HomeMy WebLinkAbout1990-06-21 Minutes• • The first item was a final plat of Walnut Heights Addition submitted by Harry MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, June 21, 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES - CITY REPRESENTATIVES• OTHERS PRESENT: Rick Evans, Ken Raider, Tom McElroy and Larry Winkler Sid Norbash, Perry Franklin, Lisa Cox and Elaine Cattaneo Harry Gray of Northwest Engineers FINAL PLAT OF WALNUT HEIGHTS ADDITION ROGERS COMPANY - N OF WEDINGTON DR, W OF SALEM RD Gray of Northwest Engineers on behalf of Rogers Company for property located north of Wedington, west of Salem Road and zoned R-2, Medium Density Residential. There is a total acreage of 11.88 acres with 44 proposed lots. HARRY GRAY - REPRESENTATIVE • Gray stated that the easement shown on the north side of lot 6 will be split and they will be giving half of it as an off-site easement. He noted that lots 1 through 4 and lot 31 are restricted to internal streets. Lots 5 & 6 will have duplexes on them. KEN RAIDER - OZARKS ELECTRIC Raider stated that they won't have any problems serving this subdivision. • TOM MCELROY - SOUTHWESTERN BELL TELAPAONE McElroy advised that the easements shown are satisfactory. RICK EVANS - ARKANSAS WESTERN GAS COMPANY Evans stated that the easements shown are fine. SID NORBASH - CITY ENGINEERING DEPARTMENT • Norbash stated that the City Engineer wasn't able to attend the meeting today, but will give his comments later on. PERRY FRANKLIN - TRAFFIC DEPARTMENT Franklin stated that the spacing on the street lights needs to be looked at. Mr. Gray stated that they may need to ask for a variance. He explained that they first had set up the street lights to meet the spacing requirement. Then, Jim Crownover of Ozarks Electric suggested that they be moved to save about 75 feet of cable. • 53 • • • • Plat Review June 21, 1990 Page 2 ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo noted that the drainage easement between lots 7 & 8 needs to be 10' wide per City Engineer. PRELIMINARY PLAT OF GREEN MEADOWS SUBDIVISION HOWARD SANDERS - S OF NT COMFORT, E OF RUPPLE RD The second item was a preliminary plat of Green Meadows Subdivision submitted by Howard Sanders for property located south of Mt. Comfort Road and east of Rupple Road and zoned R-1, Low Density Residential. The property contains 30.6 acres with 89 proposed lots. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that they will need easements along the back of all of the lots to be able to serve them. He added that they will be serving off the north side. RICK EVANS - ARKANSAS WESTERN GAS Evans advised that the easements requested by the telephone company are fine. He added that they have an existing line on the south side of Mt. Comfort Road, so an easement will need to be shown there. LISA COX - PARKS DEPARTMENT Cox stated that the land dedication is 1.11 acres and the money in lieu is $9,345. The Parks Board will meet on July 9th. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that the issue of the air strip hasn't been resolved yet. When that issue is settled, they still need to consider how Salem Road will connect from Mt. Comfort Road to Wedington Drive. He noted that as long as the air strip is there, the only logical location for the extension of Salem Road is along the east side of the property as shown. However, if there isn't an air strip, Salem Road would need to come through this subdivision so that there is a good transition at Mt. Comfort Road. He added that the street light spacing looks o.k. KEN RAIDER - OZARKS ELECTRIC Raider stated that the easements seem to be satisfactory. ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo asked what relationship this has to the air strip and if Howard Sanders owns the property now. Mr. Gray stated that Mr. Sanders does not own the • • • • • Plat Review June 21, 1990 Page 3 property now, but originally he planned to buy this property. He added that Dr. Harris may develop the property himself or along with Mr. Sanders. Mr. Gray commented that this isn't really related to the air strip. Cattaneo noted that any lots with frontage on Mt. Comfort Road and another street should access the other street. She added that according to the City Engineer, half of Mt. Comfort Road will have to be approved to City standards. Also, the City Engineer commented that it would be better if the extension of Salem Road would line up with the first north/south street on the east part of the development. She added that he may have more comments later. She noted that the Master Sidewalk Plan doesn't designate a sidewalk on this portion of Mt. Comfort Road. JIM JOHNSON - WATER METER DIVISION Johnson was not at the meeting, but he commented that there would need to be seven street names in this subdivision. The streets that run north/south on each end need to be "Avenue", all the cul-de-sac streets need to be either "Court" or "Place", and the east/west street needs to be "Street" or "Drive". 55
