HomeMy WebLinkAbout1989-11-02 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, November 2, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Tom McElroy, Ken Rader and Larry Winkler CITY REPRESENTATIVES - OTHERS PRESENT: Don Bunn, Mickey Jackson, Connie Edmonton and Elaine Cattaneo Harry Gray PRELIMINARY PLAT OF FERGUSON ADDITION FRANCIS FERGUSON - W OF CROSSOVER, S OF OLD WIRE The only item was the preliminary plat of Ferguson Addition submitted by Francis Ferguson and represented by Harry Gray of Northwest Engineers. Property located west of Crossover Road and south of Old Wire Road containing 18 acres with 24 lots proposed. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy asked if they were going to provide a front easement on the lots that adjoins Highway 265. Mr. Gray answered, yes, the gas,_company.has._an_existing easement which is 25' each side of the line approximately '5 to 10' off'of the right-of-way. McElroy advised that they will serve lots 1-4 of Block 2 off the back and lots 6-12 of Block 2 they would like a front easement in order to stay out of the low water area. On Block 1, lots 1-5 they will serve off the back with the 20' easement down to lot 5 and they would like to serve 6-12 of Block 1 off the front. They will need an easement on Azalea Terrace between lots 21 & 12 to get to back up that road. LARRY WIlNKLER - SWEPCO Winkler stated that they will be serving Block 1 only and will serve in about the same way the telephone company. He noted that they have existing facilities in Azalea Terrace that they can extend. He added that they would need to stay on the street also on the south side and they shouldn't need any side lot easements to get the street light in the cul-de-sac. HARRY GRAY - NORTHWEST ENGINEERS (REPRESENTATIVE) Gray asked if any of them needed an easement between Lot 20 in Azalea Terrace and Lot 1 of Block 1 of this proposed subdivision. The utility representatives answered, no. Gray stated that they would show the building setback as a utility easement along Magnolia. KEN RADER - OZARHS ELECTRIC Rader advised that they will be serving Block 2 of this subdivision. They will need to serve lots 3-5 from the subdivision to the south of this. However, they • • • Plat Review November 2, 1989 Page 2 will need an easement up between lots 4 & 5 and they will serve off the front side of lots 7-12. They request a 4" PVC across from lots 9 & 10 over to lot 1. MICKEY JACKSON - FIRE DEPARTMENT Jackson asked if they had named the street coming off of Crossover Road yet. Gray answered, no. Jackson noted that the plat as shown was satisfactory. CONNIE EDMONSTON - PARKS DEPARTMENT Edmonston advised that this subdivision lies in the northeast park district and according to the Park Master Plan, it is not a high priority area to be requesting land. The land requirement dedication for green space with 24 single-family units is (.0125 acres/unit) 3/10ths of an acre. The money in lieu of land totals ($105/lot) $2,520. Gray stated that they would like the Parks Board to consider accepting as a wildlife sanctuary in lieu of parks fee an area which is over three acres that is all in the flood plain but fairly densely wooded on the south side of the creek. He added that he knew that if it was accepted as a park at least 50% of it would have to be out of the flood plain so it would not qualify as a park area on that basis. Edmonston advised that they don't have a 50% limit on City parks so it could all be in the floodplain. There could be regulations such as that on state or national.,parks.. She added that if the Parks Board did decide to take the land in lieu -of -the -money, there are certain requirements that would have to be met: 1) it must be according to the park plan and 2) the land must be suitable for a park. She advised that the Parks Board will be meeting next Monday at 5 p.m. if he would like to attend. DON BUNN - CITY ENGINEER Bunn asked what the size of the water line is coming off of Magnolia. Gray stated that it is a 4" line coming down to the cul-de-sac and he is proposing a 6" loop back from Cedarwood or under Highway 265. Bunn stated that he would like to see it loop back to a large line rather than a 4" which might mean going under Highway 265. Bunn added that there are existing. water and sewer easements that need to be shown on the plat. The way they are showing water and sewer service is satisfactory. They will need to comply with the floodplain development regulations on the property that is within the floodplain. Bunn noted that they need to show a sidewalk on one side of the street and around the cul-de-sac and should match the sidewalk on Magnolia if there is one there. Also, a sidewalk if required on Crossover Road. Bunn stated that the extension of Magnolia will require a waiver of the maximum length of a cul-de-sac but since they are proposing to tie through that won't be as critical. • • • Plat Review November 2, 1989 Page 3 Bunn stated that any proposed sewer that will be in the floodplain, the manhole needs to be raised above the 100 year flood plain level. Bunn advised that he needs to submit proof of notification. ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo stated that the Subdivision Committee will meet on November 8th at 1:00 p.m. and the Planning Commission meeting will be on November 13th. She noted that the streets will need names including the 50' street that is platted to the north. Need 13 copies of this plat by Monday, Nov. 6th.
