HomeMy WebLinkAbout1990-02-01 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, Februaryl. 1990 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Tom McElroy, Rick Evans, L.O. Ferguson and Larry Winkler CITY REPRESENTATIVES- Elaine Cattaneo, Becky Bryant, Mickey Jackson, Lisa Cox and Perry Franklin OTHERS PRESENT: Harry Gray of Northwest Engineers and Jim Parks, one of the owners of the Regency Estates Subdivision PRELIMINARY PLAT OF FERGUSON ADDITION W OF CROSSOVER RD, S OF OLD WIRE RD The first item was a preliminary plat of Ferguson Addition submitted by Harry Gray of Northwest Engineers on behalf of Francis Ferguson. Property is located west of Crossover Road and south of Old Wire Road with 18 acres with 24 proposed lots. HARRY GRAY OF NORTHWEST ENGINEERS, REPRESENTATIVE Mr. Gray stated that there hadn't been much changed on this plat since it was brought through preliminary process before. He noted that all the utility easements will be along the streets. He stated that they hadn't named the street yet that comes off of Crossover Road. In answer to a question from Becky Bryant, Associate Planner, Mr. Gray stated that they only plan to do minimal fill on the lots for the buildings to bring them 2' above flood plain level per ordinance. MICKEY JACKSON - FIRE DEPARTMENT Jackson advised that it would be better if the hydrant shown on Street was moved up closer to Crossover Road. LISA COX - PARKS DEPARTMENT Cox stated that the Parks Board will be making a decision Monday night, February 5th, at 5:00 p.m. Mr. Gray stated that they had discussed the possibility of the property here in the floodplain being accepted and used as a wildlife sanctuary. Cox advised that this has been tabled by the Parks Board so a final decision hadn't been made yet. L.O.FERGUSON - WARNER CABLE Ferguson stated that he would like to request that the area of the proposed water main going into the cul-de-sac on the southeast corner of the property be designated as a utility easement. ti • Plat Review February 1, 1990 Page 2 TOM MCELROY - SOUTHWESTERN BELL TELEPHONE No Comments. RICK EVANS - ARKANSAS WESTERN GAS No comments. LARRY WINKLER - SWEPCO No Comments. PRELIMINARY PLAT OF SPRING CREEK ADDITION II & REGENCY ESTATES E OF OLD WIRE RD & N OF MISSION BLVD The second item was a preliminary plat of Spring Creek Addition II and of Regency Estates. Regency Estates was submitted by James Russell and James Parks and represented by Harry Gray of Northwest Engineers with 6.52 acres and 24 proposed lots. Spring Creek Addition II was submitted by Charles Sloan and represented by Harry Gray of Northwest Engineers with 8.8 acres and 21 proposed lots. Property is located east of Old Wire Road and north of Mission Boulevard and zoned R-1, Low Density Residential. HARRY GRAY, REPRESENTATIVE Gray stated that part of this is going to be a replat of the north four lots of Spring Creek Addition 1. Originally, the Planning Commission required that they dedicate a 50' right-of-way to the north with the idea of tying through. He added that they are concerned that if they make a direct tie through there, it will become a raceway through there as a cut -through between Old Wire Road and Mission Blvd. He added that what they are hoping for is to just tie Street "C" through to Ash Street which would hopefully slow down the cut -through traffic. Gray stated that they will show the sidewalk on the revised plat. Also, Ash Street is designated a collector street on the west side of Old Wire Road so if they need to designate this section of Ash as a "collector", it would need a 60' right-of-way with sidewalk on both sides. Gray advised that the 50' strip from Old Wire Road to Street "B", is not actually a right-of-way. It is just an existing 50' of property that is being used as an access to get to the house on lot 6 and will not be a part of this development. Also, the house on lot 6 of Spring Creek Addition II stays, but the house and garage on lots 2 & 3 of Regency Estates will be removed. Gray advised that he had talked with Don Bunn, City Engineer, and he will show the water and sewer on the revised plat. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT 5 • Plat Review February 1, 1990 Page 3 Franklin advised that they have had a lot of public outcry about Winwood Drive being a cut -through between Old Wire Road and Mission Blvd. If Charlee Avenue was tied through to Ash Street, that problem would be better. MICKEY JACKSON - FIRE DEPARTMENT Jackson stated that for their purposes, it would be better if the tie was through lot 21 from Street "C" to Ash Street. Hydrant spacing will need to meet the standards with a hydrant needed around where Street "B" intersects with Ramsey Avenue. There is an existing problem out there with Ramsey Avenue which is approximately a quarter of a mile long and doesn't have a fire hydrant on it somewhere. Then there will need to be another hydrant somewhere depending on how they tie in the streets. Gray stated that he will get back with Jackson after a decision has been made on that. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that he will need a 20' to 25' easement running along the back lines of the lots around the perimeter of the lots starting with running along the north lot lines of Regency Estates and running around the back lot lines of the lots on the cul-de-sac of Ash Street and along the back_lot_lines between Regency Estates and Spring Creek Addition II. Will need a 20' easement running along lots 15 & 14 in Spring Creek Addition II to get to lot 13. He added that his existing line runs down to the residence on lot 6, but he will need to bring his line under Street "B" to get to lots 7 & 8 of Spring Creek Addition II. Also, will need an easement on Lot 18 of Spring Creek Addition II to get to lot 17. The existing line on Old Wire Road needs to be shown. TOM MCELROY - SOUTHWESTERN BELL McElroy noted that the easements requested will be sufficient for their needs. However, they will need an easement along the back lot lines of Lots 19, 20 & 21 of Spring Creek Addition II as well. LARRY WINKLER - SWEPCO Winkler stated that the easements as requested will be sufficient except he will need an easement down the rear lot lines of Lots 18 & 17 to get to lot 16 of Spring Creek Addition II, and need an easement down between lots 14 & 15 to get to lot 12 and also down the side of lot 7 to get to lot 9. He noted that they have an existing overhead line along the south side of the 50' strip coming in from Old Wire Road which they do plan to leave in and would go underground off of it to serve this development. He noted that he will hold off on requesting an easement for this until he knows how the property there will be developed. Winkler requested that they hold off on developing Lots 13 & 14 of Spring Creek Addition I and Lot 1 of Spring Creek Addition II until Phase II goes so that they don't have to cross that street. • Plat Review February 1, 1990 Page 4 L.O. FERGUSON - WARNER CABLE Ferguson stated that he has no problem with the easements as requested. LISA COX - PARKS DEPARTMENT Cox stated that the land dedication for Spring Creek Addition II with 21 lots would be .26 acres and the money in lieu would be $2,205. The land dedication for Regency North with 23 units (if one is taken out to allow for the extension of Street "C" to Ash Street) would be .29 acres and the money in lieu would be $2,415. She advised that the Parks Board will be meeting on Monday night at 5:00 p.m. to make a recommendation on this. She stated that these are in the northeast parks district and they have a lot of parks in that district already. ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo advised that the Subdivision Committee meeting will be on February 7th and the Planning Commission will meet on February 12th. She noted that they will need to submit 13 revised copies of the plat by February 5th. . BECKY BRYANT - ASSOCIATE PLANNER Bryant asked what there plans are as far as landscaping on this property and are they going to save the trees. Mr. Gray stated that they will keep as many of the trees as possible. • 5
