HomeMy WebLinkAbout1989-06-01 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, June 1, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES - CITY REPRESENTATIVES• OTHERS PRESENT: Tom McElroy, Rick Evans, Jim Crownover and L.O. Ferguson Don Bunn, Mickey Jackson, Perry Franklin and Elaine Cattaneo Dave Jorgensen and Jeff Staggs PRELIMINARY PLAT OF MEADOWRIDGE SUBDIVISION, PHASE III-REPLAT OF PART OF PH II J.B. HAYES - E SIDE OF OLD MISSOURI, N OF FRAZIER TERRACE The first item was the preliminary plat of Meadowridge Subdivision, Phase III - Replat of part of Phase II submitted by J.B. Hayes and represented by Dave Jorgensen of Jorgensen & Associates for property located on the east side of Old Missouri Road just north of Frazier Terrace and zoned R-2, Medium Density Residential containing 6.93 acres with 22 proposed lots. DAVE JORGENSEN - REPRESENTATIVE He stated that this is zoned R-2, Medium Density Residential, and he thought they would probably put duplexes on here although there might be some single-family. He asked if they would need to dedicate the 15' of the 50' Ozarks Electric easement on a separate document or just put it on the plat. Don Bunn stated that it just needed to be shown on the plat. Jorgensen asked if the north line of this subdivision is one and the same with the center line of the existing electric line. Jim Crownover stated that he hadn't researched it but he didn't think so because they got there easement all off of one piece of property. Crownover noted that they rarely put the center line of their power line down the property line because then they have to buy two easements. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that the easements are satisfactory. They have service on the west property line. He stated that they would like to be able to use the Ozarks Electric easement on the back of lots 4-14. RICK EVANS - ARKANSAS WESTERN GAS • Evans stated that they would like to use a small portion of the Ozarks Electric easement also. Need a 15' easement between Lot 16 and Lots 15 & 17 running east/west. • • Plat Review June 1, 1989 Page 2 JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that he would need a 15' easement between Lots 18 & 19 to get to the street light. He noted that they wouldn't object to anything being put in their 50' easement as long as it is underground and away from the center line of it. He added that the owner would have to also agree to it. He noted that they could designate the south 15' of that 50' easement as a general utility easement. MICKEY JACKSON - FIRE CHIEF Jackson noted that they would need to have a hydrant within 400' of all the lots so they would need an additional hydrant. A good location would be between Lots 20 and 21. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that if there is any question about sight distance as far as plantings, markers or anything, please contact him. They aren't allowed to have anything higher than 30" within 25' of the corner of an intersection. However, has been determined through experience that this requirement isn't really adequate. Also, he asked that the contractor contact the Traffic Department when they are ready for street markers. DON BUNN - CITY ENGINEER Bunn stated that if the 50' easement along the north line is not going to be a general utility easement, it needs to be shown as an Ozarks Electric easement. The Plat does show that but it needs to be designated a little differently to make sure that it is shown as an easement for the power company. The other utility companies would have to deal with the power company and the owner (J.B. Hayes) if they want to use it too. He added that if the south 15' of the easement was dedicated as a general utility easement, there wouldn't be any problem. Bunn stated that the 25' utility easement shown on the west side needs to be taken all the way to the boundary across the Ozarks Electric easement. He noted that they need to show contours, wooded areas and any existing houses that are on property adjacent to this that are fairly close. The general drainage also needs to be indicated. • ELAINE CATTANEO - CITY PLANNING SECRETARY Cattaneo noted that the Subdivision Committee meets on June 7th at 1:30 and the 2_17 Plat Review June 1, 1989 Page 3 Planning Commission meets on June 12th at 5:00 p.m. She added that they will need to submit 15 copies by Monday. Cattaneo stated that Jim Johnson, Meter Division, had advised that the existing Sunflower Circle be cut off at about where Lots 4 & 5 meet and the east/west portion of that street be named something else with "Circle" dropped from the name. CONNIE EDMONSTON - PARKS DEPARTMENT Edmonston was unable to attend the meeting but she commented that if they are planning to put in duplexes here the money in lieu of land dedication (parks fees) would be $85 x 44 units = $3,740 with the land dedication being .44 acres. The Parks Board will be reviewing this on Monday, June 5th. PRELIMINARY PLAT OF HEATHER HEIGHTS ADDITION SAM MATHIAS - NW CORNER OF HWY 45 & W.C. 345 (GULEY RD) The second item was the preliminary plat of Heather Heights Addition submitted by Sam Mathias and represented by Jeff Staggs of...Milholland. Engineering. Property is located at the northwest corner of Highway 45 East and W.C. 345 (Gulley Road) which is outside the City Limits. The total acreage is 20.56 with 6 proposed lots. L.O. FERGUSON - WARNER CABLE Ferguson stated that they have cable along Highway 45 and there won't be any problem with getting to this. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE McElroy stated that they have service on Highway 45 and on Gulley Road. He asked if the utility easement shown starts at the dedicated road right-of-way and then go 30' or does it overlap the road right-of-way. Staggs stated that the fence is the right-of-way line. McElroy stated that in that case, they will need to bring the easement over across Tract 6 and with that they will have no problems. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they have a line on each side of Gulley Road and also on the north side of Highway 45 so there is no problem. Easements are all fine. ZIB • • • Plat Review June 1, 1989 Page 4 JIM CROWNOVER - OZARKS ELECTRIC Crownover stated that they have a primary line into a house or trailer on the road where the buildings are shown on tracts 1 & 2 and there should be a 30' easement with 15' either side of that existing line. He added that they need to locate the power line and show it on the plat. The easements are all right. The only thing that he is concerned about is if that line in the vicinity of their power line is in the proximity of the property line of tracts 1 & 2, they would like to leave it without having to move it. MICKEY JACKSON - FIRE CHIEF Jackson asked Don Bunn what they do with developments outside the City. Bunn stated that the City Fire Department doesn't do anything outside the City and they can't require fire hydrants. PERRY FRANKLIN - TRAFFIC DEPARTMENT Franklin asked if Tract 2 would be accessing with Tract 6. Staggs stated that there is an existing house on Tract 2 with an existing gravel road from Highway 45. Bunn stated that any new access points will have. to be approved by the Highway Department. Franklin stated that if they have any questions about sight distance as far as plantings, markers or anything at the intersections, please contact him. DON BUNN - CITY ENGINEER Bunn stated that they need to show the wooded areas on the plat. He added that there is a pond in the middle of a 30' utility easement which will have to be dealt with sooner or later. He noted that he doesn't know how that should be dealt with but if any of the utilities put anything through there, it will probably have to be filled in. Bunn stated that the Sanitation Superintendent had raised a question on Note 113 on the plat that says no percolation data required. Staggs stated that according to the Health Department regulations, they weren't required to do percolation because of the amount of acreage. Bunn asked him to have Mel Milholland give him a call concerning this. Bunn stated that the Subdivision Committee will meet on June 7th at 1:30 and the Planning Commission will meet at 5:00 p.m. on June 12th. Need 15 revised plats by Monday. Bunn stated that they do have water available directly to each one of these lots off of Gulley 'Road and Highway 45. He noted that they need to show Gulley Road on the plat as well as W.C. 345. 21G • • • Plat Review June 1, 1989 Page 5 CONNIE EDMONSTON - PARKS DEPARTMENT Edmonston wasn't able to attend the meeting but she commented that with single- family homes the money(parks fees) in lieu of land dedication would be 6 x $105 = $630 with the land dedication being .07 acres. The Parks Department will be reviewing this Monday, June 5th. 22o
