MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, July
27, 1989 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN OF ABERNATHY CLINIC
BRYAN ABERNATHY - S HUNTSVILLE RD & E OF SHERMAN AVE
The only item of consideration was a large scale development plan of Abernathy
Clinic submitted by Bryan Abernathy and represented by Albert Skiles, Architect.
Property located south of Huntsville and east of Sherman Ave. and zoned R-0,
Office & Professional.
JOHN MERRELL - PLANNING MANAGEMENT DIRECTOR
Merrell stated that this development was recently approved as a rezoning: -It-was
supported by the City staff because it will be an encouraged improvement in this
area of Huntsville Road. He also commented on the fact that there does not
appear to be any landscaping. There is no landscaping ordinance in Fayetteville
so landscaping is not required. However, the City is currently making plans for
such an ordinance due to the continued development in the city without
landscaping. Mr. Merrell suggested that Mr. Skiles encourage Dr. Abernathy to
consider some sort of landscaping. Also, Merrell asked if the area in the front
was being reserved for future use or if it was going to be left open. Skiles
said that the area is proposed to be left open due to running water and drainage
through there.
ALBERT SKILES - ARCHITECT
Skiles stated that there was no landscaping on this preliminary plan but there
will be extensive landscaping shown on the revised plan. The visual impression
will be a lot of greenspace with buildings behind. There will be a mechanical
area in each building to receive utilities. Skiles asked if concrete culverts
are required out in the front. Mr. Merrell advised him to call Don Bunn on that.
Mr. Skiles stated that Dr. Abernathy plans to lease out the pharmacy and the
dental clinic and construction on them won't start anytime soon. The medical
clinic will house four doctors.

Cheatham stated that they would require conduit under the parking area to each
building. He wanted to know if they were going to put utility rooms in the
buildings. He suggested they put a pole in the middle of the driveways to make
access easier. They will serve from the west. They could put the phone and
electric in same ditch but coordination would be difficult because both utilities
may not be able to come out at the same time. The owner pays for the conduit and
the telephone company digs the ditch but not under the parking lots.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that the line would go on the north side of the road. It would be
up to the plumber to get the line from the meters to the buildings. He would
need three weeks notice to the time they need it put in.
L.O. FERGUSON - WARNER CABLE
Mr. Ferguson asked if there would be cable in this building. If they want
underground service he suggested that they put a schedule 40 PVC from the utility
room out to the power pole in the front. He would wire and hook up the cable
after they put the conduit in. He noted that if they think they might need t.v.
cable in the pharmacy, they need to bring conduit between those two buildings.
MICKEY JACKSON - FIRE CHIEF
Jackson asked if they planned on using a sprinkler system in the clinic. He
suggested that they have sprinklers through the whole building. Depending on the
size of the sprinkler system, the sprinkler company may put in a hydrant close to
the connection where they pump into the system. They will not need a hydrant
across the street. It is their choice to put in a system in the other two
buildings due to the size.
KEN RAIDER - OZARKS ELECTRIC
Service to the clinic will be from the east and from the south to the other
buildings.
