MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
February 16, 1989 in Room 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas.

PRELIMINARY PLAT OF VANTAGE SQUARE - UNIT 2
A.W. REALTY CO. - N OF JOYCE ST & W OF OLD MISSOURI RD
The only item was the preliminary plat of Vantage Square - Unit 2 submitted by A.
W. Realty Company and represented by Tom Hopper of Crafton, Tull & Associates
Architects. The property is located north of Joyce Street and west of Old
Missouri Road containing 132.23 acres with 12 proposed lots with various zoning
as shown on plat.
RICK EVANS - ARKANSAS WESTERN GAS
He stated that as shown now it looks fine. They have existing lines along Joyce
Street and along behind El Chico's. Until they break it down into developing
each lot, they don't have to worry about anything.
TOM MCELROY - SOUTHWESTERN BELL
He stated that there is a platted easement on each side of Joyce Street that is
not shown. He stated that they don't have any problem with the way it is broke
down but when they get down to building on it, they will need to get the
easements worked out. In an area this large, it is hard for them to know what
exact easements they will need. He advised that they have facilities all along
Joyce Street. He stated that he thought Sain Street had been closed.
TOM HOPPER - REPRESENTATIVE FOR THE DEVELOPER
He stated that Sain Street was closed by a right-of-way vacation
back to where the cul-de-sac is but they are looking at opening it back up to
serve Lot 9. He stated that they will try to provide any easements needed but
they ask the utility representatives to be specific and sure that they need them
because of a recent decision by the City Management to resist vacating any
easements that are shown on plats.

JD( CROWNOVER - OZARK ELECTRIC
He stated that they have planned to continue their overhead lines that are
existing on to the territory boundary line (where SWEPCO's district starts) and
put up the street lights for that route. He added that he would request a 20'
easement(10' on either side of Lot 7 & Lot 8) which would give them enough access
to Lot 9 that whoever builds there won't have to extend the easement for them.
He stated that they cannot build in the flood plain. Mr. Hopper stated that he
would like to wait until the need is determined before he dedicates that
easement. Mr. Crownover stated that they may have a problem with the next owner
not seeing the need for an easement so he would let his request stand.
He stated that on the original plat of the Butterfield Trail medical offices
there was an additional easement dedicated on the private property outside the
boundary of this. There are also easements exterior to that development on Lot
3, Lot 5 and possibly Lot 2 which was granted at the time of the medical offices
development.
JOHN MERRELL - CITY PLANNING DIRECTOR
He stated that the City Board of Directors over the last few months has begun to
take a stance that they need to be very careful and require only those easements
that will be needed. He added that when buildings are built encroaching into an
easement, the Board justifiably is going to be concerned, but with a situation
where there is raw land the Board might be more understanding if an easement has
to come back and be vacated to make a development work out there before a
building is built.
He stated that they have tentatively slated some of this property for a rezoning
hearing before the Planning Commission on February 27th. He asked Mr. Hopper is
there were any plans as yet for any construction of buildings. Mr. Hopper
answered, no.
LARRY WIN LRR - SWEPCO
He stated that they don't have any idea what the plans for development are here
other than they will be servicing some lots. He asked if each one of these lots
will have to come back through as they develop or only if the lot changes. Mr.
Hopper stated that it will all depend on what the person that wants to buy
demands.
Winkler stated that they have an existing line along Front Street up to El Chico
and then it turns and goes north. They should be able to get to Lot 11 in the
Sain Street right-of-way. Everything is accessible from the street in his
district so he doesn't need any additional easements.

He stated that what they are seeing happen with a lot of these type of commercial
developments now are lot splits being done on these lots after someone buys it
and it doesn't go back through the subdivision regulations which gets everybody
in trouble. There are not any frontage requirements on commercial property so it
is hard to refuse a lot split. One thing that is needed on these splits is to
require the individual to get statements from the utilities about the required
easements which they will try to do in the future.
Bunn stated that there is a 40' water and sewer easement across this property.
An 8" waterline is located on the east end of this and a 16" waterline crossing
on the west end and sewer goes through the property. They need to submit
specific plans on this to him and the waterlines will be tied together.
He advised that the name of the street, "Park Avenue", is a duplication so it
will need to be renamed. Also, any existing easements that aren't shown on here
need to be put on the plat.
HICKEY JACKSON - FIRE CHIEF
He stated that their requirements here for fire protection will depend on how the
lots are developed He is concerned that it is possible that some of those lots
may be developed without another chance to review them. He. advised that there is
a minimum hydrant spacing requirement by ordinance for commercial properties that
sets a maximum of 600', but that ordinance specifically identifies that it may
not be adequate and it gives the fire department the authority to require
additional hydrants where they are needed. He stated that the fire department
would want to reserve the right to have more to say about that later.
FREEMAN WOOD - INSPECTION SUPERINTENDENT
He stated that part of this is in the flood plain, but he knows that Mr. Hopper
is well aware of the flood plain regulations.
L.O. FERGUSON - WARNER CABLE
He stated that if they wanted cable in there, but there is cable available along
the Joyce Street, along Highway 71 and on the east side of Lot 6 and with the
other they will just wait until it develops.

ELAINE CATTANEO - CITY PLANNING SECRETARY
She stated that he will need to submit 15 revised plats by Tuesday, February
21st. She stated that there may not be a Subdivision Committee Meeting on the
22nd because the new members have not been appointed yet, but she will let Mr.
Hopper know as soon as possible. The Planning Commission will meet on the 27th
at 5:00 p.m.
