HomeMy WebLinkAbout1989-09-07 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 7, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Tom McElroy, Rick Evans and Larry Winkler, Jim Crownover CITY REPRESENTATIVES• Perry Franklin, Mickey Jackson, Don Bunn & Elaine Cattaneo OTHERS PRESENT: Dave Jorgensen, Red Dixon, Lawrence Starr & Mel Milholland LARGE SCALE DEVELOPMENT PLAN FOR CHRISTIAN LIFE CATHEDRAL 1285 MI L AP ROAD - RED DIXON The first item for review was the Large Scale Development Plan for Christian Life Cathedral submitted by Red Dixon and represented by Dave Jorgensen of Jorgensen & Associates for property located at 1285 Millsap Road and zoned R-1, Low Density Residential. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that the large scale development part of the project is no problem. However, they will need easements in the area of the concept plan shown on this, but he would rather wait until they get ready to do it. There will be no problem with serving it. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they will feed off of Millsap Road for the large scale development. As far as the concept plan, their is a proposed 6" waterline on the east side of the property. They would need an easement there if there isn't already one. McElroy stated that there is already a 20' to 25' easement on that side. They will work with them on what they need on the concept plan. MICKEY JACKSON - FIRE CHIEF Jackson stated that they will need the fire hydrant in front of the building on the large scale development plan directly west of where it is shown. At such time as the concept plan is developed, they will need a couple more hydrants in there. He noted that he has some concerns about the length of the deadend line coming off of another one that is already questionable. That is a matter for a different time. • Plat Review September 7, 1989 Page 2 LARRY WINKLER - SWEPCO Winkler stated that they will not need any additional easements. They have service to the existing structure, but they may have to move the meter to a new location. On property where the concept plan is shown is in the Ozarks Electric district. The section line that runs north and south is the territory line between the two electric companies. JIM GROWNOVER - OZARKS ELECTRIC Crownover stated that he doesn't see any real problems with the concept plan. He noted that they will work with them as they get farther along with their plan. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that he will need the square footages of the two buildings on the large scale development so that he can do a traffic projection. He noted that on the concept plat, it is a long ways back into that cul-de-sac and he would need to know how many elderly residential units they propose. • DON BUNN - CITY ENGINEER • Bunn stated that they need to show the existing easements and right-of-ways on the plat of the large scale development plan. He asked if the parking shown was new or is now existing. Mr. Jorgensen stated that part of it is existing; the part that is south of the line that cuts across diagonally from the southwest corner of the new structure. Bunn stated that on the concept plat, the Planning Commission will be discussing the potential ties to other developments and the tie to the North to A.W. Realty seems feasible. There would need to be some provision there to go to the North. The other would be a possible tie on to the East. He noted that there is a big ravine to the East that would make a tie expensive and the staff will look at this closer. He advised that if this is a P.U. D., they can't make a tie - through. If a tie -through is needed, it would eliminate the possibility of doing it as a P.U.D. or at least use a private street. This isn't really the type of development that the P.U.D. ordinance was designed for. Bunn requested that in addition to the notification that they make per Code, that they please notify the caretakers of the cemetery and be sure that they have a copy of the plat. This should be in letter form, although they can still do a notice in the paper for the large scale development. Mr. Jorgensen stated that he talked with the caretakers in person already and gave them a plat. Bunn stated that would be adequate. • Plat Review September 7, 1989 Page 3 LARGE SCALE DEVELOPMENT PLAN FOR MINI -STORAGE LAWRENCE STARR - E SIDE OF N COL.LPL E, N OF TOWNSHIP The second item to review was the large scale development plan for Mini -Storage submitted by Lawrence Starr and represented by Mel Milholland of Milholland Engineers for property located on the east side of North College, north of Township and zoned C-2, Thoroughfare Commercial. DON BUNN - CITY ENGINEER Bunn stated that this is a revision of a large scale development plat that was presented several weeks ago. The difference is that the area involved in the mini -storage has been reduced because of the failure to get a rezoning for the R-0 and R-1 property. Also, the entrance that goes into this has been moved a little bit. Bunn advised that mini -storage is a conditional use in a C-2 zone and that petition will go to the September 11th meeting. Bunn stated that they will have a water meter for the office. He asked if they plan to provide any other water. Mr. Starr answered, no. In answer to a question from Don Bunn, Mel Milholland stated that they notified the adjoining property owners last time. Mr. Bunn advised that they will be required to renotify the adjoining property owners since this is coming through again. Bunn advised that the same comments about hillside development, etc. that were made with the first large scale development plat here would apply to this one. TOM MCELIROY - SOUTHWESTERN BELL TELEPHONE McElroy asked if the office space is also going to be a residence. Mr. Starr answered, yes. McElroy advised that there is an existing easement in there. He noted that he will probably come in the same way the power company is. LARRY WINKLER - SWEPCO Winkler stated that they have an existing line that comes up off of Highway 71 up the north side of the existing drive until the drive cuts back. He noted that at the earlier meeting with the other plat on this, he had said they would just drop a service from the pole close to the office and give service to the house and office which would be the only service they would need. He advised that they do have an overhead line that continues on east up to the Brophy Addition if they need another meter set. They shouldn't need any additional easements. He asked about security lighting. Mr. Starr stated that they will be putting in their own security lighting but they will not be allowing anyone in at night. Plat Review September 7, 1989 Page 4 RICK EVANS - ARKANSAS WESTERN GAS He asked if they are going to need any gas to the office. Mr. Starr answered, no. Evans stated then that the only thing he is concerned with is when they start cutting the road, contact them so that they can locate their existing line for them. MICKEY JACKSON - FIRE CHIEF Jackson stated that he is glad they changed this because he was a little uneasy after the last meeting about the prospect of trying to protect that with one fire hydrant. Since this has been changed, they will be required to put in two fire hydrants to meet the State Fire Code Requirements. The provision is that there has to be a hydrant within 500' of any portion of any building. He noted that mini -storage have a bad representation across the country as far as fires because you can't control what people put in them. There have been rapidly spreading fires involving hazardous materials, etc. He advised that their lease agreements with the users of the storage units should state that they agree not to store hazardous materials in these units. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin asked how many storage units they are proposing. Mr...Starr stated that is real hard to say because this project will be in phases. For a ballpark figure they will probably have between 450 to 475 units. The square footage will be about 65,190 square feet. ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo advised them that they will need to submit another 15 copies of this plat to the Planning Office by the 18th of September.
