MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, March
30, 1989 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

PRELIMINARY PLAT OF SHERWOOD FOREST ESTATES II
JOE FRED STARR - EAST OF LOVERS LANE
The only item was the preliminary plat of Sherwood Forest Estates II submitted by
Jim Lindsey for Joe Fred Starr and represented by Doug Hemingway. Property
located east of Lovers Lane and zoned R-1, Low Density Residential with 6
proposed lots and containing 20.09 acres.
TOM MCELROY - SOUTHWESTERN BELL
They have existing service available to take care of Lot 1 & 2 without any
problem. Also, they have a terminal on the west property line of the Lamascus
property (west of this project) and he will extend that into the new easement to
reach the other lots. Therefore, all the easements are satisfactory as shown.
RIC[ EVANS - ARKANSAS WESTERN GAS
They have an existing line available and there is no problem with reaching all
the lots for service with the easements shown.
JIM CROWNOVER - OZARKS ELECTRIC
The easements are adequate and they have service in the vicinity to be able to
give them the power they need.
MICKEY JACKSON - FIRE CHIEF
He asked how they plan to get into the lots. Mr. Hemingway stated that they are
proposing to construct a gravel driveway with sufficient turnaround areas down to
those lots. Jackson advised that the ordinance requires a fire hydrant within
400' of travel distance of the lot so it looks like it will be necessary to
extend a 6" waterline to the southeast there.

DON BUNN - CITY ENGINEER
The tandem lots will have to be approved by the Planning Commission. The
easement being given as access is what is required in the ordinances. Tandem
lots are conditional uses and not a use by right so the Planning Commission may
or may not approve these. They will need a fire hydrant within 400' of Lots 2 &
3.
Bunn advised that sewer is available for Lots 1 & 2 in Block 1. He asked if they
want to make it available for 1 & 4 in Block 2. Mr. Hemingway answered, yes.
Bunn advised that the regulations say if a house is within 200' of the sewer then
it needs to go in. As far as building a sewer to serve it, the Planning
Commission can look at the cost associated with that. If this isn't possible,
those lots are large enough for septic systems and could be approved with the
stipulation that a perc test be good. Mr. Hemingway stated that they plan a
septic tank for 2 & 3 of Block 2.
Bunn stated that they will have water to all the lots by the time they get the
fire protection problem solved. He asked if there would be just one driveway
into the tandem lots. Mr. Hemingway answered, yes, with sufficient turnaround
areas. Bunn advised that the staff will probably recommend approval of this but
there has been a lot of discussion on tandem lots lately. Every time a tandem
lot goes to the Planning Commission, they discuss long driveways.
Bunn asked if Lots 1 & 4 of Block 2 had been situated so that they are legal
lots. Mr. Hemingway answered, yes, they have the required frontage, etc.
Bunn stated that they request that the proposed street name be changed because
there is a "Starr Drive" which used to be called "Joe Fred Starr Road" so it
could be confusing.
Bunn asked if they have notified the adjoining property owners. Mr. Hemingway
stated that they have sent them all out but Robert Vaughan refused the certified
letter. Bunn stated that they will need to submit the receipts for the file but
they have no control over it when the certified letter is refused.
ELAINE CATTANEO - CITY PLANNING SECRETARY
The Subdivision Cont ittee will meet on April 5 at 1:30 p.m. in Room 111 and the
Planning Commission meets on April 10 at 5 p.m.
L.O. FERGUSON - WARNER CABLE
They don't have anything available to serve Lots 2 & 3 to the South.
He asked if they are going to build on these right away. Mr. Hemingway stated
that they would sell the lots first. Ferguson stated that there will be no

problem with this. They will go the same route as the telephone company.
CONNIE EDMONDSTON - PARKS & RECREATION
This is in the Southeast Parks District. According to the Greenspace Ordinance
for 6 single-family units at $105 each the money in lieu required would be $630
or if the Parks Department deemed to take land, the land dedication would be 075
acres. The Parks Board will meet on April 17th. There are quite a few parks in
that area so they will probably request the money.
