MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, April
27, 1989 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN - SUPERIOR INDUSTRIES
TERRY MCCONNELL - 1901 COMMERCE DRIVE
The first item is a review of the Large Scale Development Plan for Superior
Industries submitted by Terry McConnell for a proposed plant expansion on
property located at 1901 Commerce Drive. Property is zoned I-2, Heavy Industrial
and containing 30.99 acres more or less.
RICE EVANS - ARKANSAS WESTERN GAS COMPANY
Evans stated that they will keep the size meter they have there and work with
them on the additional load they will need. Everything looks fine.
DALE CHEATHAM - SOUTHWESTERN BELL
Cheatham stated that they don't have any problems with it.
LARRY WINKLER - SWEPCO
Winkler stated that he didn't know of any problems at this time. All of the
underground line in there is owned by the customer.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin stated that if they plan anything on the drives that might be a
potential sight distance problem, they need to contact him to look at it.

TERRY LAWSON - FIRE DEPARTMENT
Lawson asked what they are proposing here. McConnell stated that they have an
existing pack line where they packed the finished product on pallets and they are
moving that pack line out into this proposed addition. The metal storage
building will house the raw metal that is brought in. McConnell advised that
both areas are going to have sprinkler systems.
DON BUNN - CITY ENGINEER
Bunn asked if they expect any additional water use. McConnell answered, no, they
aren't adding any plumbing. Bunn advised that he doesn't have any more comments.
ELAINE CATTANEO - CITY PLANNING SECRETARY
Cattaneo asked if they had notified the adjoining property owners. McConnell
stated that they had sent an ad to the newspaper. Cattaneo advised that they
need to submit a copy of the ad to the Planning Office for their records. She
added that the Subdivision Committee will meet on May 3 at 1:30 p.m. and the
Planning Commission will meet at 5 p.m. on May 8th.
PRELIMINARY PLAT OF OAKLAND VIEW SUBDIVISION
CURTIS WRAY - GULLEY RD (WC 345)
The second item of review was a preliminary plat of Oakland View Subdivision
submitted by Curtis Wray and represented by David Mix, Lindsey & Associates, and
Mel Milholland, Milholland Engineers for property located on Gulley Road (WC 345)
outside the City Limits and containing 10 acres more or less.

Evans stated that he would like to request part of the 30'

Crownover added that in addition to the easement asked for between Lots 4 & 6, he
would like to request a 20' easement between Lots 2 & 3. Mix asked if they would
be servicing overhead. Crownover stated that they would have to come in overhead
and with the size of the lots, he would recommend they keep it overhead.

Ferguson stated that they don't have cable in that vicinity.
DALE CHEATHAM - SOUTHWESTERN BELL
Cheatham stated that with the easements that have been requested already, he
doesn't need any additional ones.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin stated that if they plan any plantings or anything higher than 30" at
the intersections, please contact him to look at it.
TERRY LAWSON - FIRE DEPARTMENT
Lawson asked if there is a fire hydrant there anywhere. Don Bunn advised him
that this is outside the City Limits. He added that they can sign a contract for
fire protection with the City.
DON BUNN - CITY ENGINEER
Bunn asked if they are extending that 3" waterline. Mr.. Milholland answered,
yes. Bunn stated that to the South is the high pressure waterline. Milholland
stated that they will run it to whichever one is the high pressure. Bunn stated
that they don't have any basis to require them to put in a larger line as yet.
Bunn asked if this had gone through the County yet. Mix stated that it is
scheduled to go to the County meeting on May 1st. Bunn stated that as far as the
road is concerned, the City will except what the County requires.
Bunn advised that they can pay there parks fees all up front or as the building
permits are obtained. He added that they would like to have a letter on file in
the Planning Office stating how they want to pay that.
Bunn asked if they have subdivision covenants. Mr. Mix answered, yes.
CONNIE EDMONSTON - PARKS & RECREATION
Edmonston stated that parks fee will be required here. With 6 single-family
units, the land dedication will be .06 acres and the money in lieu would be $630
at $105/unit. The Parks Board will be making their recommendation to the
Planning Commission on May 1st. Mix asked what happens if someone buys two lots
and uses it as one residence. Edmonston advised that the $105 is per family
unit.

Cattaneo advised that Jim Johnson from the Meter Division has stated that
Peaceful Drive needs to have a County Road number assigned to it which should be
shown on the plat. She noted that they need 15 revised plats by Monday, May 1st.
REVISED PRELIMINARY PLAT OF YORKTOWNE SQUARE, PHASE III
WADE BISHOP - N OF STUBBLEFIELD, W OF OLD MISSOURI RD
The third item to review was the revised preliminary plat of Yorktowne Square,
Phase III submitted by Wade Bishop and represented by Mel Milholland for property
located north of Stubblefield Road and west of Old Missouri Road and zoned R-1
with 8.915 acres more or less.
Mr. Milholland advised that they are basically combining a part of the previously
approved Phase II with Phase III of which they got approval on last year. The
Planning Commission required construction of Phase III prior to construction of
Phase II to provide another entrance into the subdivision. Once this is
approved, Mr. Bishop is looking at having to run water around and tying it back
into Phase I so they decided to go ahead and add this loop onto it. Therefore,
they are taking part of what was Phase II and making it part of Phase III.
RICK EVANS - ARKANSAS WESTERN GAS
Evans stated that he doesn't see any problem with the utility easement and he
will work with them to get the service in.
L. 0. FERGUSON - WARNER CABLE
Ferguson asked if they are planning to build this phase this year. Mr. Bishop
stated that they plan to later this fall. Ferguson. commented that he doesn't see
any problem with it. They have service in Phase I and they can tie it all
together. The easements are fine. Please notify them when they get ready to do
this.

Winkler stated that theyhaven't laid out exactly how they are going to serve
this but he feels like they are probably going to need an easement between Lots 9
& 10 which would only need to be 10' for him.

Franklin stated that if they plan to extend the walls or fence there are anything
higher than 30" in either one of those intersections, please contact him to look
at it to make sure they have plenty of sight distance.
DON BUNN - CITY ENGINEER
Bunn stated that a "earthen swale" is shown between Lots 3 & 4 of Block 7. He
asked if they are going to pick the drainage up there and take it to the street.
Milholland stated that they are planning to put that down the back of those lots
on the west property line to Stubblefield in that utility easement. Bunn stated
that the utility companies that are going to use that easement will probably have
a problem with the drainage being in the same location. He advised that this
needs to be resolved with the utility companies. Milholland stated that they
could stipulate that the owners will maintain the swale there with grass. Bunn
stated that if they get a good grass cover and they maintain it, it is alright.
The problem is in the establishment initially of the grass cover.
Mr. Bishop stated that they will see that it is seeded in grass. Bunn advised
that the utility companies need to be completely satisfied with this and he will
approve it as long as they have concurrence of the other utilities. Milholland
• stated that they would stipulate it on the plat and sign a Bill of Assurance or
whatever that this will be grass and maintained.

Bunn advised that they need to submit a copy of the Subdivision Covenants by the
Planning Commission meeting date. He added that they would accept a Bill of
Assurance on the off-site improvements on Stubblefield if one is not already been
signed. These improvements should take place next year.
ELAINE CATFANEO - CITY PLANNING SECRETARY
Cattaneo reminded them that they need to notify the adjoining property owners by
certified mail or by their signatures on the plat. She added that they will need
to submit 15 revised plats to the Planning Office by Monday.
CONNIE EDMONSTON - PARKS & RECREATION
Edmonston stated that with the four additional lots from the last plat, the total
parks fee would be $3,150 (required last time) plus $420 ($105 x 4) for the
additional lots which would be a total requirement of $3,570.
FINAL PLAT OF FRED STARR ESTATES (PREVIOUSLY SHERWOOD FOREST ESTATES, PH II)
JOE FRED STARR - E END OF LOVERS LANE & CANTERBURY ROAD
The last item of review was the final plat of Fred Starr Estates (previously
Sherwood Forest Estates, Ph II) submitted by Jim Lindsey for Joe Fred Starr and
represented by Doug Hemingway. Property located at the east end of Lover's Lane
& Canterbury Road and zoned R-1, Low Density Residential and containing 20.15

DON BUNN - CITY ENGINEER
Bunn advised that the name as been changed to "Fred Starr Estates" since the
preliminary plat. He added that they need to show on the plat that it is a
Final. Bunn asked if there were any other changes since the preliminary plat
came through. Mr. Hemingway stated that the only change was that they had added
the building setback between Lots 2 & 3 in Block 2 and a couple of calls in the
legal description.
Bunn asked if the subdivision covenants had been typed up. Mr. Hemingway
answered, yes. Bunn stated that they had shown the houses on these lots and in
the vicinity; they need to show that on this final plat along with any wooded
areas and other things called for in the regulations.
Bunn advised that they also need to show on the plat the fact that lots 2 & 3 of
Block 2 will not have septic tanks on them and also a letter from the owner
stating that to be put in the file. He added that they will need to notify the
adjoining property owners.
Bunn stated that they have to get to a certain point on the street construction
before you can get a building permit. Need to check with the Planning Office to
find out what that requirement is. Also, they will need.to:sign a contract with
the City for the off-site improvements.

Evans stated that he had no problems.

Crownover stated that he isn't sure how they are going to serve Lots 2 & 3 of
Block 2. It might be best to put the utility easement between those lots. Mr.
Hemingway stated that he could make the 25' building setback on each side of the
lot lines there a utility easement also. Crownover stated that the driveway dead
ends right at the corner of those lots and they might block the driveways.
Hemingway stated that they will probably have plenty of room with 50'. Crownover
stated that they probably should make that an easement in case they need it.
DALE CHEATHAM - SOUTHWESTERN BELL
Cheatham stated that they would take the easement between Lots 2 & 3 of Block 2
requested by Ozark Electric also. No problem

Ferguson asked what lots they plan to build on now. Mr. Hemingway advised that
they are really interested in building on Lot 1 and Lot 2 of Block 1 right now.
Ferguson stated that they have existing service in that vicinity but they might
have a problem with Lots 2 & 3. He added that the easements are fine with them.
