HomeMy WebLinkAbout1989-03-09 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, March 9, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Rick Evans, Dale Cheatham, Larry Winkler and L. 0. Ferguson CITY REPRESENTATIVES- John Merrell, Don Bunn, Mickey Jackson, Perry Franklin and Elaine Cattaneo OTHERS PRESENT: Wayne Jones and Jim Cramer LARGE SCALE DEVELOPMENT PLAN OF MARSHALLTOWN TOOLS 2364 ARMSTRONG AVENUE - WAYNE JONES The first item of consideration was a Large Scale Development Plan for Marshalltown Tools submitted by Marshalltown Tools Division and represented by Wayne Jones of McClelland Engineers for property located at 2364 Armstrong Avenue. • WAYNE JONES - REPRESENTATIVE He stated that this is an existing building and they are only adding a 3,800 square foot dock and changing the parking area. They are not adding any new utilities anywhere except they have to relocate an on-site owner gas line from the meter into the buildings. DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE No problem. RICK EVANS - ARKANSAS WESTERN GAS No problem. MICKEY JACKSON - FIRE CHIEF He asked if this building is sprinklered. Mr. Jones answered, yes. LARRY WINILER - SWEPCO • No problem. They will change the transformer to meet the new load demand if needed. /81 • • • Plat Review March 9, 1989 Page 2 L.O. FERGUSON - WARNER CABLE No comments. DON BUNN - CITY ENGINEER There is an existing meter box there which will stay. They are adding 3,800 square feet which is less than the requirement for the Large Scale Development process so he doesn't think there is any need to go to the Subdivision Committee or to the Planning Commission with this. The regulations say if you are adding at least 10,000 square feet to an existing Large Scale Development, then you have to go through the process. Technically, you probably didn't need to even bring it this far. Mr. Jones stated that they plan to add a pad for the trash container on the middle south property line where the existing drive goes through the gate near the south property line. Bunn advised him to get in touch with Junior or Bob Kelly in the Sanitation Department to make sure that location is satisfactory. JOHN MERRELL - PLANNING DIRECTOR The zoning is I-2 and he agrees with Mr. Bunn that this will -not. need to go to the Subdivision Committee or the Planning Commission. PRELIMINARY PLAT OF MELANDA WEST SUBDIVISION NORMAN GABBARD - E OF ONE MILE ROAD (VELDA COURT) The second item of consideration was a plat of the Melanda West Subdivision submitted by Norman Gabbard and represented by Jim Cramer of S & F Surveyors for an existing subdivision east of One Mile Road on Velda Court. JIM CRAMER - REPRESENTATIVE OF DEVELOPER Jim Cramer of C & F Surveyors stated that this is a piece of property that Mr. Gabbard bought and developed before it was annexed into the City. Each one of these lots already has a house on it and all the utilities are there. The street is paved, curbed and guttered. What Mr. Gabbard wants to do is to give it a name so he could sell the lots off. He advised that if this were a subdivision that they were looking at to be developed today, it would be a requirement that there be a hydrant within 400' of all lots and there is not one that close to two of the lots. Don Bunn stated that a fire hydrant should be placed at One Mile Road and Velda Court intersection. There is a hydrant up to the North and across existing. LARRY WINKLER - SWRPCO No problem. L.O. FERGUSON - WARNER CABLE No comments. DON BUNN - CITY ENGINEER Everything is existing; the water and sewer lines are there:..:;r$e rstated:.that he_ - did think they should place a fire hydrant at that intersection. He asked if all the houses meet the required setbacks. Mr. Cramer answered, yes. Bunn stated that this street is 25' wide with a rather small turnaround, but that has been existing for a long time and not something that they would require them to change right now. This will go to the Subdivision Committee on March 22nd at 1:30 p.m. in this room and the Planning Commission meeting on March 27th at 5:00 p.m. in the Board room on the second floor. Bunn asked if Velda Court is a 50' right-of-way. Mr. Cramer answered, no, it is 40' according to the City plat. Bunn asked what it would do if they 'require a 50' right-of-way. Mr. Cramer stated that it would put the building setback back into the existing houses. He stated that since this is all existing, they probably wouldn't require that. JOHN MERRELL - CITY PLANNING DIRECTOR He asked if these houses were built before this was annexed. Mr. Cramer answered, yes. He stated that he didn't feel very strongly about requiring the additional right-of-way. /yq
