HomeMy WebLinkAbout1990-05-10 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 10, 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. Ferguson, Tom McElroy, Rick Evans, Jim Crownover and Larry Winkler CITY REPRESENTATIVES• Don Bunn, Elaine Cattaneo, Perry Franklin, Lisa Cox, Jerry Friend and Becky Bryant OTHERS PRESENT: Harry Gray PRELIMINARY PLAT OF WALNUT GROVE PLACE SUBDIVISION SAM ROGERS - W OF SALEM RD, N OF WEDINGTON DR The first item was a preliminary plat of Walnut Grove Place Subdivision submitted by Harry Gray, of Northwest Engineers, on behalf of Sam Rogers for property located on the west side of Salem Road, north of Wedington Drive and zoned R-2, Medium Density Residential. The property contains 11.75 acres with 42 proposed lots. HARRY GRAY - OWNER'S REPRESENTATIVE Gray stated that they may rearrange the lots to make two additional lots. He advised that all of the lots will be developed as single-family except possibly lots 4, 5 & 6. He noted that lots 5 & 6 might have to be combined. He advised that he hadn't shown sewer to lots 5, 30 or 31, so he will add that. He noted that they will work out an access to the northeast corner of the property for the utility companies. L.O. FERGUSON - WARNER CABLE Ferguson noted that they will need to have an access to this property. He stated that they will have no problem serving this with the easements shown. JIM CROWNOVER - OZARKS ELECTRIC Crownover noted that all the utilities will have to cross Salem Road. The 20' easement will need to be extended across the north side of lot 6, if that is where they cross the road. He noted that they would need at least two street crossings to get to the center block. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that they will serve the property from the east. He advised that they can bore Salem Road. The building setback along Salem Road needs to be dedicated as an easement and he will need a crossing under the new street at some point. a7- • • • Plat Review May 10, 1990 Page 2 RICK EVANS - ARKANSAS WESTERN GAS Evans stated that he will be serving from the east also. The easements requested will be adequate. They will work with the developer on how to serve the interior portion of the subdivision. They have two existing crossings under the road. DON BUNN - CITY ENGINEER Bunn advised that the following items need to be noted on the plat: 1) whether or not the property is wooded; 2) that it will be developed as single-family, if that is the intent; and 3) the easements requested. He added that the 20' utility easement shown between lots 7 & 8 should be shown as utility and drainage easement. He noted that the Subdivision Committee meeting is Thursday, May 17th. The Planning Commission meets on May 29th at 5:00 p.m. BECKY BRYANT - ASSOCIATE PLANNER Bryant noted that they need to show property owners across the street as well as the adjacent owners. She added that they will need to submit the revised copies by 1:00 p.m. on Monday. Proof of notification will need to be submitted before the Subdivision Committee meeting. She advised that the ordinance is vague about when the proof of notification needs to be submitted, but it is the staff's policy to have it by the Subdivision Committee date. JERRY FRIEND - POLICE DEPARTMENT Friend stated that they have a very serious problem with on -street parking in the existing Walnut Grove Subdivision north of this. They have experienced difficulty getting a police car through the streets. He noted that this problem needs to be dealt with in the new subdivision by means of wider driveways, wider streets or less people. He advised that, if this subdivision is developed as single-family, that problem should be alleviated. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that there has been concern in the past by the Planning Commission regarding this type of configuration with only one entrance/exit. There may be some discussion on this, but there shouldn't be a problem with this development because of the size. LISA COX - PARKS DEPARTMENT Cox advised that the land dedication for greenspace would be .53 acres with the money in lieu being $4,410. This is based on 42 single-family units. The Parks Board will make a recommendation on this at their May 21st meeting. Mr. Gray advised that they may have duplexes on three of the lots. a3 • • Plat Review May 10, 1990 Page 3 JIM JOHNSON - WATER METER DIVISION Johnson wasn't at the meeting, but he commented that they will need four streets names in this subdivision, and the name of the subdivision should be changed, since it isn't part of the Walnut Grove Addition to the north. MICKEY JACKSON - FIRE CHIEF Jackson wasn't able to attend the meeting, but he commented that the fire hydrant location was adequate He noted that the water line around this loop needs to be at least 6". PRELIMINARY PLAT OF KEATING ESTATES BILL & DICK KEATING - N OF TOWNSHIP, W OF PRIMROSE LN The second item was a preliminary plat of Keating Estates submitted by C & F Surveyors on behalf of Bill & Dick Keating for property located north of Township and west of Primrose Lane and zoned R-1, Low Density Residential. The property contains .78 acres with 3 proposed lots. LARRY WThfl R - SWEPGO Winkler advised that they have an existing line in the back of the property. He requested a 20' utility easement along the north side of the property. He noted that they have an existing pole on the southeast corner of the property on the street right-of-way. The 8' utility easement along the east side of the property is adequate. He advised that they shouldn't have any problems serving the property from the front or back. L.O. FERGUSON - WARNER CABLE Ferguson noted that they have an existing aerial line across the north side of the property. They will need to serve this from the back. The easements as shown and requested are adequate. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that they have two buried lines in the rear easement. They will serve the property from the rear. No problems. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that the 25' building setback along Township Road will need to be designated as a utility easement also. They will serve the property from the front • DON BUNN - CITY ENGI EER Bunn advised that there is a question regarding access to Township in this area. There apparently is limited access to Township Road, so the Planning Commission as Plat Review Meeting May 10, 1990 Fbes2 41 - will will probably have to grant additional accesses. He noted that Township is the only access available to this property. He added that the following items need to be noted on the plat: 1) the wooded area, 2) the existing sidewalk and 3) the adjacent property owners. The proof of notification of the adjoining property owners and those across the street will need to be submitted by the Subdivision Committee meeting on Thursday, May 17th. They 13 revised copies of the plat will need to be submitted by 1:00 p.m. on Monday, May 14th. BECKY BRYANT - ASSOCIATE PLANNER Bryant reiterated that they will need to show the following items on the plat: 1) the adjacent property owners and those across the street from the subject property and 2) the existing sidewalk. She noted that the revisions are due by 1:00 p.m. on Monday, May 14th, and the proof of notification of the adjoining property owners and those across the street must be in the Planning Office by the Subdivision Committee meeting. The Subdivision Committee meeting will be May 17th at 10:30 a.m. and the Planning Commission will meet on May 29th at 5:00 p.m. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT • Franklin stated that if they plan any landscaping or fences at the entrances to this property, please notify him so that he can check the traffic sight distance. • LISA COX - PARKS DEPARTMENT Cox advised that the land dedication for the greenspace requirement would be .04 acres and the money in lieu would total $315 ($105 x 3 lots). MICKEY JACKSON - FIRE CHIEF Jackson was unable to attend the meeting, but he commented that they recommend a fire hydrant on this property. He noted that, if they have questions, contact him. aS
