HomeMy WebLinkAbout1989-08-31 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, August 31, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES - CITY REPRESENTATIVES• OTHERS PRESENT: Tom McElroy, Rick Evans, L. 0. Ferguson and Larry Winkler Don Bunn, Perry Franklin and Connie Edmonton Harry Gray $CONCEPT PLAN FOR SLOAN ADDITION CHARLES SLOAN - N OF MISSION, E OF OLD WIRE RD The only item of review was the concept plat of the Sloan Addition (tentative name) submitted by Charles Sloan for property located north of Mission Blvd and east of Old Wire Road containing 9.7 acres and zoned R-1, Low Density Residential, with 28 proposed lots. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Mr. Franklin stated that as everyone knows there is a lot of traffic out there. The traffic sight distance would be real important at this place He noted the streets were too long. He said he would like to look at it if they have plans for shrubs or obstructions or signs at the entrance. Privacy fences cause problems. He noted that the rules in force now are real gray as to what authority we have to tell somebody where they can put a fence. Fayetteville's ordinance is just out of date. Sight distance can be controlled within 25 ft of the corner and he noted that with today's volume and speed that just wasn't enough. He said he had written several other cities and their ordinances are between 35 and 50 ft. HARRY GRAY OF NORTHWEST ENGINEERS - REPRESENTATIVE Mr. Gray stated he saw no problem with the street the way it is, but if anybody feels like it is a problem, he would like input. He said that perhaps Mr. Merrell, Planning Administrator, would have input. He stated the Fairview Cemetery is 950 ft. long so it is another 750 ft. past this property. He added that he cannot see anybody developing and extending the street down adjacent to the cemetery. He said it was just not feasible to do that with lots on one side. Mr. Gray stated that he would like some input as to where they would recommend they dedicate a right-of-way for a future time, if they feel the street is too • Plat Review August 31, 1989 Page 2 long. He questioned if it would be to the West and if so, at what point or should they just dedicate 50 ft. to the North, which he noted he didn't think would be good. He said if there were problems, he would like recommendations on an alternative. He felt this should be looked at before the Planning Cou'n ission. CONNIE EDMONSTON - PARKS DEPARTMENT Ms. Edmonston stated that this location does lie in the Northeast Park district and with 28 single units, the land dedication requires .35 acres. The money in lieu required for 28 single family dwellings is $2,940. She stated that because this is right next door to an open greenspace area, the cemetery, which the public uses as a park and to the Root School, she felt certain that they would take the money in lieu. She stated that the next Parks Board meeting will be September 11 at 5:00 p.m. and they would be making their recommendations to the Planning Commission as to whether to take the land or the money in lieu. She advised that this is paid as a lump sum or as each lot is sold. Before they get a building permit, they will be required to pay $105 per lot. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE He asked if Mr. Gray had any preference on how they -serve this, off the front or the back. Mr. Gray stated he would like to come off the front and use the 25 ft. building setback for a utility easement. Mr. McElroy noted the only problem would be the NE end of the cul-de-sac. He said there was not enough room to get around that corner. He said he thought he could get by that by placing crossings. They could come up the west side and stop between 13 and 14. He said he believed they had a 15 ft. easement across the front. If so, and even if they don't find it, there is a major conduit line in there and they would need to work with the street, sewer and water. Mr. Gray asked if he just wanted them to make this setback a utility easement? Mr. McElroy stated that would help them. Gray asked if they would need 20 ft. on the perimeter and McElroy stated that if they serve off the front, he wouldn't need on the perimeter at all. RICE EVANS - ARKANSAS WESTERN GAS Mr. Evans stated that it would probably be easier for them to serve off the front also if that would be o.k. because there is nothing on either side. He said they could go down the west side and then make some crossings. They also have a 2 inch line in the building setback along the highway and a line that feeds all the way to the old two story house. Mr. Gray stated that there was going to be a bunch of stuff in the front. He asked if they wanted to go ahead and add a 10 or 15 ft. easement on here. Evans noted that if building setbacks are used, that would take care of it. • • • Plat Review August 31, 1989 Page 3 Mr. Gray said if the Planning Con'uission approves this it is set to close and they could go as soon as he could get some plans ready. He said it would probably be 6 weeks. Mr. Evans said they may want to look at putting those quad conduits in. L. O. FERGUSON - WARNER CABLE Mr. Ferguson stated that they would prefer to go underground. He said they could live with the street easements. They would go with whatever easements were come up with. He added that they would need to get some crossings in there too. MICKEY JACKSON - FIRE DEPARTMENT He stated they needed to have 2 hydrants in this area He suggested tentatively that they be between Lots 2 and 3 and Lots 9 and 10 or across the street. He said Lots 10 and 11 would be ok. He stated they were not suppose to be more than 800 ft. apart. He advised that staff feels there needs to be an 8 inch line down to the first hydrant. LARRY WINKLER - SWEPCO He stated that as was already indicated they wanted to go: underground. He said they could go up the front like the others have said if either side won't develop later. He asked what the chances were of the West side developing eventually. Mr. Gray stated they would need to look at the flood plain map. He stated the creek would make it difficult. He said he expected someday something would happen but the creek would make it difficult. Mr. Winkle stated that the front eliminated a lot of extra cable for them but there would be a lot of boxes in front. He said there would be a bunch of street crossings after everyone got in there. He said they would have to cross every other lot. He said basically he could go either way. He said there were two street lights shown. He said he imagined the City should have at least one more. He noted that if they service from the rear, the first lot in the flood plain would have to be served from across the street. Mr. McElroy stated that they did not like to leave anything in the flood plain. He said they don't mind crossing it, but he hated to leave anything in it. DON BUNN - CITY ENGINEER Mr. Bunn was unable to attend the meeting, but he commented that the length of the cul-de-sac would have to be waived and a sidewalk needed to be shown on one side of the street around the cul-de-sac. He noted that another additional 20 ft. of right-of-way was needed here to match the south portion. ELAINE CATTANEO - CITY PLANNING SECRETARY She advised that there is not going to be a Subdivision Connittee Meeting on Sept. 6 so this will go straight to the Planning Commission meeting on September 11 at 5:00 p.m. This will conflict with the Parks Department meeting, however. Since Subdivision Committee is not meeting, fifteen revised copies are needed by Wednesday, Sept. 6. Mrs. Cattaneo stated that she would talk with Mr. Bunn about the property line adjustment and perhaps he would get with them on that.
