MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review CoII, ittee was held on Thursday,
February 2, 1989 in Room 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas.

PRELIMINARY PLAT OF NORTHWEST ACRES - PHASE III
ROLLIN A. BARNES - N OF FRANCISCAN TRAIL, E & W OF CARRIAGE WAY
The only item was consideration of the preliminary plat of Northwest Acres -
Phase III submitted by Rollin A. Barnes and represented by Mel Milholland.
Property located north of Franciscan Trail, east & west of Carriage Way and zoned
R-1, Low Density Residential and R-2, Medium Density Residential with 39 proposed
lots.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
The easements are fine. He needs a pipe at the end of that easement to go across
Kennedy between lots 1 and 9 of Block 2.
JIM CROWNOVER - OZARK ELECTRIC
He stated that he needs the crossing on Kennedy that Southwestern Bell asked for.
He asked where the street lights are going to be. Milholland stated that there
is one at the corner of Franciscan & Carriage and there will be one at Kennedy &
Carriage Way, one at the intersection of Carriage Way & Heather Way and one at
the street in front of David's Court. Crownover stated that he will need a 15'
easement between Lots 3 & 4 of Block 2, a 15' easement in Block 3 between Lots 1
& 2 and conduit under that road, a easement in Block 4 between Lots 8 & 9 and a
conduit under the road there and on Heather in Block 5 between Lots 1 & 2 and a
crossing. He added that on the south end of Carriage Way where the old phase
is, they already have a road crossing on the south side of Lot 1, Block 3.
RICK EVANS - ARKANSAS WESTERN GAS
• Need the easement that Southwestern Bell asked for on Kennedy in Block 2 between
Lot 1 & 9 going into Block 3 between 1 & 2.

L.O. FERGUSON - WARNER CABLE
He noted that they may need some street crossings. They will be routing their
line the same way the power goes.
MICKEY JACKSON - FIRE CHIEF
He commented that the fire hydrant shown could be omitted because there is an
existing one on the next corner south. He added that they need another hydrant
half way between these two because Lot 3 in Block 4 is outside the range. He
said he thinks there is an existing hydrant right at the end of Carriage Way
where it just deadends out into a field. (There are two existing hydrants north
of the highway on Carriage Way.) Milholland stated that he will check on where
the existing hydrants are and he will plan to put one on northeast corner of
Kennedy & Heather.
ELAINE CATTANEO - CITY PLANNING SECRETARY
She noted that Jim Johnson, Water Representative, had suggested that Heather Way
be cut off at the northeast corner between Lot 8 of Block 4 and Lot 5 of Block 2
and changed to another street name so that the house numbers won't contradict.
Also, he suggested that Kennedy "Place" be changed to Kennedy "Street" if there
are plans to extend it in the future.
She stated that the Planning Office needs a letter from the developer stating how
the parks fee will be taken care of so that it will be on file when the building
permits are obtained in addition to the statement on the plat.
She asked about notification of the adjoining property owners. Milholland stated
that the adjoining property owners have already signed the plat and he will bring
it in.
She advised that there will not be a Subdivision Committee meeting on February
8th due to the fact that the Subdivision Committee members have not been
appointed yet. Therefore, this will go directly to the Planning Commission for
review.
She noted that Sergeant Friend at the Police Department had called with some
concern about there being enough off-street parking available in this new
development so that they won't have the problem of people parking along the
street that they have with the existing development out there. Milholland stated
that he won't be designing the parking, that will be dealt with as each building
permit is obtained.
CONNIE EDMONDSTON - PARKS DEPARTMENT
She commented that with 18 single-family units in the R-1 part of the subdivision

the land requirement for greenspace would be .22 acres and the money in lieu
would be $1,890. For the R-2 part of the subdivision, she can't calculate until
they know if those will be single-family units or multi -family. She asked
Milholland if he will know by final plat. Milholland stated that they will show
on the plat that the parks fee is to be paid by the individual lot developer as
the building permits are obtained and then they can pay the $105 for single-
family or the $85 for multi -family, whichever applies. Edmondston stated that
if they figure it by unit, the land requirement per single-family unit would be
.0125 acres and multi -family unit would have a land requirement of .01 acres per
unit.
SID NORBASH - ASSISTANT CITY ENGINEER
He stated that Don Bunn will probably have some comments on this, but he wasn't
able to make it today. Milholland stated that he had talked to Bunn and he said
to show how all of the water and the sewer systems were tied in so that he could
look at the size of the lines. He noted that they will research the location of
the existing fire hydrant.
DON BUNN - CITY ENGINEER
Bunn wasn't able to attend the meeting but he commented__that they- will need to
submit detailed plans and specifications for streets, drainage, water and sewer
to him at a later date for approval.
