HomeMy WebLinkAbout1989-06-22 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, June 22, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES Tom McElroy, Rick Evans, Ken Rader and L.O. Ferguson CITY REPRESENTATIVES• Sid Norbash, Perry Franklin, Connie Edmonton and Elaine Cattaneo OTHERS PRESENT: Mel Milholland and Doug Hemingway FINAL PLAT OF HEATHER HEIGHTS SAM MATHIAS & DENNIS SMITH - NW CORNER OF HWY 45 E & W.C. 345 (GULEY RD) The first item was the final plat of the Heather Heights Addition submitted by Sam Mathias and Dennis Smith and represented by Mel Milholland of Milholland Engineering for property located outside the City at the northwest corner of Highway 45 East and W.C. 345 (Gulley Road) containing 20.56 acres with 6 proposed lots. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy had no comments. Easements are agreeable. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that the easements are fine as shown. L.O. FERGUSON - WARNER CABLE Ferguson stated that the easements are fine. PERRY FRANKLIN - TRAFFIC DEPARTMENT Franklin had general comments about not planting anything over 30" high within 25' of an intersection. CONNIE RDMONSTON - PARKS DEPARTMENT • Edmonston commented that the Parks Board made a recommendation to the Planning Commission to accept the money ($630) in lieu of the land dedication. Mr. 228 • • • Plat Review June 22, 1989 Page 2 Milholland stated that he has stated on the plat that each individual lot owner would be required to pay the parks fee when the building permits are obtained. ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo explained that since this is outside the City Limits, there will not be building permits required so the comment on the plat about each individual lot owner paying the parks fee when the building permit is obtained will not work. She noted that this needs to be discussed with Don Bunn, City Engineer, and worked out. She noted that there is not a representative present for the electric company yet so they should probably check with them to see if they have any comments. She added that they will need to submit 13 more copies of the plat to be distributed to the Planning Commission members and staff. PRELIMINARY PLAT OF MISSION ESTATES BEN ISRAEL - N OF HWY 45 E, ACROSS FROM STARR DRIVE The second item was a preliminary plat of Mission Estates submitted by Ben Israel and represented by Doug Hemingway of Professional Land Surveying for property located north of Highway 45 East across from Starr Drive and containing 31.17 acres with 60 proposed lots. ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo advised that this property is currently outside the City Limits but it is going to be annexed in and rezoned to R-1, Low Density Residential. She added that the Water Meter Division had requested that they change "Monterey Avenue" and "Santa Barbara Avenue" to "Monterey Drive" and "Santa Barbara Drive". Cattaneo advised that there was not a representative from the Sanitation or Fire Departments and she suggested that Mr. Hemingway get in touch with them to see if they had any comments. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated they are on the south side of the Highway and will probably cross over on the west property line of Lot 1 of Block 1 and go in those rear lines and they will need a 25' easement between lots 2 & 3 of Block 1. Then between lots 20 & 21 of Block 1 they will need a 25' easement. He advised that if floodplain is developed in the green space area, they would like their service outside of that floodplain. Everything else looks o.k. RICK EVANS - ARKANSAS WESTERN GAS Evans stated the easements that Southwestern Bell asked for will be adequate for z2q 1 • Plat Review June 22, 1989 Page 3 them also. He advised that they want to stay out of any drainage easements. L.O. FERGUSON - WARNER CABLE Ferguson stated that he would need street crossings for his line at the entrance and between Lots 2 & 3 of Block 1. Also, across Capistrano Drive between lots 11 & 12 going across to lots 20 & 21. They do have cable along the highway so service is available. PERRY FRANKLIN - TRAFFIC DEPARTMENT Franklin stated that there is a lot of high speed traffic here so the entrance is going to be very critical so the trees, bushes or any plantings on that corner is required to be 30" or less within 25' of that intersection. However, they have found out from experience that requirement is inadequate in a lot of cases so they need to contact him to make sure there will not be a sight distance problem. Also, when the contractor gets ready for street markers let him know so they can put them up as soon as possible. CONNIE EDMONSTON - PARKS DEPARTMENT Edmonston stated that this is located in the Northeast Parks District and with 60 single-family lots, the land requirement would be .75 acres and the money in lieu would be $6,300. The Parks Board will be meeting tentatively on July 3rd and will make a recommendation. Mr. Hemingway stated that with the creek and the low area, there is about 2 acres of land here that they might consider donating for a park. Edmonston advised that this is very close to Crossover and Root parks and is very close to the highway, so it is not a priority area. The site would have to meet certain criteria. However, if he wants to attend the Parks Board meeting and make a presentation, he could do that. KEN RADER - OZARKS ELECTRIC Rader stated that Jim Crownover will need to make comments on whether the other utilities companies can use part of the 50' easement along the west side. McElroy stated that they could probably make the most eastern 20' of that easement for them to use. He noted that the easements that have been asked for seem to be suitable for what they have to put in. He added that they will also need a 10' easement between the lot lines where the street lights are shown. SID NORBASH, ASSISTANT CITY ENGINEER • Norbash asked if they have any idea how they plan to route the water line yet. Mr. Hemingway answered, no, that hadn't been determined yet. Norbash stated that 250 • • Plat Review June 22, 1989 Page 4 they will wait for more details before they give their comments. He added that since this is going to be annexed, the Fire Chief will want fire hydrants no more than 800' apart around this drive. The water line will be looped all the way around so they may need an easement, but they will need to get with Don Bunn on this. 231
