HomeMy WebLinkAbout1990-03-29 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, March 29, 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES• CITY REPRESENTATIVES - OTHERS PRESENT: Tom McElroy, Rick Evans, L.O. Ferguson, Larry Winkler and James Crownover Elaine Cattaneo, Don Bunn, Connie Edmonton and Perry Franklin Dave Jorgensen and Harry Gray PRELIMINARY PLAT OF PARK PLACE - PHASE 8 JIM LINDSEY - S OF MISSION BLVD, W OF CROSSOVER RD The first item was a preliminary plat of Park Place - Phase 8 submitted by Jim Lindsey and represented by Dave Jorgensen of Jorgensen & Associates for property located south of Mission Boulevard and west of Crossover Road and zoned R-1, Low Density Residential. DAVE JORGENSEN - REPRESENTATIVE Jorgensen stated that when they were developing other stages of'Park Place -a few years ago, one of the requirements before doing any more development was to provide a connection to Crossover Road. He added that this plat accomplishes that. However, the developer has made a change since this plat was made. He is now interested in putting a cul-de-sac in Phase 5 and another cul-de-sac in Phase 6 which would make two cul-de-sacs that back up to each other with an emergency barricade or access there. He noted that they are aware that the connection requirement is in the past minutes and in the contract that the streets connect for various reasons. He added that he will submit another plat with the changes on it that he just mentioned. DON BUNN - CITY ENGINEER Bunn stated that there would have to be some commitment to build a connecting street regardless of whether the property develops as a subdivision or not. Bunn noted that he would need a drainage easement running along the creek at the back of lots 3 through 7 and 18 through 20 and then a separate utility easement could be provided along one side of it. Bunn advised that he hadn't discussed this with Becky Bryant or John Merrell, but he expects that there will have to be a firm commitment on tying this into the existing Park Place Subdivision whether or not the land in between is developed. The staff would like him to make several copies of the whole development available so that the staff and the Commission can see how it fits together. Bunn stated that the deadend streets would need temporary turn-arounds regardless of what the schedule is on finishing up construction. The staff would need an Plat Review March 29, 1990 Page 2 agreement that a permanent cul-de-sac would be constructed if the extension • doesn't take place within a certain period of time. • • ja Bunn stated that he would need to look at the water and sewer plans. They need to plan a tie onto the 12" water line that is on the east side of Crossover Road. LARRY ' iINKLER - SWEPCO Winkler stated that they will need to either serve lots 3 through 7 and lots 18 through 20 off the front of the lots or they will need an easement along the drainage ditch in the back. A 20' easement on the west side of the drainage easement would be sufficient. He added that they will need a street crossing across Londonderry Drive between lots 7 & 18 going across the street to lots 15 & 16. Part of the drainage easement shown between lots 15 & 16 needs to be designated as a utility easement and widened to 20'. On the west side of the development, they will need a 20' easement or another 15' off-site on the west side of this subdivision line. He advised that he has an overhead line at the northwest corner that will be brought down to the southwest corner. They will needs easements to get into the interior lots(lots 9 & 11) and a 10' easement down the side lot lines at the street light locations (5' on each side of line). He requested a crossing on Meandering Way and at the end of Arthor's Court and a copy of the plat if it is changed. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that all the easements requested by SWEPCO are fine. They have an existing 10" main line on the west side of Crossover Road about 10' behind the road right-of-way with a 50' easement. This needs to be located. All crossings requested are fine. L.O. FERGUSON - WARNER CABLE Ferguson stated that all easements are fine. He will need 4" crossings. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that on the north side they will need a larger easement (a 15' off-site easement along the entire north side of the subdivision would be sufficient). All other easements are satisfactory. He requested a crossing on Londonderry and Victoria if they are not cul-de-sacs. CONNIE EDMONSTON - PARKS AND RECREATION DEPARTMENT Edmonston stated that this is located in the Southeast Park District and is very close to Root School and Gulley Park which isn't a high-priority area. For 33 single-family lots, the land dedication would be .41 acres with the money in lieu being $3,465 ($105 x 33). This will be discussed at the April 2nd Parks Board meeting on Monday at 5:00 p.m. 2- • • • Plat Review March 29, 1990 Page 3 ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo stated that the Subdivision Committee meeting will take place on April 4th at 10:30 a.m. and the Planning Commission on April 9th at 5:00 p.m. She reminded Mr. Jorgensen that he would need to submit proof of notification of the adjoining property owners at the Subdivision Committee meeting. JIM JOHNSON - WATER METER DIVISION Johnson was not at the meeting, but he commented that, if "South" was part of the name on "Arthor's Court", it should be omitted. Also, if "Arthor's Court" is going to connect with another street to the north, it will need to be "Avenue" because "Court" is a cul-de-sac. Also, he needs to know if "Meandering Way" will be going toward the east or to the north because it will have a bearing on how he assigns house numbers for that street. MICKEY JACKSON - FIRE CHIEF Jackson was unable to attend the meeting, but he stated that he has no problems with the plat. HAL MORTON - SANITATION DEPARTMENT Morton did not attend the meeting, but stated that he had no problem with the plat. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that, if they are planning to put any brick planters, fences or anything that might interfere with the line of sight for traffic at that intersection, the developer needs to get in touch with him to look at it. He advised that he would like to see that road go through to Crossover Road so that the people who live in that subdivision have an other way out of there besides Mission. JOHN RLDRIDGE - REPRESENTATIVE OF PARE PLACE HOMEOWNERS ASSOCIATION Eldridge stated that they don't have any concerns as far as the plat is concerned. They do have some concerns about the other development and the cul- de-sac. He added that they have had conversations with Jim Lindsey which has resulted in the changes. PRELIM INARY PLAT OF MT COMFORT ACRES SUBDIVISION HOWARD SANDERS - W OF SHILOH DRIVE, S OF MT COMFORT RD The second item was a preliminary plat of Mount Comfort Acres Subdivision submitted by Howard Sanders and represented by Harry Gray of Northwest Engineers. The property is located west of Shiloh Drive and south of Mount Comfort Road 23 • • • Plat Review March 29, 1990 Page 4 containing 5.73 acres with 19 proposed lots. It is zoned R-1, Low Density Residential. BARRY GRAY - REPRESENTATIVE Gray stated that he does plan to verify that the existing easements he is showing have been filed. They are shown on the City's map. Gray advised that they are planning to request approval of a lot split on Lots 1 & 19 so that they can begin development on them immediately. He noted that they may need a variance on the cul-de-sac length depending on how it is measured. It is 510' from the center of Mt. Comfort Road to the center of the cul-de-sac. CONNIE EDMONSTON - PARKS & RECREATION DEPT Edmonston stated that this is located in the northwest a priority two area. The closest park it is served by Parks Department has been looking for land in this are would have to meet the criteria to be accepted. With the land dedication requirement would be .24 acres with $1,995. The Parks Board will make a recommendation on meeting. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT park district which is is Asbell Park and the a. However, the land 19 single-family units, the money in lieu being this at their April 2nd Franklin stated that, if they are planning any brick planters or landscaping at the intersection of Mt. Comfort Road which might cause a problem with traffic sight distance, please let him look at it. He stated that he is concerned about the cul-de-sac because people will be parking around it which could cause a problem with emergency vehicles getting around it. Mr. Gray stated that there are several existing cul-de-sacs similar to this. JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that he will serve underground. He will need an easement down the back of lots 2, 3, 17 & 18 to be able to serve lots 1 & 19 and then come around the back. He noted that wherever they have a street light, he will need a 15' minimum side lot easement. He will also need some kind of an easement and a conduit to the street light in the middle of the cul-de-sac. The 15' sewer easement might work. He added that he will send a layout of what he needs to Mr. Gray. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that the easements Ozarks Electric requested will be sufficient, but they need to be 20' in perimeter. He added that they have an existing line on the south side of Mt. Comfort Road just south of the existing water line and the 20' easement there will be fine. All the easements requested are fine. L. 0. FERGUSON - WARNER CABLE • Plat Review March 29, 1990 Page 5 Ferguson stated that he has no problem with the easements requested. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that they are on the north side of Mt. Comfort Road and the easements requested will be fine. He asked for a crossing across Alpine Avenue. DON BUNN - CITY ENGINEER Bunn advised that there would be a requirement for off-site improvements on Mt. Comfort Road. He noted that sidewalks are shown along Mt. Comfort Road. Bunn advised everyone present that the staff is considering going to a schedule of only two Plat Review meetings per month instead of every week. He noted that this might create longer meetings when there are a lot of plats to review. He advised that this new schedule had not been instigated as of yet. The consensus of the utility representatives was that they were flexible and it wouldn't be a problem for them. JIM JOHNSON - WATER METER DIVISION Johnson did not attend the meeting, but he stated that—there-Is—an—existing subdivision by the name of Mt.
