MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
December 28, 1989 in Roam 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES- Tom McElroy, Rick Evans and Larry Winkler
CITY REPRESENTATIVES- Elaine Cattaneo, Mickey Jackson, Bal Horton and
Don Bunn
OTHERS PRESENT: Bob Morgan of Crafton, Tull & Associates
LARGE SCALE DEVELOPMENT PLAN FOR BRAUN'S ICE CREAM
BRAUN'S, INC. - 2511 N COLLEGE AVE
The only item was a large scale development plan for Braum's Ice Cream Store on
property located at 2511 N. College Avenue and zoned C-2, Thoroughfare
Commercial.
BOB MORGAN - REPRESENTATIVE
Morgan stated that Braum's has owned this lot for quite some time. They did a
site development plan for this about a year ago and got a building permit on it.
At that time it was located entirely on Tract A. Since then, Braum's has decided
to use both Tracts A & B which adds up to more than an acre so they needed to
go through the large scale development process. He noted that they have
received their permits from the State Highway Dept. for highway access.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated that they have a major conduit run on the east line which is on
the State Highway right-of-way adjacent to the property line which needs to be
located before they do any excavating. They will serve this across Highway 71
on either the northeast corner or the southeast corner. He added that they have
a buried line down Villa Blvd which will need to be located also. He requested
a 20' easement on the Villa Blvd side. They could show the 10' from the property
line to the retainer wall as a utility easement which with what is left of the
street right-of-way will give them a 20' easement outside the retainer wall.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that they have existing service to the old car lot that sets on the
northeast corner of this property. They also have a 2" line that runs along
the east side of Villa Blvd will need to be located before they do the digging
for the retaining wall. He added that they need to get a casing or something
under the retaining wall before much is done there so they can get a line up to
the building.

LARRY WINKLER - SWEPCO
Winkler stated that he has a bit of a problem with the pad mount transformer
location shown. He noted that he can come down the south side because he can't
come across the highway at that location with his high voltage. He will have
to serve at the north end. Mr. Morgan stated that the way would be to take the
line up by the light pole. Winkler added that they will take the line overhead
across College Avenue at the northeast corner and take it underground from there.
HAL MORTON - SOLID WASTE SUPERINTENDENT
Morton stated that he is concerned about the dumpster being located where water
will be draining through the dumpster area which causes the bottom to rust out.
He stated that there won't be much of a problem as long as there is enough room
so that when they put the dumpster down, they won't be blocking the flow of the
storm water. He added that there needs to be a reinforced slab under the
dumpster.
MICKEY JACKSON - FIRE DEPARTMENT
Jackson stated that he has no problems with this. There is an existing fire
hydrant almost in front of this property.
DON BUNN - CITY ENGINEER
Bunn stated that there may be an existing water and sewer service on the site
from the previous building. He advised that they check with Don Osburn who is
the Water Meter Foreman about the water service and the size of the meter.
Bunn noted that there is a sidewalk required along North College Avenue if it
is not existing and maybe along Villa Blvd is the Master Sidewalk Plan shows it.
He added that if the right-of-way on Villa Blvd is not already 50', then they
will need to dedicate enough to bring it up to 25' on their side.
Bunn stated that they will probably not require any improvements to Villa Blvd
since there main access will be from North College Avenue. He noted that if they
plan any vegetation at the entrances, it needs to be kept down no higher than
30".
Bunn stated that they will need to check with the Sign Inspector, Richard Wilson,
on their sign locations. Also, he reminded them that they need to notify the
adjacent property owners of this project.
ELAINE CATTANEO - CITY PLANNING SECRETARY
Cattaneo advised that the Subdivision Committee will meet on January 3rd at 1:00
p.m. and the Planning Commission will meet on January 8th at 5:00 p.m. She
noted that they will need to submit 12 more copies of the plat before the
Subdivision Committee meeting.
