MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, April
13, 1989 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT PLAN FOR TRINITY EVANGELICAL FREE CHURCH
2087 & 2091 JOYCE STREET - JOEL WALTERS
The first item of consideration was the Large Scale Development Plan for the
Trinity Evangelical Free Church located at 2087 & 2091 Joyce Street submitted by
Joel Walters. Property zoned A-1, Agricultural with a Conditional Use for a
church being granted on January 9, 1989.

RICE EVANS - ARKANSAS WESTERN GAS
No problem.
MICKEY JACKSON - FIRE CHIEF
He asked how far this is from Joyce Street. Mr. Walters stated that it is 188'
from the right-of-way to the front of the existing house and the entrance will be
from the back, not from Joyce Street. Jackson commented that he had no problem
with it.

He was unable to reach the meeting in time for this review, but he had no
comments.
DON BUNN - CITY ENGINEER
He asked if there was sewer and water available here. Mr. Walters answered, yes,
they were both available off of Joyce Street. Bunn commented that he had no
problem with it.
ELAINE CATTANEO - CITY PLANNING SECRETARY
This project will have two addresses: the existing building is 2091 E. Joyce
Street and the proposed building will be 2087 E. Joyce. The Subdivision
Committee will be April 19th at 1:30 in Room 111 and the Planning Commission will
meet at 5:00 p.m. on April 24th. She advised that the Planning Office will need
15 copies of this plat by Monday.
LARGE SCALE DEVELOPMENT PLAN OF RANAY JUNIOR HIGH SCHOOL
FAYETTEVILLE PUBLIC SCHOOLS - 401 S SANG
The second item that was reviewed was the Large Scale Development Plan for Ramay
Junior High School submitted by Fayetteville Public Schools and represented by
Bill Browner & Newton Hailey of Hailey -Powers Architects, Mike Green - Engineer
and Marvin Price, School Representative for property located at 401 South Sang
and zoned P-1, Institutional.
Mr. Hailey stated that they are planning to add around 29,000 square feet on to
the north end of the existing building. He added that there is a portable
building out there now.
L.O. FERGUSON - WARNER CABLE
He asked if they anticipated having t.v. cable in there. Mr. Hailey answered,
yes, that they plan to bring it from the old building. Ferguson stated that they
will work with them anyway they can. No problem.
TOM MCELROY - SOUTHWESTERN BELL
He stated that they have existing service in the main building so any wiring or
anything they want in the new building will be up to the developer. McElroy
stated that have an existing line buried on Sang so they need to call for a
location before they cut the new driveway.
RICK EVANS - ARKANSAS WESTERN GAS
He stated that they have an existing line pretty close to the new building and
one on the west side of the new building that they are going to have to relocate
to get it out of the way and put it up next to the street and in the service

drive running down the west side of the new building and tie back in just south
of the temporary building. Evans asked them to let them know when they are going
to start this.
MICKEY JACKSON - FIRE CHIEF
He stated that the architect has said that this building will be fully
sprinklered. He stated that there aren't any fire hydrants in the line coming in
for the sprinkler supply and isn't one very close to the building although there
is one at Sang and Mitchell behind the building. He suggested that they put an
additional hydrant either where the sprinkler feed comes off of the main or right
on the edge of the parking lot (between the ditch and the parking lot). He added
that it just needs to be accessible from the parking lot.
DENNIS BURRACK - SWEPCO
He asked what the time schedule is for removing that overhead stuff on the north
side that is going to the temporary building. Marvin Price, the school
representative stated that it would be right after school is out in the last part
of June. Burrack asked that they give him about a week's notice to get it out of
there. The underground electric shown on the plat all belongs to the school.
DON BUNN - CITY ENGINEER
He asked if they will need a new water meter or will they come off the old
service. Mr. Browner stated that they plan to come off just beyond the water
meter; the size should be adequate. Bunn added that they plan to make a new tie
to the sewer out on Sang Street. He advised that they could get in touch with
Don Osburn with the Meter Division to help them size the meter. Bunn advised
that there is no problem with drainage because there is an open ditch there, but
they do need to make sure that the ditch is sized properly to carry the
additional drainage through it.
Bunn asked if they have checked to see if they have the additional required
parking. Mr. Hailey stated, yes, they have more than the required parking which
is shown as circled numbers on the plat.
Bunn stated that he will check to see if there is any additional right-of-way
that needs to be dedicated.

FAYEITEVILLE PUBLIC SCHOOLS - 7 EAST POPLAR
The third item to be reviewed was a Large Scale Development Plan for Woodland
Junior High School submitted by Fayetteville Public Schools and represented by
Bill Browner & Newton Hailey of Hailey -Powers Architects, Mike Green - Engineer
and Marvin Price, School Representative for property located at 7 East Poplar and
zoned P-1, Institutional. They propose an east and a west addition to the
existing school building.

The school representative answered no. Burrack advised that there is an existing
underground on the existing transformer that is going to some of the lighting
around there and all of that will have to be relocated. They will probably bring
the line out of the new transformer towards Woodland Avenue and go south back
into that original line. The contractor will have to supply a pad and 4" Conduit
to the pole location to their specifications which will have to be put in prior
to them removing the existing transformer, etc. Burrack asked that they have the
contractor get in contact with him. Mr. Hailey stated that this project will be
about one week ahead of Ramay Jr. High.

He stated that their existing cable is going to directly under that west
addition. He noted when they open the ditch for the electric line, he would like
them to give him a 2" Schedule 40 PVC from there out to the pole at the street on
Woodland. The feed to the Gymnasium will probably have to be relocated too. He
would also like a 2" Schedule 40 PVC from the location of the new electric
transformer through where the sidewalk is at the back side of this building

between the new addition and the old building. Get in touch with him or Mike
Jones when they want to begin.
DON BUNN - CITY ENGINEER
He stated that if they plan for the sewer extension on the east side to be a
public sewer upto the southeast corner of the building, they need meet City
specifications and dedicate a 15' easement for it. In that case, the City could
maintain it. He advised that it can be private if they want it to.
Bunn stated that if they don't think the existing water meter size will be
adequate, they could contact Don Osburn to help them size it. If there needs to
be a new tap made, the City will do that for whatever tapping fee applies.
Bunn stated that he recommends the drainage pipe (24" line) coming out on Poplar
Street be extended on to the creek.
Bunn stated they need to show the number of parking spaces. Mr. Hailey stated
that the circled numbers represent the number of parking spaces.
Bunn advised that this will go to the Subdivision Committee on April 19th at 1:30
and to the Planning Commission on April 24th at 5:00.
