MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, August
10, 1989 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN FOR FAYETTEVILLE R.V. PARK
LEE & RAY WILL.KIE - 2306 S. SCHOOL
The first item was a large scale development plan for Fayetteville R.V. Park
submitted by Lee & Ray Willkie for property located at 2306 South School and
zoned C-2, Thoroughfare Commercial.
• DALE CHEATHAM - SOUTHWESTERN BELL
Dale Cheatham asked if private telephone service is wanted for each location.
Mr. Willkie stated that a pay phone would be by the laundry room and there is
a business phone in the caretaker's house.
L. 0. FERGUSON - WARNER CABLE
Ferguson asked if TV cable would be in each location and Willkie answered yes
but that he has not worked out the locations. Ferguson suggested that he talk
to the manager, Mr. Woody Bell, to discuss a reduced rate to keep the cable
turned on. Because of the turnover in RV parks, the cable company can not
hook up and unhook the cable on an individual basis. Cable would be available
but they would need to know in advance so the details could be worked out.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that there is existing gas service to the house and asked if
they need electrical service to the laundry room. Willkie replied that they
needed service for the laundry room, small heaters, and showers. Evans said
that they would leave the existing meter or enlarge the size of the meter.
He stated that there is a dedicated 20' easement.

Swepco has existing service to the house. Winkler asked if there is existing

service to the laundry room. Willkie said that the service for the laundry
room is on the same meter as the caretaker's house. Winkler asked if they
wanted a separate meter. The four street lights are not metered because they
are a flat rate. A place for a meter will be worked out and it is the owner's
responsibility to run individual underground hookups for each location.
Regular street lights are 6 1/2 per light. Willkie stated that he has existing
lines running to poles that would need to be put underground.
Winkler advised that Swepco has existing overhead lines that run along the north
side of the existing gravel drive and on the south side of this project and go
into the Brophy Addition.
MICKEY JACKSON - FIRE CHIEF
Jackson stated that there are no specific regulations applying to RV parks
and suggested handling this like a mobile home park, in which a fire hydrant
to the entrance is needed. State fire code has provision that any building
on a development has to have a hydrant within 500 feet from the farthest
point on that building. If the RV meets the definition of a building it would
be the owner's responsibility to put in a hydrant. Mr. Willkie asked about how
close a propane tank could be to a building. Jackson stated that a 1000 gallon
propane.tank should be 10 feet from the building. Jackson said he would do some
research to be sure that it is 10 feet.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Signs, plants, or shrubs should be 30 inches or lessfrom.exit to get onto
the highway safely. Franklin said his department would give-Willkie a "Exit -
Buckle Up" sign. Franklin suggested putting a vicinity map on the plat to show
location of park.
HAL MORTON - SANITATION
Morton asked Willkie if the drive on the property was private and asked how
he planned to handle trash disposal. Willkie said that the drive was private
and he intended to use dumpsters. Morton stated that Willkie needs to show
the location of the dumpster on the plat. They need to make sure the front
end loader can get to the dumpster. A suitable sub -base will be required for
the weight of the truck at the dumpster.
DON BUNN - CITY ENGINEER
Bunn stated that water and sewer are readily available. He asked Willkie if
he needed a larger water meter. After Willkie answered, yes, Bunn suggested
that Willkie talk to Don Osburn, Meter Foreman, to discuss the size of the
meter. Mr. Willkie stated that Mr. Osburn has already suggested that they use
a one -inch water line to take care of the water. Bunn requested that Willkie
get a copy of the requirements which show what needs to be on the plat from the
Planning Office. Some of these include a site plan or a vicinity map, legal
descriptions and contours. Bunn stated that because John Merrell is out of town
he did not discuss this with him but he will have a chance at a later date. This
will be scheduled for the Subdivision Committee meeting on August 23 at 11:30.
Bunn said that will need to submit the revised plats by August 21.

• LARGE SCALE DEVELOPMENT PLAN FOR MINI -STORAGE
LAWRENCE STARR - W OF N COLLEGE, N OF TOWNSHIP
The second item was a large scale development plan for Mini -storage submitted
by Lawrence Starr and represented by Mel Milholland of Milholland Engineers for
property located west of N. College and north of Township.
MEL MILHOLLAND - REPRESENTATIVE
Mel Milholland represented Lawrence Starr and stated that all of the surface
will be concrete instead of asphalt. Milholland stated that this will be a
dry storage with mostly concrete blocks. The only part having utilities will
be the office and dwelling. The zoning is C-2 but on the lower part there is
a request to change the balance of it R-0 and R-1 to C-2. Milholland is
requesting a conditional use for mini -storage at the same time as the re -zoning.
Milholland stated that is storm drainage on both sides of the entrance. He stated
that they will leave a buffer around the edge of the wooded area. He requested
that they be able to do the driveways in between the buildings as gravel. The
buildings will be constructed out to the concrete. Most will be two-story levels
with concrete floors. There is no wood in the construction.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
• Franklin said that he will need to know how many units Willkie is planning on
having so that he can do a study on how much traffic will be.generated.
Franklin commented that in planning the intersection they should be aware of the
sight distance requirements that everything within 25 feet there has to be
less than 30 inches high. Franklin requested that he come and talk to him and
offered a free exit sign. Bunn asked if he could generate trip date for this
and Franklin said that given the number of units he could.

DALE CHEATHAM - SOUTHWESTERN BELL
Cheatham stated there is aerial service along 71 and that would be the only
way to access it.
L. O. FERGUSON - WARNER CABLE
Warner Cable has aerial video cable along 71 that will serve it.
LARRY WIIKLER - SWRPCO
Swepco has existing overhead line that runs along the north side of the
existing gravel drive and would run on the south side of this project all
the way to the Brophy Addition. Swepco will provide security lighting.
Winkler stated the first 264 feet is all that their line that is going on this
property and the rest is on Ralph Brophy's property. Need to show a 15
foot easement through there. He will check the records on this since it is
not a city street.

Evans stated that he has two main lines coming through right in this area.
He will be concerned with storm drains.
MICKEY JACKSON - FIRE CHIEF
Jackson stated that one fire hydrant is needed in the middle of the area.
Jackson asked if all of the rental units are the same size. Milholland
answered no. Jackson asked if the partitions between units will be concrete.
Milholland stated that the partitions are blocks, blocks on the lower level
and the top level will be metal. Jackson stated that each unit has to have a
rated partition. He asked what kind of roof would the units have and Milholland
answered that it would be metal.
Jackson stated that he would rather have two hydrants but one in the middle,
between the fifth and sixth buildings would meet the requirements.
HAL MORTON - SANITATION
Morton asked if they were planning to have any dumpsters or if any garbage
would be generated from packing and unpacking. Mr. Milholland stated that if
they decided to have ane, it would be by the office where there is turnaround
room. Milholland added that there will be chain-link fence all the way around
the project with a gate at the entrance.
DON BUNN - CITY ENGINEER
Bunn stated that there will be a buffer around the development to be view -
obscuring. Bunn stated that a concern is that it is a hillside development.
There are not many regulations in place to control this kind of development.
Bunn stated that a main concern is drainage and the control of erosion. He asked
if when this area is graded, would there be any slopes or will it be flat.
Milholland replied that the water will be draining into the streets. Bunn
noted that a SB2 surface would be better than asphalt or concrete to slow
down drainage. Control of erosion during construction needs to be planned
for. He advised that it is legal under our existing regulations provided the
re -zoning is granted and that they obtain a conditional use for Mini -storage in
C-2. He noted that he is concerned about the clearing of the land and the
control of the drainage during and after construction. Bunn states that if water
and sewer will be needed only at the office, a meter will be provided on the
highway for those services.
Bunn announced the Subdivision Committee meeting on August 23 at 11:30
and Planning Commission on August 28 at 5:00. He asked if the re -zoning fails,
would their plans be phased in any way and Milholland replied no.
Bunn recommended to approve this conditioned by submitting plans on how drainage
and erosion will be handled.
