A meeting of the Fayetteville Plat Review Committee was held on Thursday, January
19, 1989 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

PRELIMINARY PLAT OF NORTHWEST ACRES - PHASE II
JAMES MOORE - N OF FRANCISCAN TRAIL, W OF CARRIAGE WAY
The only item was consideration of the preliminary plat of Northwest Acres -
Phase II submitted by James Moore and represented by Mel Milholland. Property
located north of Franciscan Trail, west of Carriage Way and zoned R-2, Medium
Density Residential with 16 proposed lots.
RICK EVANS - ARKANSAS WESTERN GAS CO
Evans noted that the easements look fine. They have gas existing behind
Franciscan Trail and behind Carlsbad Trace. He would like them to put a multi -
duct at the north end for future use.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
McElroy stated that they are also in the north easements of Franciscan Trail and
on Carlsbad Trace. He noted that the easements are satisfactory as they are
shown. He asked if the short easement on the north side of Lot 5 and the corner
of Lot 4 is a 12.5' easement. Mel Milholland stated that he thought it would be
a 25' easement.
JIM CROWNOVER - OZARK ELECTRIC
Crownover stated that the only additional easements he would request are a 15'
easement up the side lot line where the street lights are shown. He asked if
there would be a street light in the cul-de-sac. Mr. Milholland answered, no.
Crownover noted that he will be going across the road also.

No problem. He noted that he will need a crossing.
MW!. NILBOLLAND - REPRESENTATIVE
He asked if they need an easement between Lots 7 & 6. Crownover stated that he
has to be able to get to Lot 6. Milholland stated that he will just make it an
easement all the way. He added that this should be Carlsbad "Trace" not Carlsbad
"Terrace".
CONNIE EDMONDSTON - PARKS DEPARTMENT
Edmondston asked if they plan to put duplexes on all of these lots. Mr.
Milholland stated that is what is planned now. She stated that with 32 multi-
family units the land contribution would be 32 x .01 which would equal .32 acres
The money in lieu required for greenspace would be 32 units x $85 which equals
$2,720. She noted that this is in the Northwest Park District and they have
obtained some land in the Betty Jo Addition under a Bill of Assurance for a park
a few years ago. Milholland asked if it might be possible for them to dedicate
some land for a park. Edmondston advised that in order for it to be dedicated as
a park, the land has be in conjunction with the Park plan and it must be
conducive to a park. The Parks Board will be meeting on February 6th at 5 p.m.
here in the Administration Building, Room 326. The Parks Board will make a
recommendation to the Planning Commission.
DON BUNN - CITY ENGINEER
Bunn stated that there are two ways that the Parks fee can be paid: 1) all in
one lump sum up front or 2) or on each lot as it develops before they get a
building permit. He added that they need a letter on file in the Planning
Office as to how that is to be paid. Milholland asked if it could be put on the
final plat. Bunn answered, yes, but they need to submit a letter too and make
sure all the builders know about it.
Bunn advised that there needs to be an easement for that sewer line which is
shown on private property. Milholland stated that he plans to make that a 25'
building setback and utility easement. Bunn stated that he also needs to show
all the easements on the plat for the water line. Bunn asked if part of the
sewer is off-site. Milholland stated that the sanitary sewer is off-site after
you leave the northeast corner of Lot 4. Bunn stated that he will need to show

which might require the water line to be an 8" line. He asked if the balance of
the property is zoned R-1, Low Density Residential. Milholland stated that the
property north of this is zoned R-1 except for James Moore's property northwest
of this which is in the process of being rezoned to R-1. The property east of
this is zoned R-2, Medium Density Residential.
Bunn stated that they need to make sure their turnaround is sufficient for the
Sanitation trucks to turn around. He noted that they need to submit detailed
plans on streets and drainage.
ELAINE CATPANEO - CITY PLANNING SECRETARY
She advised that the Subdivision Committee is going to meet on February 8th at
10:30 and the Planning Commission will meet February 13th at 5 p.m. She asked if
he had notified the adjoining property owners. Milholland stated that he will
get those.
