FINAL PLAT OF GADDY ACRES
JIM LINDSEY/BOB GADDY, S OF WHIPPOORWILL COURT, W OF STARR ROAD
The first item was a final plat of Gaddy Acres submitted by Jim Lindsey for Bob
Gaddy and represented by Doug Hemingway of Professional Land Surveyors. The
property is located south of Whippoorwill Court and west of Starr Road and zoned
R-1, Low Density Residential with 40.32 acres and 21 proposed lots.
DOUG HEMINGWAY(PROFESSIONAL LAND SURVEYORS) - REPRESENTATIVE
Hemingway advised that lot 16 was originally 3.65 acres. He added that they are
requesting to have a driveway between lots 19 & 20 which wi'll'split Lot 16 into
two lots therefore adding lot 21. He commented that they are requesting a
tandem lot on 16. Lot 21 will have frontage on Whippoorwill Court. He added
that they have constructed a driveway between Lots 15 & 16 and 5 & 6 for an
emergency fire lane which is 20' wide and there will be a 15' easement on either
side of that.
L.O. FERGUSON - WARNER CABLE
Ferguson stated that they have cable available around the outside of this
project. He noted that they have a pedestal in the middle of the driveway where
Starr Road turns to the East so they need a split in that driveway going into
Lot 12 or something. He cautioned that they have their main feed down the west
side of Starr Road so they need to be careful digging. He stated that they also
have a feed along the north side of Lot 1 and across the end of Lot 21. He has
no problem in serving it.
DON BUNN - CITY ENGINEER
Bunn stated that all the lots will either have frontage or are tandem lots. He
noted that they have utility easements on all lot lines. He advised that they
have had some comments on the "fire lane" access through this. The problems that
the staff sees with it are public access problems such as it being used as a

shortcut between Lover's Lane or Starr Drive out to Highway 45 and the
possibility that if it becomes a public access, it might eventually become a
public street that the City is expected to maintain. He advised that John
Merrell may have a recommendation to the Planning Cou'l.ission on whether this
should be or should not be there.
Bunn asked if they plan to build the half street on Starr Drive or sign a Bill
of Assurance. He added that he would like to see them build it, but if they want
to request a Bill of Assurance, they could ask the Planning Commission to grant
one. However, the staff will not recommend it.
Bunn noted that he requested when the preliminary plat came through that there
be a note on the plat about the special sewer fees that are attached to those
lots getting sewer from Starr Drive. Hemingway stated that he had approached
Mr. Lindsey who in turn got in touch with Mr. Gaddy and the plan is to just pay
it as each one sells. Bunn asked if the new owner or the developer will be
paying it. Hemingway stated that he is under the impression that Mr. Lindsey
and Mr. Gaddy would be responsible for it at the time of the sell. Bunn
commented that there should be a note on the plat to that affect.
Bunn noted that the tandem lot will have to approved along with the rest of the
subdivision and the staff will recommend that the additional tandem lot be
approved.
Bunn added that they will need an indication as to how the parks fees are going
to be paid. He stated that note 113 on the plat is satisfactory.
Bunn stated that before the final plat is filed, they will need a contract for
construction of all of the improvements including off-site and on-site. He noted
that they need to clear up whether or not finishing out the cul-de-sac on
Whippoorwill Court was required by the Planning Commission when the preliminary
plat came through.
Bunn noted that water is available off of Lover's Lane, Inwood and Starr Drive.
He advised that they will need to be careful about coming off of Starr Drive
because of the elevations and it is the low pressure line which can't serve any
more than the lots along Starr Drive. He added that there is a practical limit
to their service even on the lots that are adjacent to Starr Road. The overflow
elevation is 1577.
NIC%EY JACKSON - FIRE CHIEF
• Jackson stated that they will need another hydrant between lots 5 & 6 in addition
to the ones shown on the plat.

CONNIE EDI(ONSTON - PARKS DEPARTNENT
Edmonston was unable to attend, but stated that with the additional lot since
the preliminary plat, the total money in lieu would be $2,205.

TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated that they can serve this subdivision with no problem.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that they have no problems with the easements as shown. They will
probably have to snake around the trees.
KEN RADER - OZARKS ELECTRIC
Rader stated that they have service on the outside perimeter of all the
subdivision and they will serve through the easements dedicated.
PERRY FRANKLIN
Franklin stated that if these were private drives, they could provide street
markers at $50 each. Bunn stated that none of these are private drives.
ELAINE CATTANEO - CITY PLANNING SECRETARY
Cattaneo advised that the Subdivision Committee will meet on October 18th and
the Planning Commission will meet on October 23rd.
LARGE SCALE DEVELOPMENT PLAN FOR SELF -SERVE STORAGE UNITS & FUTURE RETAIL
JOHN MCLARTY - N OR SYCAMORE, W OF CHESTNUT
The second item of review was the large scale development plan for self -serve
storage units and future retail submitted by John McLarty and represented by
Harry Gray for property located north of Sycamore and west of Chestnut and zoned
I-1, Light Industrial and Heavy Commercial.
Harry Gray, Representative, was unable to attend the meeting.
L.O. FERGUSON - WARNER CABLE
• Ferguson stated that they have aerial service on Sycamore and they will have no
problems serving it. He added that he would like to know what they need here.

McElroy stated that they will have no problems with serving this.
He added that he would like to talk to Harry Gray and see what they are wanting

RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that they have a line that comes from the West and deadends at the
southeast corner of the property so they will have no problem serving this.
DENNIS BURRACK - SWEPCO
Burrack stated that they have an existing single-phase line between this property
and the "Movieland" property. He requested that the developer get in contact
with him when they get ready to start.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
No comments.
DON BUNN - CITY ENGINEER
Bunn noted that the sewer is shown on the plat coming along the southeast corner
of the property and the water is available also at that point. He added that
they show an existing 1" tap. He advised that about half of the developement
is in the 100 -year flood plain so it will all have to elevated.
