HomeMy WebLinkAbout1990-05-24 Minutes• • MINUTES OF A PLAT REVIEW NESTING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 24, 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES• L.O. Ferguson, Dale Cheatham, Rick Evans, Jim Crownover and Larry Winkler CITY REPRESENTATIVES- Don Bunn, Elaine Cattaneo, Perry Franklin, Lisa Cox and Becky Bryant OTHERS PRESENT: Carl Russell, Doug Hemingway and Harry Gray FAYETTEVILLE HUMANE SOCIETY 1640 S ARMSTRONG AVENUE The first item was a plan for the Fayetteville Humane Society located at 1640 South Armstrong Avenue and represented by Carl Russell. L.O. FERGUSON - WARNER CABLE No comments. RICK EVANS - ARKANSAS WESTERN GAS No problems. LARRY WINKLER - SWEPCO Winkler stated that they would prefer to serve from the existing pole along the right-of-way from the southwest corner. He added that they will not need any additional easements. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Cheatham requested a 15' easement on the north side of the property to the northeast corner of the parking lot. Mr. Russell stated that this project sits on City property so any easements required would have to be taken up with the City. DON BUNN - CITY ENGINEER Bunn advised that there is the possibility of a grinder pump being needed for the sewer, rather than gravity, to prevent backups. The existing building has problems with the sewer flooding. Mr. Russell advised that the floor level of this new building will be 4' higher than the existing building. Bunn noted that the water meter location is fine. • BECKY BRYANT - ASSOCIATE PLANNER Bryant stated that there doesn't seem to be any problems. She advised that any signs would need to be discussed with the Sign Inspector. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin advised that they need to look at lighting to avoid security problems. Mr. Russell stated that they plan sodium vapor area lighting to be mounted on the building. Franklin stated that, if they plan any landscaping over 30 inches high at the entrance and exit, they need to contact him to make sure there isn't traffic sight distance problems. HAL MORTON - SOLID WASTE MANAGEMENT Morton stated that there is an existing dumpster,which is located next to the existing building. If it is relocated, they will need to work with the Solid Waste Department. He advised that the existing parking lot is soft blacktop. Therefore, a reinforced slab may need to be installed. They also need to be aware of problems with overhead lines. FINAL PLAT OF SEXTON POINT SUBDIVISION JIM LINDSEY - W OF CROSSOVER, S OF JOYCE ST The second item was the final plat of Sexton Point Subdivision submitted by Doug Hemingway of Professional Surveyors on behalf of Jim Lindsey for property located west of Crossover Road and south of Joyce Street. The property is zoned R-0, Residential -Office, and contains 1.55 acres with 2 proposed lots. JANES CROWNOVER - OZARKS ELECTRIC Crownover stated that he doesn't have any problems. He noted that he doesn't plan to use the 10' easement shown along the north line. L.O. FERGUSON - WARNER CABLE Ferguson stated that they had no problems. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they have an existing line running north and south and will have no problem running a service to this property. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin advised that they need to watch the traffic sight distance on any driveways. HAL MORTON - SOLID WASTE MANAGEMENT Marton had no comments. PRELIMINARY PLAT OF PRATT WOODS ADDITION (REVISED) JULIAN ARCHER - S OF MARKHAM, W OF RAZORBACK RD The third item was a preliminary plat of Pratt Woods Addition (Revised) submitted by Harry Gray of Northwest Engineers on behalf of Julian Archer for property located south of Markham and west of Razorback Road containing 9.9 acres with 4 proposed lots. The property is zoned R-1, Low Density Residential. HARRY GRAY - REPRESENTATIVE Gray stated that a preliminary plat of this property had been submitted 2 or 3 years ago, but because of economic problems, it was never developed. He added that this property is heavily wooded and they want to maintain the nature of this land. They are now planning a four-lot1single-family development with two tandem lots. He advised that they would like to look at the possibility of putting septic tanks on tracts B & C. Sewer is available to the other two tracts. L.O. FERGUSON - WARNER CABLE Ferguson requested that the 25' construction easement along the drive also be a designated utility easement. RICK EVANS - ARKANSAS WESTERN GAS Evans requested a 20' easement along the south property line with a 25' easement between tracts C & D going north up to the drive. LARRY WINCLER - SWEPCO Winkler stated that the easement requested by the Gas Company would be sufficient for them to serve the property. He advised that their policy states that underground lines will be provided in subdivisions with less than 10 lots without charge. Since this subdivision has only four lots, there will be a cost difference between overhead and underground. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE a(6 • • • Plat Review May 24, 1990 Page 4 Cheatham stated that the easements as requested would be sufficient. DON BUNN - CITY ENGINEER Bunn stated that an existing 25' easement shown on the east side needs to be a general utility easement. Bunn advised that the Planning Commission would have to approve the use of septic systems on these lots. He added that they would have to show that the land would pert and sewer systems would work and the economics of it. He added that he would prefer that the sewer line be extended. He requested an easement all the way across the north side of the property for the sewer line, in case it is extended. He stated that the water meters would need to be placed where they are easily accessible. BECKY BRYANT - ASSOCIATE PLANNER Bryant advised that the staff feels that this is a well designed subdivision which is sensitive to the environmental considerations. She added that the Water Meter Division has stated that the street will need to be named because of its distance. She advised that the Subdivision Committee will meet on May 31st at 10:30 a.m. and the Planning Commission will meet on June llth at 5:00 p.m. The revised copies will need to be in the office by Tuesday, May 29th. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that they will install a street marker on a private drive for a charge of $50. LISA COX - PARKS DEPARTMENT Cox advised that the land dedication for the greenspace requirement would be .05 acres with the money in lieu being $410. The Parks Board will make a recommendation on this at their June 4th meeting. HAL MORTON - SOLID WASTE MANAGEMENT Morton stated that they would require that all garbage be brought to the corner of Hotz for pickup. FINAL PLAT OF MOUNT COMFORT MEADOWS HOWARD SANDERS - S OF MT COMFORT RD, W OF 71 BYPASS The fourth item was a final plat of Mount Comfort Meadows submitted by Howard Sanders and represented by Harry Gray of Northwest Engineers for property located south of Mt. Comfort Road and west of the 71 Bypass. The property is zoned R- 1, Low Density Residential, with 5.73 acres and 17 proposed lots. RICK EVANS - ARKANSAS WESTERN GAS No comments. DALE CHEATHEAN - SOUTHWESTERN BELL TELEPHONE No comments. DON BUNN - CITY ENGINEER Bunn advised that they will need to sign a contract for the on-site improvements. He added that they will need to submit a copy of the subdivision covenants. BECKY BRYANT - ASSOCIATE PLANNER No comments. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that they should contact him when they -are -ready for a stop sign or a street marker. LISA COX - PARKS DEPARTMENT Cox advised that the land dedication for the greenspace requirement would be .21 acres with the money in lieu being $1,785.
