HomeMy WebLinkAbout1990-02-08 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, February 8, 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES - CITY REPRESENTATIVES• OTHERS PRESENT: Dale Cheatham, Rick Evans, L.O. Ferguson and Larry Winkler Elaine Cattaneo, Becky Bryant, Lisa Cox, Don Bunn and Perry Franklin Dave Jorgensen of Jorgensen & Associates, Representative PRELIMINARY PLAT OF SKYLINE ESTATES DALLAS & DEE WRIGHT - E OF COUNTRY CLUB DR, S OF E. 28TH ST The only item was a preliminary plat of Skyline Estates submitted by Dallas & Dee Wright and represented by Dave Jorgensen of Jorgensen & Associates for property located east of Country Club Drive and south of East 28th Street and zoned R-1, Low Density Residential. Property contains 8.02 acres more or less with 15 proposed lots. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE Cheatham stated that if the street names are going to be changed, he needs to know because they already have addresses off the original plan. LISA COX - PARKS DEPARTMENT Cox stated that this is in the southeast parks district and the land dedication would be .19 acres with the money in lieu $1,575. The Parks Board will meet on February 19th at 5:00 p.m. and make a recommendation on this to the Planning Commission. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they have gas existing on part of this property already. They already has gas behind lots 1,2 & 3 and behind lots 12 & 13. He stated that he wouldn't have any problem serving it. LARRY WINKLER - SWEPCO Winkler stated that they have existing lines in about the same locations as the gas company, but will have to put in some lines for service. He requested a 15' easement from the southwest corner of Lot 15 across the west edge of Lot 15. He added that the drainage and utility easement shown needs to be at least 15' also. The easement shown all along the backs of Lots 9, 8, 7, 6, 5 & 4 needs to be upgraded to 15' unless the developer can obtain an off-site easement from the adjoining property owners. He noted that they need to get back into Lot 11 so he requested an easement along the north side of lot 10. Winkler noted that where they have street lights located, he will need a side lot line easement to serve them. Mr. Jorgensen stated that they have shown easements between lots 5 & 6 and lots 9 & 10 so he wondered if they could place their street lights there. FERGUSON - WARNER CABLE AMEX Ferguson stated that he would like to request a 4" Schedule 40 PVC between lots 9 & 10 across to the corner of lot 15. He requested that the easement asked for along the north side of Lot 10 be extended across lots 11 & 12 on the north side. ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo noted that according to Jim Johnson of the Water Meter Division, "Scenic Blvd" should be named "29th Circle" and the other street should possibly be named "East 30th Circle". She stated that the Subdivision Committee will meet on February 21 at 10:30 and the Planning Commission will meet on the February 26th. They will need to submit 13 revised copies of the plat by February 19th. DON BUNN - CITY ENGINEER Bunn advised that there is a water and sewer line already and they would like to keep it out from under the street. He added that they need to get someone out there to locate the water and sewer lines on the ground and attempt to keep them out from under the street. There will need to be easements where they are located. Bunn noted that they need to show street light locations and- contours on the plat. There should also be a notation that the streets were approved to be 27' wide from back of curb to back of curb by the Planning Commission. He will need to approve the drainage and storm drainage plans when they are submitted and they need to consistent with the surrounding drainage. If any off-site drainage is needed, they are responsible for obtaining easements for those. Bunn noted that he agrees with the Water Meter Division that "Scenic Blvd" should be named "29th Circle", but maybe "Wright Place" could be negotiated. He advised that a sidewalk needs to be shown on one side of the streets. Monuments need to be put on corners of the subdivision. He asked that "Water & Sewer Superintendent" on the plat be changed to "City Engineer". Bunn stated that they did some aerial photography and set some ground controls and he would like to request that all surveys be tied to them. He stated that he has some information in his office pertaining to this. BECKY BRYANT - ASSOCIATE PLANNER Bryant stated that she doesn't know if there are any sidewalks on the existing 29th Circle, but if so, it would be best to continue the sidewalk along the same side. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that there are very few street lights in this area, so they should be put in here at the end of the cul-de-sac and one at the intersection. The spacing should be no more than 300' between them. Bunn advised that they could request a waiver from the Planning Commission on the distance between street lights.
