HomeMy WebLinkAbout1989-03-02 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, March 2, 1989 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES• Rick Evans, Tom McElroy, Larry Winkler and L. 0. Ferguson CITY REPRESEITfATIVES• Don Bunn, Mickey Jackson, Perry Franklin and Elaine Cattaneo OTHERS PRESENT: Harry Gray and Bob Morgan LARGE SCALE DEVELOPMENT PLAN FOR VILLAGE APARTMENTS JOHN C. BURCKART - S OF APPLEBY, NORTH OF DRAKE ST The first item of consideration was the Large Scale Development Plan for Village Apartments submitted by John C. Burckart and represented by Harry Gray of Northwest Engineers. Property located south of Appleby Road and north of Drake Street and zoned R-2, Medium Density Residential. This item went through the Planning Commission on September -12y i988 -but -has-been revised so it is going through again. HARRY GRAY - REPRESENTATIVE FOR DEVELOPER Stated that they have eliminated some garages and made some other changes from the previous layout. L.O. FERGUSON - WARNER CABLE Asked when they planned to start construction. Mr. Gray stated that they want August occupancy. Ferguson stated that they have cable available out there. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE Stated that he would be coming from the South across Drake Street. easement up the east line of the property to access buildings 9, 8, the west side buildings 3, 11, 10, 2 & 1 will be tough to get follow the waterline since that will be an easement up the middle. Will need an 7, 6 & 4. On to but he can f8Z 6 • • Plat Review March 2d, 1989 Page 2 RICK EVANS - ARKANSAS WESTERN GAS Stated that they can come in the same way the telephone company comes in. They have some settings out by Appleby Road which they will have to move. Will work with them. No other problems. LARRY WINKLER - SWEPCO Stated that they would like to come down the west side off of Appleby Road in an easement. Then down between buildings 8 & 9 and follow the easement. To get between buildings 5 & 10, they could run with the sewer line or come back out on the street and follow the water line like the telephone company. They talked about having an off-site easement along the east side before and that is still what he would like. The only part he is not real sure about is between buildings 3 & 11 and 5 & 10. If there is enough room, he will parellel sewer and then back down to the water line. He will also need an easement to be able to get their transformers as close as possible to the end of the buildings. HICKEY JACKSON - FIRE CHIEF Stated that they will need one additional hydrant in here•an& he suggested to put it between buildings 7 & 8 which will require making the two-inch domestic loop a six-inch. The ordinance says on apartment complexes, the Fire Chief has the authority to say where they need to be. They had 4 hydrants planned with the first plat but with this revised plat they will need 3 hydrants. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Stated that this layout will deter some of the traffic that will cut through. He recommended that they watch the sight distance with no plantings or anything higher than 30" within 25' of these intersections. DON BUNN - CITY ENGINEER This development will go back to the Planning Commission because of the increased density of the development. The number of units will remain the same but the layout is tighter. The same questions as far as traffic will come up at the Planning Commission as did before so he asked Perry Franklin to be prepared for some inquiries. This stretch of sewer line that goes up into the development runs awfully close to some buildings and runs under the volleyball court so they would have a real problem with maintaining that. Therefore, if they want to make part of that line private it would suit them fine. In this case, the City can't afford to commit themselves to maintain it because of the proximity to the buildings, etc. Stated that they might go ahead and show all of the easement where the 16" water 43 • Plat Review March 2; 1989 Page 3 main is on a new easement as a dedicated utility easement along the east side. Will also need easements on the rest of the water lines and sewer lines that are going to be public through this. Need to get with Don Osburn of the Meter Division and get the locations of the water meters set up. L.O. FERGUSON - WARNER CABLE Stated that they will prewire at electrician. Will need 2" schedule under on the north end and go under under the two driveways down the southwest corner. A "right of entry" to go in there. $8 per outlet or they can have their 40 PVC under the parking area. Will come the parking area along the west side and west side and under the driveway at the agreement will have to be signed for them ELAINE CATTANEO - CITY PLANNING SECRETARY The Subdivision Committee meeting has been canceled because of another conflicting meeting so this will go straight to the Planning Commission on March 13 at 5:00 p.m. You will need to notify the adjoining property owners again. LARGE SCALE DEVELOPMENT PLAN FOR BRAUN'S ICE CREAM BRAUN'S ICE CREAM, INC. - SW CORNER OF HWY 62 W & HWY 71 BYPASS The second item was a Large Scale Development Plan for Braum's Ice Cream submitted by Braum's Ice Cream, Inc. and represented by Bob Morgan of Crafton, Tull & Associates. Property located at southwest corner of Highway 62 West and Highway 71 Bypass and zoned C-2, Thoroughfare Commercial. Bob Morgan stated that they had relocated the sign to come into conformance with the ordinance since he brought in this plat. He advised that Braum's has a contract to buy the lot that the building sets on and they have entered into a contract to lease that lot to the East which has frontage on Highway 71 frontage road. The surveyors are having a little trouble getting the legal description together for that triangular piece. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT He commented that there can't be any plantings or anything over 30" high within 25' of the intersection so as not to cause any traffic vision problems. He advised that there are some underground traffic signal cable pipes at the northeast corner where that pull box is but unless they are planning to do some major earthwork there, it won't be a problem. 104 • • • Plat Review March 2), 1989 Page 4 LARRY WINKLER - SWEPCO He noted that he wants to point out one correction on the plat. They show overhead electric splitting the triangular piece of property in the middle but actually it follows the street. He asked if they intend to have a pad -mounted transformer? Mr. Morgan answered, yes. Winkler stated that if the load is not sufficient to justify a pad -mounted transformer they would rather set an overhead pole and go with a pedestal arrangement. Before they make a determination on overhead or underground, he needs to know how much load they plan to have. He advised that he might need an easement if the pole line across the south side is on this property. He noted that they need an easement across that northeast corner where their overhead line will be. RICK EVANS - ARKANSAS WESTERN GAS He stated that they have a line on the south side of Highway 62 and there is no problem with where the meter is shown on the plat. They will need to know what the total load is going to be as far as BTU's. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE He advised that they have a telephone cable which is not shown on the plat. If there need a 15' easement down that line. Also, go to the northeast corner of the property, corner, they would like for it to go to the L.O. FERGUSON - WARNER CABLE that follows their -.east property line is not an easement there, they will the underground telephone is shown to but there is so much stuff on that northwest corner. He asked if they anticipate having cable t.v. here? Mr. Morgan answered, no. Ferguson advised that they have a buried line out there although he is not sure of the location of it. Call them to locate it before they do any digging out there. DON BUNN - CITY ENGINEER He stated that water and sewer are out there on both sides of this property. Is the existing mobile home going to be moved off of the property? Mr. Morgan stated that they hadn't decided but he would think they would. Bunn asked if the screen fence shown is existing? Mr. Morgan answered, no, it is proposed. Bunn advised that there is screening required since this abuts an R-1 zone. Is there a drainage easement on the existing drainage shown? Mr. Morgan answered, no, there is not an easement recorded on it. Bunn stated that he assumes then that is privately maintained drainage as that point but he will find out. If it is publicly maintained, there may be drainage easement in there. If so, the proposed building is probably on it. He'll check on it. as- • • • Plat Review March 2', 1989 Page 5 He noted that they need to show the easements for the utilities across this property needs to be shown on the plat. Any new easements need to be granted on a separate document and not just shown on the plat. He stated that they need to talk to the Sign People to make sure their sign is properly located if they haven't already. He added that the meter location looks o.k. Bunn advised that this will go straight to the Planning Commission meeting on March 13th at 5 p.m. because the Subdivision Committee meeting has been canceled. They will need to submit revised plats by Monday, March 6th. He advised that they need to notify the adjoining property owners and submit proof to the Planning Office. 12(9
