HomeMy WebLinkAbout1989-05-04 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 4, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES - CITY REPRESENTATIVES• OTHERS PRESENT: Rick Evans, Dale Cheatham and Larry Winkler Mickey Jackson, Perry Franklin and Elaine Cattaneo Jay Berryman, Wayne Jones and George Faucette LARGE SCALE DEVELOPMENT PLAN - PACKAGING SPECIALTIES JAY BERRYMAN - 1663 ARMSTRONG The first item is a review of the Large Scale Development Plan for Packaging Specialties represented by Jay Berryman, Architectural Construction, for a proposed plant expansion on property located at 1663 Armstrong. Property is zoned I-2, Heavy Industrial and contains 3.85 acres more or less. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that they had discussed with them already about:a;:largen size. meter. Everything else looks fine. DALE CHEATHAM - SOUTHWESTERN BELL No problem. LARRY WINKLER - SWEPCO Winkler stated that there has been some discussion between them and Packaging Specialties already and they are considering a separate service. He asked if this was going to have a fire wall. Mr. Berryman answered, yes, and the separate service would be later on in the summer when they have new equipment coming in. Berryman added that they have adequate power for now. Winkler stated that to have a separate service, they will have to have a complete fire wall. Berryman stated that they will have a fire wall. Winkler stated that the easements look fine. MICKEY JACKSON - FIRE CHIEF Jackson advised that the wall would have to be 4 hours to meet the definition of a fire wall. Berryman stated that they are planning on a 12" block wall. Jackson asked what kind of raw materials they process there. Berryman stated that they use plastic film, but basically the proposed warehouse is just going to 2.12. • • • Plat Review May 4, 1989 Page 2 be eliminating the existing warehouse area. Jackson stated that they will need an additional fire hydrant in front of the plant around the entrance of this property. He stated that he disagrees with the philosophy that it shouldn't be sprinklered, but it is not required. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin asked if they plan any changes to the entrance/exit of the parking lot. Berryman answered, no. Franklin had no comments. DON BUNN - CITY ENGINEER Bunn was unable to attend the meeting, but he had no comments. REPLAT OF FAYETfEVILLE INDUSTRIAL PARK WAYNE JONES - ON THE EAST & WEST SIDES OF ARMSTRONG AVE The second item of consideration was the replat of the Fayetteville Industrial Park submitted by Wayne Jones of McClelland Consulting.`Engineer--s for property located on the east and west sides of Armstrong Avenue and zoned C-1, Neighborhood Commercial and I-2, Heavy Industrial as shown on plat.- WAYNE JONES - MCCLELILAND ENGINEERS Jones stated that the main reason for the replat is to cover lot splits of Lots 5, 6, 16 and 4 and also there was an error on the original plat about the railroad and the distance so this is to correct that. He added that they wanted to find out if the utility companies had any comments about the existing easements or if there were any additional easements needed. DON BUNN - CITY ENGINEER Bunn was unable to attend the meeting, but he met with Wayne Jones on May 3rd and went over the plat and he had no comments. RICK EVANS - ARKANSAS WESTERN GAS No problems. LARRY WINKLER - SWEPCO Winkler stated that they are negotiating an easement with the property owners along the northwestern property line of this plat which doesn't really have anything to do with this plat. No problems. MICKEY JACKSON - FIRE CHIEF No comments. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin advised that last year at the City's request, the Highway Department studied that intersection for a permit for a traffic signal and their engineers determined that it did not meet the Federal Government volume warrants for a permit. Therefore, a permit for a traffic light was denied for that intersection. WAIVER OF THE SUBDIVISION REGULATIONS - LOT SPLIT #E1 GLEN & LINDA WOODWARD - SE CORNER OF ARBUCKLE LANE AND W 6TH STREET The third item was a waiver of the subdivision regulations - Lot Split lit submitted by Glen & Linda Woodward and represented by George Faucette for property located at the southeast corner of Arbuckle Lane and West 6th Street and zoned C-2, Thoroughfare Commercial. This was approved at the April 24, 1989 Planning Commission meeting subject to the provision of other utilities to the lots as required by each utility, including the granting of utility easements as may be required. GEORGE FAUCETTE - REPRESENTATIVE George Faucette of Coldwell, Banker, Faucette Real Estate stated that he was here to show the utility representatives the property and give them a map. He asked them to get back with him in a day or two to let him know what they might need. He advised that this is just west of the Razorback Road intersection on the south side where The Parts Store is with Arbuckle Lane coming down on the west side of it. He added that there are no easements granted on this property to his knowledge. He noted that the water and sewer is along the front of the property. He added that the City has easement documents that they will sign. 2.14 • • • Plat Review May 4, 1989 Page 4 LARRY WTNKLER - SWEPCO Winkler asked what is planned there and what type of service would be needed. Faucette stated that he doesn't know what is going in there. Winkler stated that if they wanted to go ahead and grant an 20' easement on the back of the property and they will need to cross The Parts Store. He added that if they want 3 Phase power, they might need to come across but he will look at it and get back with him. RICK EVANS - ARKANSAS WESTERN GAS Evans stated that the 20' easement in the back would be adequate. He will look at it again and get back with them. DALE CHEATHAN - SOUTHWESTERN BELL Cheatham stated that he didn't think they would need an additional easement but he will look at it and let them know. Zit
