MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
November 16, 1989 in Room 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN FOR ADDITION TO SUPERIOR INDUSTRIES
1901 COMMERCE DRIVE
The first item was a large scale development plan for an addition to Superior
Industries represented by Albert Skiles, Architect, and located at 1901 Commerce
Drive. Property is zoned I-2, Heavy Industrial.
ALBERT SKILFS - REPRESENTATIVE
Skiles stated that they are planning an office addition which is about 10,000
square feet adjacent to their existing offices and manufacturing plant.. He noted
that they have adequate existing parking to accommodate -the -new addition but they
want to add a new parking lot in the front of it for the ease of the employees.
There will be one new entrance added for this new parking lot. The only new
utility connection coming in from the road will be tapping into the sewer line
in front of the offices. As far as the other utilities, there is enough capacity
internally to feed the new wing. The water from the new building will be dumped
into the existing storm drain that runs parallel to the building. The water line
that goes around the perimeter of the building will be moved and they will revise
the plat to indicate the new location of the hydrant and the valve that controls
the internal sprinklers. The portion of the water line underneath the building
will be abandoned.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated that all of their services will be provided on the premises and
they don't need anything unless additional facilities are requested by the
developer.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that they will not need anything more. No problems.
LARRY WINKLER - SWEPCO
• Winkler stated that they have enough capacity to take care of what is planned;
therefore, they have no additional requirements.

L.O. FERGUSON - WARNER CABLE
Ferguson stated that they don't have anything in the vicinity. No problem.
DENNIS LEDBETTER - FIRE DEPARTMENT
In answer to a question from Ledbetter, Mr. Skiles stated that this would be
sprinkled. He asked if it would still need to have a 4 hour fire wall. Freeman
Wood, Inspection Superintendent, stated that if they have 60' of permanent open
space around the building and it is fully sprinklered, only a 2 hour firewall
will be required to separate the industrial occupancy from the business
occupancy.
HAL MORTON - SOLID WASTE MANAGEMENT
No comments.
DON BUNN - CITY ENGINEER
No comments.
ELAINE CATTANEO - CITY PLANNING SECRETARY
Cattaneo stated that the Subdivision Committee meets at 1:00 p.m. on November
22nd and the Planning Commission meets on November 27th at 5:00 p.m. She noted
that they will need to submit proof of notification of the adjoining property
owners to the Planning Office.
LARGE SCALE DEVELOPMENT PLAN FOR STUDIO ONE APARTMENTS
STEVE CUMMINGS & JOE FRED STARR - W OF GREGG & ACROSS FROM LAWSON
The second item was a large scale development plan for Studio One Apartments
submitted by Don Dees on behalf of the owners, Steve Cummings & Joe Fred Starr,
located west of Gregg Avenue across from Lawson and zoned R-2, Medium Density
Residential.
DON DEES - REPRESENTATIVE
Dees stated that they presented a plat last year at this time with a proposal
for 24 units on this property. However, due to the cost and the initial
investors, their plans had been changed to a 52 unit apartment building all
consolidated into one building. He noted that these will be efficiency
apartments with 192 square feet to each unit. The building will be two-story
with 13 units per floor back to back on each side of the building. He added that
they are planning to move the building farther to the south than the first
building was planned. He stated that they are offering the required parking
spaces at 1.5 per unit and will have 5 handicapped parking spaces. He stated

that they are provided a utility easement along the east side of the property
line and they are planning to set a fire hydrant 110' up the east side of the
property line. The sidewalk is presently existing. They are basically just
changing the style of the building and the location of the building on the
property. The drainage will flow in a north & northwesterly direction. There
will be two retainer walls with one on the south side and one on the east side
of the property with it being about 5' at the southeast corner going to
2' at the end. He noted that there is about a 3' grade that they will have to
be cutting out of that corner of the property and that dirt will be moved down
to the northwest corner of the property for buildup.
Dees advised that the present ownership of the property is Joe Fred Starr and
Steve Cummings. Lyndall Brown and his father, Cecil, are the ones who are
wanting to put this project in. Upon approval of getting the project through
the Subdivision and Planning, they will exercise their option to purchase the
property from the present owners.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy asked if there is going to be an open utility chase between the units.
Mr. Dees stated that they will have a pipe chase down through the center of the
building which will be accessible on one end. McElroy stated that he has
facilities brought to this location on the west side of_Gregg on the south side
of this property. He asked how much space there would be between the retaining
wall and the building on the south side. Mr. Dees stated that they would have
5'. McElroy asked if they would have any problems putting the pipe under the
retaining wall over to the side of the building. Mr. Dees stated that they could
do that. McElroy stated that they will plan on coming in from the south end,
but they will need to have a pipe over to the center of the chase.
LARRY WINKLER - SWEPCO
Winkler stated that they will set a pedestal on the southeast corner of the
property primarily on the east side. He asked how wide the utility line along
the front is. Mr. Dees stated that it is 25' wide with 45' from the curb to the
building eaves. The building overhang will be 5' with 10' between the building
front and the retainer wall and from the retainer wall to the property line will
be 25' and another 10' to the curb. Winkler stated that they will need the
utility line easement moved over to the retainer wall in order to have room to
serve it. Winkler stated that the main obstacle he sees is the metering since
they will be individually metered. Dees explained that they plan to put 26
meters on one end of the building and 26 on the other. Winkler advised that they
will probably have to spread the metering out either along the back or the front
of the building or build a separate wall just for the meters maybe along the
south retaining wall or on the southwest corner of the building. Dees stated
that they might consider moving the building to the north to accommodate for that
wall. Winkler explained that they will have to have a concrete block firewall
with no utilities going up through the roof in the middle of the building before
SWEPCO could give them a separate service for each end.

RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that they have a line running north and south on the west side of
Gregg Avenue. He asked that the developers call them to locate it before they
do any cutting.
L.O. FERGUSON - WARNER CABLE
Ferguson stated that the contractors can wire it or they will wire it. They have
service available along Gregg Avenue and Lawson. Will need a Schedule 40 PVC
under the retaining wall at the southeast corner. Need a week or two advance
notice.
DENNIS LEDBETTER - FIRE DEPARTMENT
Ledbetter stated that they are going to need a 20' unobstructed width in parking
lot in order to get fire trucks around that corner ( 18' is shown). He added
that state law requires 20'. Dees stated that they plan to install smoke
detectors in each unit and they will follow the code on the required fire
extinguishers.
HAL MORTON - SOLID WASTE DEPARTMENT
Morton stated that the dumpster location is o.k. as long -as they can get their
front end loader in there. There should be adequate marking of "no parking" in
front of the dumpster and the pad will need to be reinforced because of the
stress put on it from the trucks.
LISA COX - PARKS DEPARTMENT
Cox stated that the land required would be .52 acres with the money in lieu of
$4,420. This area is not a high priority park area, but the Parks Board will
be making a recommendation to the Planning Commission on Monday night, November
20th if he would like to attend. Dees asked if the parks fee can be made in
three payments. Bunn answered, yes.
FREEMAN WOOD - INSPECTIONS SUPERINTENDENT
Wood stated that this will have to be drawn by an architect and they will need
stamps on it. It will have to be submitted to the State Health Department in
Little Rock for approval. Those problems will be taken care of when they come
in to get the building permit. He added that on the plat the total building is
shown as 5,920 square feet with 52 units which only gives you 113.85 square
feet/unit instead of 192 square feet. The Housing Code requires a minimum of
150 square feet/person with 100 square feet added for each additional person.
Dees stated that he must have miscalculated because the apartments are going to
be 12' x 16' = 192 square feet.
Wood advised that they should contact Sandra Carlisle at the NW Regional Planning
Office to find out what the requirements are for identifying each unit for the

DON BUNN - CITY ENGINEER
Bunn stated that they had a discrepancy in the total acreage. The staff
calculates around 1.8 acres here instead of 2.05 by looking at the Court House
records and taking into account the right-of-way of Gregg Street. That being
the case, the number of units will have to be cut down to 46 units to accommodate
the zoning requirement of 1,700 square feet of land area/unit. He added if the
owners don't agree with that, they will need to verify the 2.05.
Bunn asked if these would be regular rent by the month apartments. Dees
answered, yes, with a six-month lease.
Bunn asked how old all the fill is on this property. Dees answered that it was
put in there when Gregg Avenue was widened so it is about 3 or 4 years old. Bunn
stated that a lot of their parking lot will be on that fill so they will need
to be careful. Dees stated that he had consulted with McClinton -Anchor and
found out that it will cost about $30,000 to get that parking lot fixed
appropriately and get it stable.
Bunn stated that they will need to do something to control the drainage off of
that parking lot. He asked if the building itself will be on natural ground or
on fill. Dees stated that he doesn't know the answer to that question, but the
biggest part of the fill came in on the west section of -the property and not a
lot brought in where the building is going to sit. Dees stated that they intend
to drill down and sink some piers.
Bunn stated that according to Fire Code, the fire hydrant has to be within 400'
to 500' of the property. He noted that he thinks it was amended to 400'. Need
to look and see whether the existing water line for the fire hydrant is under
Gregg Avenue. The water meter needs to be east of the retaining wall rather than
west of the retaining wall. Dees stated that all the water will be under one
meter.
Bunn noted that he needs to show the ownership and developer on the plat and the
zoning data.
Bunn advised that the sidewalk is existing. His biggest concern at this point
is the stability of this parking lot.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin was unable to attend the meeting, but he was concerned that there is
only one entrance/exit with this many units proposed. Also, he noted that if
they plan to put anything at this entrance over 30" high, it needs to be at least
25' back from the intersection.

addresses for each unit, he would need some sort of layout showing how many
floors and unit locations on each floor.
ELAINE CATTANEO - CITY PLANNING SECRETARY
Cattaneo stated that the developers are responsible for notifying the adjoining
property owners and they have three options as per Code of which Mr. Dees has
a copy. The Planning Office will need proof of notification. She advised that
they will need the revised plats in the Planning Office by Monday, November 20th,
by 3:00 p.m.
