MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, March
8, 1990 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

PRELIMINARY PLAT OF EMERALD SUBDIVISION - PHASE I
J.B. HAYS - N OF WEST VIEW DRIVE, E SIDE OF N. COLLEGE
The first item was a preliminary plat of Emerald Subdivision - Phase I submitted
by Dave Jorgensen, of Jorgensen & Associates Engineers, on behalf of J.B. Hays
for property located on the north side of West View Drive, east of North College
Avenue and zoned R-1, Low Density Residential. The property contains 5.60 acres
with 18 proposed lots.
LARRY WINKLER - SWEPCO
In answer to a question from Winkler, Jorgensen stated that he thought they
wanted this property served underground. Winkler advised,_that,._.when_they go.
underground, they like to loop. Therefore, they will need a 15' easement across
the entire length of the north edge of this property. The easements will need
to be cleared. They have overhead poles on West View Drive which will have to
be moved over. They will need a 10' easement between lots 14 & 15 to serve the
street light. He needs a 2" street crossing at the very north end of the
street. Contact him if they decide to go with an aerial line.
RICK EVANS - ARKANSAS WESTERN GAS CO
Evans stated that he will need a crossing on the south end of the street before
street construction takes place. The easement going up the west side needs to
be a 25' easement. All other easements are fine as shown.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated that the easements as discussed are satisfactory.
L.O. FERGUSON - WARNER CABLE
Ferguson stated he will need a 4" crossing on the south end of the street. The
easements as shown are satisfactory.
DON BUNN - CITY ENGINEER
Bunn stated they may need to show a cul-de-sac at the end of the street,
depending on how soon the second phase is planned. Sidewalks need to be shown
on the plat.

JIM JOHNSON - WATER METER DIVISION
Johnson did not attend the meeting, but he commented that Emerald "Street" should
be Emerald "Avenue."
LISA COX - PARKS DEPARTNSNT
Cox commented that the greenspace requirement for 18 single-family units is .23
acres with the money in lieu being $1,890. The Parks Board will meet on March
19th at 5:00 p.m. to make a recommendation on this.

by Dave Jorgensen on behalf of Jerry Sweetser
Frazier Terrace and west of Old Missouri Road.
and is zoned R-2 with 15 proposed lots.

Property contains 5.81 acres
Jorgensen stated this development is an extension of Frazier Terrace and ties
into the north side of Brookhollow Subdivision- Phase II. Also, the east line
of lot 6 is the same as the west line of the Meadowridge Subdivision. Cambray
Drive is an extension of Phase II in Brookhollow Subdivision. This plat is
Phase I of an extensive project that will extend north and west and tie into Old
Missouri Road. They are planning to develop this with single-family homes.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that he will need a 15' easement across the front of lots 6, 7 &
8. He noted they can serve from the front of the lots on all of this, but if
service is wanted from the back of the lots, he will need a 20' easement east
of the drainage ditch along the west side of the project. Also, if they serve
on the back side of the lots, he will need a 20' easement between lots 10 & 12,
coming from the west side, upto lot 11. They will need a casing under Frazier
Terrace between lots 5 & 6 as well as between lots 9 & 8 on the west side. Let
them know whether to serve along the front side or the back side of the lots.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated they have an existing easement on the north side of the section
line possibly in the center of Frazier Terrace which will need to be located.
They do not want to put their line in the low area along the west side of the
property, so they would prefer to serve along the front of the lots. Otherwise,
they need, on the east edge of the drainage ditch, a 20' easement along the west

side of the property. They will need to serve lots 6, 7 & 8 off the front of
the property unless an easement is provided along the north side of those lots
all the way to the east line of the subdivision. If the existing 50' Ozarks
Electric easement is adjacent to this subdivision on the north side, they can
use it instead. Need a crossing across both ends of Frazier Terrace.
L.O. FERGUSON - WARNER CABLE
Ferguson stated there is no problem with the easements that have been requested.
He would need a 4" Schedule 40 PVC crossing between lots 5 & 6 as well as across
Frazier Terrace on the east and west ends.
JAMES CROWNOVER - OZARKS ELECTRIC
Crownover stated he will need the easement on the west side along the east side
of the drainage ditch for the entire length of the property. He will need
crossings on both ends of Frazier Terrace. He requested they show their
existing transmission line easement that crosses this property. He will also
need a 20' easement across the north end of lots 6 & 7, if the existing easement
is not adjacent to this subdivision.
DON BUNN - CITY ENGINEER
Bunn advised that the easements on adjacent properties need to be shown all the
way around this property. He noted concern as to whether the cul-de-sac shown
on the plat will be a 100' wide paved area without a well-defined entrance.
It needs to be a regular cul-de-sac street. In answer to a question from Bunn,
Jorgensen stated the east/west sewer lines shown are already existing along
Frazier as well as all along the west property line of this project. Jorgensen
stated that the water line would connect to Brookhollow on the south with a new
water line in Frazier Terrace. Bunn advised that the water line needs to be
6". He advised then to check with the Parks Department about the parks fee
requirement and the date of the Parks Board meeting. He asked for a copy of
the overall layout which shows how all these developments are going to tie
together. The fire hydrant shown is o.k., but they may need to locate another
one. Sidewalks need to be shown on the plat.
LISA COX - PARKS DEPARTMENT
Cox stated that, with 15 single-family units, the land requirement for greenspace
would be .19 acres with the money in lieu being $1,575. The Parks Board will
meet on March 19th at 5:00 p.m. and make a recommendation on this.
JIM JOHNSON - WATER METER DIVISION
• Johnson did not attend the meeting, but he noted that the scale should be 1" =
50' instead of 1" = 100'.
