MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, August
3, 1989 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

FINAL PLAT OF FIESTA PARK - PHASE I
JOHN C BURCKART - S OF APPLEBY RD, N OF DRAKE ST
The first item was a final plat of Fiesta Park, Phase I submitted by John C.
Burckart and represented by Harry Gray of Northwest Engineers. Property is
located south of Appleby Road and north of Drake Street and zoned R-2, Medium
Density Residential containing 6.4 acres with 30 lots proposed.
HARRY GRAY, NORTHWEST ENGINEERS - REPRESENTATIVE
Gray stated that they will be putting a 15' drainage easement on the lot line
between Lots 15 & 16.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated that all the easements that were asked for are shown on the plat.
He added that they will need off-site easements from Drake Street to access this.
Mr. Gray stated that they will write the off-site easements up. No problem.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that all easements on the plat are fine. Need to make sure and get
a quad conduit at the entrance on Fiesta and also down on the south end of Fiesta
Drive. They may need one off-site easement off of lot 30 to get into lot 26.
No problems.
LARRY WINKLER - SWEPCO
Winkler stated that with another 10' of off-site easement on the south side, they
won't need to request anything else.
MICKEY JACKSON - FIRE CHIEF
Jackson asked if the two hydrants that were scheduled for phase I are still in
the same place. Mr. Gray stated that one has been moved to the north side of
Redbud Lane instead of the south side.

HAL NORTON - SANITATION
No comments.
PERRY FRAN%LIN - TRAFFIC SUPERINTENDENT
No comments other than what he stated at the preliminary stage.
DON BUNN - CITY ENGINEER
Bunn stated that he has no comments. They will need to submit 15 revised plats
that show the name of the street "Redbud Lane" and the off-site easements. Gray
stated that they will show a sidewalk too along the south side of Redbud Lane.
ELAINE CATTANEO - CITY PLANNING SECRETARY
Cattaneo stated that the Subdivision Committee will meet on August 9th at 11:30
and Planning Commission will review it on the 14th. Fifteen copies will need
to be submitted by August 7th.
PRELIMINARY PLAT OF GADDY ACRES
BOB GADDY - E OF HWY 265 & S OF MISSION BLVD
The second item was a preliminary plat of Gaddy Acres submitted by Jim Lindsey
for Bob Gaddy and represented by Doug Hemingway of Professional Engineers for
property located at the end of Whippoorwill and zoned R-1, Low Density
Residential with 40.32 acres and 20 lots proposed.
DON BUNN - CITY ENGINEER
There are several of the tandem lots that appear to be illegal because they are
behind tandem lots already. Also, there are a couple of the lots that do not
have the frontage required. There may be ways of changing some accesses around
and widening some lots to correct those problems.
There will be drainage problems associated with this development because of the
steep slopes. Some of the private drives are on slopes exceeding 15 percent.
Care wil have to be taken in constuction to prevent excessive erosion.
Bunn advised that the City will probably have a tree ordinance in six months and
they may need a permit for every tree of a certain size that is taken down.
Therefore, there may be problems with cutting the trees on the easements.
Bunn noted that the sewer line along Starr Drive was put in as part of the plat
to serve Sherwood Forest Estates and has surcharges attached to it. Therefore,
it is probably a good idea if the developer pays those surcharges up front so
that the individuals buying the lots wouldn't be hit with a surprise. He
requested that there be a note on the plat and in the subdivision covenants
advising individuals of the surcharge if it isn't all paid up front. The staff
will recommend that Starr Drive be improved and that Whippoorwill Court be
finished with a cul-de-sac. He advised that to keep this layout, they need to

provide frontage for Lots 17 & 13.
Bunn noted that whatever easements for sewer that might be required will have
to be worked out at the time they put together a sewer plan. He asked if all
the private drives are utility easements also. Mr. Hemingway answered, yes.
Bunn advised that this is a hillside development and the Planning Commission may
have a problem with it on that account. Although, the tandem lot provision in
the ordinance was intended for problem areas associated with steep slopes.
JIM CROWNOVER - OZARKS ELECTRIC
Crownover stated that they show lots of easements, but he isn't sure that they
are all in the right places for the utilities. He added that they never know
with such large lots where the owners are going to build so it is hard to know
where they need there utility lines. They will have to be awfully flexible.
Would like to request an easement between Lots 16 & 17 and between 19 & 20. As
far as making any kind of layout, it will be extremely hard to do that without
knowing house sites. The timber will have to be removed in whatever easements
that are used and the owner needs to be aware of that which needs to be clearly
understood with the developer and the property owner. This will have to be
worked out as the lots develop. Mr. Hemingway asked if they put an easement
on every lot line, would they need to be 25' wide. Crownover stated that they
would obviously not use an easement on every line so there is the possibility
of vacating those after they know where they have to be._ The easements wouldn't
be taking up land that could be used as far as development -anyway. Mr. Hemingway
stated that he would just put easements on every line. Crownover stated that
the power company's best approach is to only add power where it is needed as the
lots are sold and people begin to build on them.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated that Lots 18, 19 and 20 could be served in two or three different
directions. He added that he agrees with the power company's suggestion on
easements. They will be building their line as the development grows so there
will be several different options as far as how to get to each lot and they will
take the best option available.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that the easements are fine the way the other utilities have
requested them. They will work with the developer.
HAL MORTON - SANITATION DRPARTMENT
Morton stated that the trash trucks will not be going down on private drives at
all. All of these lots will have to truck there garbage down to the front of
the drives. He added that on Whippoorwill Court there is no turnaround on the
end of that now. It was originally designed to continue on and now that has been
changed. It gets to be problematic trying to turn trucks around in locations
like that.

Morton asked if the private drives are intended to be paved. Mr. Hemingway
answered, no. Morton stated that there is a potential for some pretty bad run-
off problems on part of this.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin stated that he had planned to mention that there should be a cul-de-
sac at Whippoorwill Court also. Also, the general comments about anything that
might cause a sight distance problem needs to be approved He noted that he
didn't know if they had jurisdiction on private drives as far as sight distance
problems at intersections.
MICKEY JACKSON - FIRE CHIEF
Jackson stated that fire hydrants have to be spaced so that each lot is within
400' of a hydrant and the most remote point on any building is within 500' of
a hydrant and be on at least a 6" line. He noted that he has no problem with
them putting them in as the subdivision develops.
