Mini -storage
submitted by Dennis & Dale Caudle and represented by Dennis Becker,
Architect, for property located east of Rupple Road and north of
Wedington Drive. The property is zoned C-2, Thoroughfare
Commercial and contains 3.5 acres more or less.
DENNIS BECKER - REPRESENTATIVE FOR THE OWNER
Becker advised that the owners want to do a phased project starting
with four buildings. The second phase would have maybe four
buildings with vehicle parking at the east end of the lot. They
will only need water and electrical service. They don't want any
trash pick-up. The owners have a bill of assurance for tree
preservation. They have done a tree count and a survey. The
overall site drainage will continue to run in the route that it
currently takes.
JIM CROWNOVER - OZARKS ELECTRIC
Crownover stated that they won't have any problem getting service
to them. The second phase is getting a little spread out. He
noted that they will need more details as to what kind of service
they will need. Becker stated that it would be minimal as far as
lighting is concerned and maybe some power as far as receptacles.
Crownover stated that they will cross the road overhead. If
there is going to only be one entrance for the building, he would
suggest putting it towards the middle of the building.
ROY HAWKINS - SOUTHWESTERN BELL TELEPHONE
Hawkins stated that if they ever require any telephone service,
they will work with them. He noted that there may be a need for a

burglar alarm. He recommended that they put in a pass so that
they can get across the pavement.
BECKY BRYANT - ASSOCIATE PLANNER
Bryant stated that they don't have any problems with the lack of
parking in here. There should be two fire hydrants located
diagonally across from each other for the project. The fire
hydrant that was required with the large scale development for
Airways Freight hasn't been installed. She added that they need
to submit proof of notification of the adjoining property owners by
the Subdivision Committee meeting. There is no sidewalk
requirement. She asked whether they would have any problem with
the tree preservation plan if they do the second phase. Becker
stated that it would be close. They don't want to have to request
an invoking of the 10% flex that is allowed, but there is a
possibility that they will need to. Bryant stated that the staff
would be happy to go out to the site with them to look at the tree
situation. Becker stated that they are planning to take a fixed
tree count in the first phase.
DON BUNN - CITY ENGINEER
• Bunn stated that no additional right-of-way is needed. He added
that after paving they may have a problem with drainage on this
property and maybe on adjacent properties. They need to be
prepared to take care of those problems. He cautioned that they
need to look at drainage carefully. He added that Rupple Road
doesn't have curb & gutter, so they will need to give some sort of
surety that the off-site improvements will be done for half of
Rupple Road across the front of this property. He added that, if
a fire hydrant is required, then they need water service.

PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin stated that, if they have any plans for anything over 30"
high within 25' of their exit, they need to look at traffic sight
distance. He added that they have some "Buckle Up" seat belt exit
signs, if they want them. He added that Hal Morton, Solid Waste
Management, was concerned that no dumpster was indicated. Becker
stated that they don't need one, because this doesn't create trash
in and of itself.
LARGE SCALE DEVELOPMENT PLAN FOR PARKING LOT ADDITION
TYSON'S FOODS, INC - 2700 SOUTH SCHOOL AVENUE
The second item was a large scale development plan for parking lot
addition at Tyson's Foods, Inc. located at 2700 South School Avenue
submitted by Tyson's Foods, Inc. and represented by Frank Straight.
The property is zoned I-1, Light Industrial & Heavy Commercial.

FRANK STRAIGHT - REPRESENTATIVE FOR TYSON'S
Straight stated that they are proposing to add 200 additional
parking spaces on the southern part of the property. He added
that they are proposing asphalt paving with concrete wheel stops.
There will be no new access to the street. This is intended to
parking for employees; they are adding two new entree item
processing lines in the existing building. He stated that he is
standing in for Skip McLoud, who is in charge of field construction
operations. Mr. McLoud will be picking the project up and dealing
with the rest of the details.
LARRY WINKLER - SWEPCO
Winkler stated that they have one light pole that will conflict, so
it will need to be moved over to where the new curb will join the
existing parking. He added that someone from their marketing
department has spoken to them about additional lighting. He added
that they will probably be extending the lighting along the curb to
the west. They will work out the details later. No new easements
will be required.

BECKY BRYANT - ASSOCIATE PLANNER
Bryant stated that the City doesn't have a landscape ordinance in
affect, so landscaping isn't required. However, they are
concerned about such a broad expanse of pavement without any type
of landscaping. The staff recommends that they put in some
landscaping to cut down on glare and heat to make it more
attractive.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin asked if there will be a shift of workers exiting this
parking lot at the same time the existing parking people are
leaving. He is concerned about the one way in and out being able
to handle the additional shift at the same time as the other shift.
Straight stated that they could alleviate some of the problems with

turning people loose at the same time. The Plant Management would
have to work that out. He added that there would not be 200 more
people leaving at the same time. It is a split shift and only
half will be working at one time. The other half will be coming
on site before these people are released.
DON BUNN - CITY ENGINEER
Bunn advised that he met with them several weeks ago on site
regarding the sidewalk along here. He added that a sidewalk is
required along their Highway 71 property boundary, and the staff
recommends that it be placed along side the highway. He added
that parking lot drainage needs to be looked at to see how the
added water will affect their existing drainage capacity. This
will change the peak flows, and they need to check to make sure
their existing ditches are able to handle the additional peak flow
and velocity of the new drainage.
LARGE SCALE DEVELOPMENT PLAN FOR ADDITION
FAYETTEVILLE SCHOOL ADMINISTRATION - 1001 STONE STREET
The third item was a large scale development plan for an addition
• to Fayetteville High School submitted by Fayetteville School
Administration and represented by Mike Green, Engineer, and Laleh
Amirmoez, Architect. The property is located at 1001 Stone Street
and zoned P-1, Institutional.
MIKE GREEN & LALEH AMIRMOEZ - REPRESENTATIVES FOR THE DEVELOPERS
Amirmoez stated that they are proposing to add on to the east side
of the existing high school building where the parking lot is
currently located. The access from Buchanan will remain. The
buses will come south on Buchanan, turn into the high school, drop-
off students, and then continue in a one-way traffic exit to the
southwest, taking the buses away from Bates Elementary just south
of the high school. They will exceed the required number of
parking spaces. They can come in and circulate around the high
school and go back to Stone or go down to Garland. Green stated
that the trick of this whole thing will be the electrical power.
With the existing building being about 120,000 square feet and
adding another 80,000 square feet, the old 248 Three -Phase Delta
System is inadequate. They plan to renovate the existing building
within the next two years. Ultimately, the whole site will be
renovated, and he would like to make sure they convert all of that
to 277 volt lighting and 480 volt service. In order to do that,
they need to start with the new addition. They would like to try
and maintain the existing 240 volt service to the existing
• building, until they start the remodeling activities. Then they
will phase it in. Amirmoez noted that there will be a four-hour
fire wall between the addition and the existing building. Green

stated that there is a transformer tower with three transformers.
There is overhead electric service and overhead t.v. service.
They propose to feed the new electrical and t.v. underground with
primary service over to their new pad mounted transformer which
would ultimately back feed all the old building as it is remodeled.
There would be a feed through with the primary continuing
underground with an inverse dip and go back and re -feed the
existing transformer bank. T.V. would be the same way. As far as
water, they propose to tap on close to the water meter and feed the
new addition separately, so they don't disturb the existing water
service. Right now, the sanitary sewer line is going under the
new construction, and they are proposing to set a new manhole and
pick up the existing 8" that is there now and add a 6" to it from
the new addition and carry it down with another manhole and feed
them to the same manhole that it ultimately feeds now. There is
no problem with grade. As far as the gas, it is now being fed
from a low-pressure meter system down the hill, and the 6" line
tries to handle more that it can which causes gas pressure problems
in cold weather. Therefore, they are proposing to set a medium
pressure gas regulator and meter there and convert all of it from
low pressure gas to 5 lb. gas. There would be a new low pressure
regulator at the building where it enters now. They would feed
• the new addition with medium pressure gas. They don't anticipate
using much more gas. They aren't planning to do anything with the
telephone service. He added that the electricity to Bates
Elementary is fed from a transformer service from off of Highway
62, but it is also being fed from a metered line off of the High
School service. Therefore, there are two separately derived
services which is against code. They are proposing to take all of
this service out during this construction and re -feed the service
on the north end of Bates Elementary from its main service on the
south, so that it will have a code approved electric service and be
metered alone. At this time, some of the Elementary is metered
off of the high school and some of it is metered off of its own
meter. He stated that all the underground work and utility work
will need to be done before they start construction on the
building, which is scheduled to begin in January or February.
Amirmoez stated that the overall drainage patterns will be the same
as they are now with an addition of another drain in the parking
lot.

RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that he doesn't have any problems with what they are
proposing. Will need to get total load and do a pressure test on
the lines to make they will hold the 5 lb. pressure.
LARRY WINKLER - SWEPCO
Winkler stated that he has no problem with their proposal; it is

just a matter of coordination to make sure it all fits together.
They may have to set another pole next to the existing ones to make
the transition rather than doing it on the platform station. He
stated that the poles will be left in the service drive until they
are ready to have them taken out. Green stated that it wouldn't be
a problem. The developers will be responsible for providing a 4"
conduit to the transformer pad and from there a temporary conduit
going on up. He added that there wouldn't be any easements
required. They will need to determine the load off of the high
school off of Bates Elementary to make sure the existing
transformer station there will take care of it.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin stated that Hal Morton of Solid Waste Management is
concerned about the overhead line being over the trash dumpster.
Either the line or the dumpster will need to be moved. He added
that they have done a great job with the layout of the parking lot
and, hopefully, there will be a traffic signal at Highway 180
someday. In answer to a question from Franklin, Green stated
that they will have their own pole and wall lighting in the parking
lot.
L.O. FERGUSON - WARNER CABLE
Ferguson stated that they have had a request to run a new line
around the southwest corner of the building to the auditorium. He
advised that they don't have much way to get across or through the
building to get to the far corner. They may have to have conduit
under the blacktop for the southwest corner to the auditorium. He
noted that the best thing would be for him to go look at it and
work something out with them. They do definitely need a feed from
the auditorium back to the heading on the main cable. He
requested a 2" schedule 40 PVC with steel sweep elbows at all
rises(bends). He requested a copy of the floor plan and the t.v.
outlets proposed.
ROY HAWKINS - SOUTHWESTERN BELL TELEPHONE
Hawkins stated that they do have a demarkation point existing on
the high school, and it will be up to the developers to take the
line from that demarkation point over to the new building. He
noted that he is concerned about the plans for total renovation of
the existing building. Will they lose existing telephone entrance
and demarkation point in the building and what would be the plan to
keep telephone service going in the new building during the
renovation? Green stated that they will have to coordinate it.
Hawkins recommended that they set up a new demarkation point in the
new building for the future, so they could wire and put in a new
cable and wouldn't totally lose all the wiring when renovation on

the old portion is done.
BECKY BRYANT - ASSOCIATE PLANNER
Bryant stated that Mickey Jackson of the Fire Department had stated
that it appeared to him that they might need a sprinkler system.
Jackson will be also talking to them about a fire hydrant, which
will be needed within 500' of all parts of the building. Amirmoez
stated that the fire wall between the two buildings will take care
of the sprinkler system requirement. Bryant added that
landscaping is highly recommended in the parking lot, especially
since it is adjacent to a school. Proof of notification of the
adjoining property owners will need to be submitted by the
Subdivision Committee meeting date.
DON BUNN - CITY ENGINEER
Bunn stated that they won't need another water service. In answer
to a question from Mr. Bunn, Mr. Green stated that the sewer line
will be maintained by the school. Amirmoez stated that they will.
have to put in another water line on the west side of Buchanan to
feed the fire hydrant. Bunn advised that there is a large water
line on Highway 62 and also on Stone Street that they could come
off of. This work will have to be done as part of the construction
and not by the City. He suggested that they talk with Mickey
Jackson of the Fire Department about the fire hydrants required.
In answer to a question from Mr. Green, Mr. Bunn stated that the
fire hydrants could be maintained by the City or be customer fire
hydrants. The only difference would be that an easement would be
needed for the water lines and the fire hydrants.
