HomeMy WebLinkAbout1988-12-29 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, December 29, 1988 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES• Jim Crownover, Rick Evans, and Tom McElroy CITY REPRESENTATIVES• Don Bunn, Mickey Jackson, Perry Franklin and Elaine Cattaneo OTHERS PRESENT: David Ferguson LARGE SCALE DEVELOPMENT PLAN FOR FERGUSON CONSTRUCTION OFFICES DAVID FERGUSON - NE CORNER OF STONE BRIDGE RD & HUNTSVILLE RD The only item of consideration was a Large Scale Development Plan for Ferguson Construction Offices submitted by David Ferguson. Property located on the northeast corner of Stone Bridge Road and Huntsville Road and zoned C-2, Thoroughfare Commercial. JIM CROWNOVER - OZARK ELECTRIC Have power service available. He asked if he proposes•to develop.the_other. property a little later. Mr. Ferguson stated that they don't have anything in mind right now, but there is a possibility. Crownover stated that they ought to provide some easements for power to the buildings somewhere on the property, but he is sure where would be best right now. Maybe have an easement down the north property line and bring in service from the east. Most likely the best way for them to come would be from Stone Bridge Road so they would like a 25' easement dedicated across the western piece of property along the north property line. RICK EVANS - ARKANSAS WESTERN GAS COMPANY Stated that he would be like to go the same route as the power company and would need a 20' easement along the east and the north side and along the road. Service is available. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE Stated that a 20' easement across the front, on the east property line and on the north property line would be sufficient. He asked how many telephone lines they would want. Mr. Ferguson stated that they would want 2 lines for the construction office and probably 3 lines for the Auto Parts next door. • • • Plat Review December 29, 1988 Page 2 MICKEY JACKSON - FIRE CHIEF Stated that they have no problem with this, it looks o.k. What kind of construction are they planning to use. Mr. Ferguson stated that it would be structural steel with an 8" firewall between each building separating the service from the retail. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Stated that he needs to make sure that they don't obstruct the view of the entrances and exits with greenery, etc. Everything need to be kept less than 2 1/2' tall. If it is questionable that they might have sight problems the way it is planned, he needs to get a copy of the ordinance from the Planning Office that is on page 866.1 in the Code of Ordinances and clear it through that office. He stated that his office does have some "Buckle Up" seatbelt signs that they will let him have for a minimal cost. DON BUNN - CITY ENGINEER Stated that this scale is 1" = 50' rather than 1" = 25'. He commented that the Sanitation Superintendent didn't like the location of this dumpster because they would have to be backing out of it. He would prefer a_.location-.in the front toward the west side which may take some of those parking spaces because they can't have the dumpster blocked. He suggested that Mr. Ferguson contact Mr. Brt and see what they can work out. Bunn stated that the water is in the front and they maybe should consider running a main line through there if they are ever going to think about selling these two tracts separately. That drainage through there may give them a problem however. He noted that he won't require this since it is all his property right now, but he would suggest that he take a look at having that a main line up to west property line of this project to eliminate potential problems in the future. Therefore, they would need at least a 25' easement there. If it is going to be a private water line, it can't be in the dedicated easement there. Bunn stated that they need to submit revised plats by late Friday with the changes discussed shown on it. Also, they would like to have a copy of the State Highway's approval of the driveway location. Bunn stated that there is a requirement to screen between R-1 zoning which is north of this and C-2 when it is adjacent, but may not be required between A-1 which is on the east of this and C-2. He needs to check with the Planning Office to see what is required. If it is wooded, then that will suffice. However, at some time in the future when something is done there, they will be required to put screening which could be vegetation or a fence. Mr. Ferguson asked if this screening is required even if the adjacent property belongs to them also. Bunn answered, yes, there is no distinction between ownerships. Although, they might be able to get a variance from this. • • • Plat Review December 29, 1988 Page 3 Bunn stated that this will go to the Subdivision Committee on the 4th of January at 10:30 in this room and to the Planning Commission on the 9th of January at 5:00 p.m. ELAINE CATTANEO - CITY PLANNING SECRETARY Advised that Mr. Ferguson needs to contact Jim Johnson, Water Representative, to give him more information before addresses can be assigned to this.
