HomeMy WebLinkAbout1990-08-09 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, August 9, 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES: CITY REPRESENTATIVES: OTHERS PRESENT: Rick Evans, L.O. Ferguson, David Tucker and Jim Crownover Becky Bryant, Perry Franklin and Elaine Cattaneo Carl Russell and Mr. & Mrs. Dale Benedict LARGE SCALE DEVELOPMENT PLAN FOR BIO -TECH DALE BENEDICT - W OF SHILOH DRIVE, N OF OLD FARMINGTON ROAD The first item was a large scale development plan for Bio -tech (Health Products Wholesale) submitted by Dale Benedict and represented by Carl Russell of Smith & Russell Architects for property located west of Shiloh Drive and north of Old Farmington Road. The property is zoned C-2, Thoroughfare Commercial, and contains 10 acres more or less. CARL RUSSELL - OWNER/DEVELOPER REPRESENTATIVE Russell stated that the Benedicts plan to build a facility (approximately 10,000 square feet) to process and wholesale health products. He noted that thelR parking requirement is 16 spaces, including one handicapped space. The building will be constructed at the edge of the tree line, a considerable distance from the highway. The rest of the site will be left relatively undisturbed at this time. SOUTHWESTERN BELL TELEPHONE - DAVID TUCKER Tucker stated that they will need either a 4" conduit from the building to the highway or an easement to get to the building. He noted that they will be serving from Old Farmington Road. If the easement is put along the north property line as preferred by the developers, they will need a pipe under the parking lot to the building. He advised that the easement will need to be at least 15' wide. JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that they will have to bring a primary line to the building since it is set back so far from the street. He requested that the easement along the north property line be widened to at least 20'. He added that they will bring their line 10 Plat Review August 9, 1990 Page 2 along Shiloh Drive from the south. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that their closest line is on Old Farmington Road. Russell stated that they don't anticipate wanting gas in this building. L.O. FERGUSON - WARNER CABLE Ferguson stated that he can serve the property in the same route as the power and telephone company. He requested a conduit sleeve out from under the parking lot to the easement. He advised that there would be a charge to bring cable to them. Russell suggested that, at this point, a stubbed out conduit be put in for the purpose of bringing in cable at some point in the future. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin advised that any plantings at the driveway entrance will need to be kept below 30" within 25' of the street. BECKY BRYANT - ASSOCIATE PLANNER Bryant advised that a sidewalk is required on Shiloh Drive and should be shown on the plat. Russell advised that they have 600' of frontage and would prefer to sign a Bill of Assurance in lieu of the actual placement of the sidewalk at this time. Bryant stated that a Bill of Assurance might suffice for the southern half of the property. She will discuss it with John Merrell, Planning Management Director. She advised that they check with Hal Morton of the Solid Waste Department regarding the location of the dumpster and with Richard Wilson, Sign Inspector, regarding any signs to be put up on the property. Bryant advised that the parking and setbacks look fine. She noted that Mickey Jackson, Fire Chief, stated that a fire hydrant is needed within 500' of the building. Russell advised that the City has no water available to this property, so a fire hydrant wouldn't be possible. He noted that the owners are going to have to drill a well for their facility. Bryant advised that they contact Mickey Jackson regarding this. She suggested that they contact Don Bunn, City Engineer, about the water and sewer needs. She noted that any adjacent utility easements need to be shown on the plat. She advised that revised plats need to be submitted by 1:00 p.m. on August 13th. The proof of notification of the adjoining property owners and those across the street will need to be submitted by the Subdivision Committee meeting. 1\ • • Plat Review August 9, 1990 Page 3 FINAL PLAT OF BROOKHOLLOW FIRST ADDITION(REPLAT OF LOTS 25-49) ERC PROPERTIES - N OF JOYCE, W OF OLD MISSOURI RD The second item was a final plat of Brookhollow First Addition submitted by ERC Properties for property located on the north side of Joyce Street, west of Old Missouri Road. The property is zoned R-2, Medium Density Residential, and contains 7.22 acres with 25 proposed lots DAVID TUCKER - SOUTHWESTERN BELL TELEPHONE Tucker advised that the easements as shown on the plat meet all of their requirements. JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that they have no problems with it. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they have no problems with it. L.O. FERGUSON - WARNER CABLE Ferguson stated that they have no problems with it. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that he is concerned about the way "Eastborough Court" and "Downing Court" are laid out with only 70' between them, but it meets the code requirements. BECKY BRYANT - ASSOCIATE PLANNER Bryant stated that they need to note on the plat whether this will be developed as single-family or duplexes, and she cautioned them about the potential for encroachments into the building setbacks with such small lots. She advised that this will be reviewed by the City Planning Commission on Monday, August 13th. 12
