HomeMy WebLinkAbout1988-12-01 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, December 1, 1988 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- L.O. Ferguson, Dale Cheatham, Tom McElroy, Rick Evans and Larry Winkler CITY REPRESENTATIVES- Don Bunn, Mickey Jackson, Wally Brt, Perry Franklin, and Elaine Cattaneo OTHERS PRESENT: Collins Haynes, Jim Atwell, Mel Millholland, Newton Hailey and Bill Browning LARGE SCALE DEVELOPMENT - ISLAMIC MOSQUE COLLINS HAYNES - MITCHELL STREET The first item of consideration was the Large Scale Development Plan of the Islamic Mosque represented by Collins Haynes and located on Mitchell Street. Property zoned R-2, Medium Density Residential with a Conditional Use for a Mosque. L.O. FERGUSON - WARNER CABLE He stated that they have existing aerial cable along the street if they want it. DALE CHEATHAM - SOUTHWESTERN BELL He stated that they have cable under Mitchell on the north side. No problem getting service to them. WALLY BRT - SANITATION SUPERINTENDENT He asked how much trash volume they would have there. Mr. Haynes stated that it would be very slight because the building would mostly be used one day a week on Friday. No problem. RICK EVANS - ARKANSAS WESTERN GAS He stated that they would have no problem with where the gas meter is shown. I�Iq PLAT REVIEW DECEMBER 1, 1988 PAGE 2 MICKEY JACKSON - FIRE CHIEF He asked what kind of construction, they were planning to do. Mr. Haynes answered concrete blocks with no wood used in the structure, so it would be basically non-combustible. Jackson stated that he had no problem. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT He noted that there can not be anything higher than 30" within 25' from the edge of the curb of the driveway intersection to the street. LARRY WINKLER - SWEPCO He stated that he had been informed that the building was setup for 3- phase service and they don't have 3 -Phase available for a long ways from this property. Mr. Haynes stated that they may change that to single-phase, but the only problem is that they have some 7 -ton air conditioning units. Winkler stated that they need to get in touch with him when they decide. He added that they have service to those two structures that are being taken out. They will need call in and make an order to disconnect the services to those houses going out. • DON BUNN - CITY ENGINEER • Need to call him when they get ready to disconnect the old water and sewer services. Mr. Haynes stated that they will have all new water services. Bunn stated that Mitchell street will need to be brought up to City standards for off-site improvements. They will need a dedication of an additional 5' on their side of Mitchell. Mr. Haynes stated that Mitchell Street has just been paved. Bunn stated that if it has curb and gutter then the improvements have been done. LARGE SCALE DEVELOPMENT PLAN OF MCDONALDS JIM ATWELL - HOLLYWOOD AND 6TH STREET The second item of consideration was the Large Scale Development Plan of McDonalds to be located on the southeast corner of Hollywood and 6th Street. L.O. FERGUSON - WARNER CABLE They do not plan to have cable but it is available. DALE CHEATHAM - SOUTHWESTERN BELL He stated that this is not a good location. They have a pedestal that will end up in their driveway so it may have to be relocated which will be at the cost of the developer. 150 • • • Plat Review December 1, 1988 Page 3 WALLY BRT - SANITATION SUPERINTENDENT He stated that there is a concrete light pole in the way of the dumpster. Mr. Atwell stated that they are going to change it and eliminate the gates on the dumpster also. Mr. Brt stated that there would be no problem then. RICK EVANS - ARKANSAS WESTERN GAS No problem. HICKEY JACKSON He stated that there is an existing fire hydrant within the allowable distance. He noted that they should give some consideration to putting a sprinkler system in but it is not required. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT He stated that any plantings or walls within 25' of the driveway intersection have to be less than 30" tall to prevent any site distance problems. He noted that they do have some "Buckle Up" seatbelt exit signs that are available to anyone with commercial development. LARRY WINKLER - SWEPCO He stated that there is no problem with what is shown on the plat. He noted that there will be an anchor in line with the overhead line they have shown which will have to be a little bit farther off the building than what is shown. That may require that they move the light pole a little bit there. Mr. Atwell noted that they were be asking the electric company to provide any lighting. He advised that they need to maintain a 10' clearance to their lines with anything whether it is light poles or whatever. DON BUNN - CITY ENGINEER He stated that water and sewer are available. No other comments. He stated that they need to notify the adjacent property owners. The Planning Secretary noted that Robin Blackman had sent a copy to the Planning Office of the letter with the ad that was sent to the newspaper office. Bunn stated that this will go to the Subdivision Committee on the 7th at 10:30 and to the Planning Commission on the 12th at 5:00 p.m. LARGE SCALE DEVELOPMENT OF FIRST ASSEMBLY OF GOD MEL WELLHOLLAND - 15TH ST, JUST E OF DRAKES CAFE The third item of consideration was the Large Scale Development Plan for the 151 • • • Plat Review December 1, 1988 Page 4 First Assembly of God represented by Mel Millholland and located on 15th Street Just east of Drakes Cafe. L.O. FERGUSON - WARNER CABLE No problem. Cable is available. DALE CHEATHAM - SOUTHWESTERN BELL He stated that they don't have anything close to this property. He noted that they have service to Drakes Cafe and can extend it. He noted that they will need the 15' setback on the west side to be a dedicated utility easement all the way back to the north property line. RICK EVANS - ARKANSAS WESTERN GAS No problem. They have service at Drakes Cafe. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT He stated that any plantings or whatever at the intersection that are taller than 30" need to be at least 25' from the,intersection to avoid site distance problems. MICKEY JACKSON - FIRE DEPARTMENT He asked what kind of construction they would use. Mr. Millholland stated that it would be metal frame with brick siding. He noted that it should meet the 300' requirement to a hydrant because there is a hydrant in front of Drakes Cafe. LARRY WINKER - SWEPCO He clarified that they want a pad mounted transformer. He noted that they will provide a pole at the southwest corner. Customer furnishes transformer pad and it needs to be set 5' off of the building. He doesn't need any additional easements other than the one the Telephone Co. already asked for. If they want exterior lighting, let him know. DON BUNN - CITY ENGINEER He stated that water and sewer are available. He advised that John Merrell, the Planning Director, has commented that he will not recommend any of the waivers they are asking for including: 1) sidewalks on Hwy 16 waivered, 2) a reduction in required parking temporarily and 3) hard surfacing on the parking lot requirement to be extended for 12 months. John Merrell indicated that they will not recommend any of these waivers to the Planning Commission. He advised that they can still ask for them. The Planning Commission can accept a Bill of Assurance on it but they can't waive it. He advised that the ordinances call for a durable and dustfree surface on the parking lot and they have interpreted that to mean at least a double chip and seal surface. LARGE SCALE DEVELOPMENT PLAN OF HARPS IGA NEWTON BAILEY - N OF WEDINGTON, W OF GARLAND The fourth item of consideration was the Large Scale Development Plan for the Harp's IGA represented by Newton Hailey. Property located north of Wedington and west of Garland. MICKEY JACKSON - FIRE DEPARTMENT He noted that they need a hydrant somewhere in front of the store and will need another hydrant within about 100' of the Fire Department Substation. DON BUNN - CITY ENGINEER He asked if the owner of the property was Harps. Mr. Hailey answered yes, that they have it under lease. Bunn stated that they might need their south driveway to be moved to the South because of the intersection with Mt. Comfort Road. The ordinances require 40' from an intersection to a driveway. Bunn stated that they have going to give a 20' utility to be wider or someone representatives stated that drive. a 24' drive on the north side. If they are easement and the drive is 24', it will have will be under the drive. The utility they have no objection to being under the L.O. FERGUSON - WARNER CABLE He noted that they didn't want cable WALLY BRT - SANITATION SUPERINTENDENT He stated that he had no problem with the location of the dumpster shown but he would prefer it to be 15' wide and 12' deep with no gates on the front of it. No problem. TOM MCELROY - SOUTHWESTERN BELL He stated that they have facilities on Garland and aerial cable. Will they need it to be removed. Mr. Hailey stated that he didn't think so. 153 • Plat Review December 1, 1988 Page 6 McElroy stated that they may have to raise it some when they put their driveways in, just let him know. He stated that if they need to move his poles, just let him know as soon as you decide what you are going to have to do with this drive. He would like to serve off of Garland up the south property line. If they would give a 20' easement up that south property line, he wouldn't have any problem. Mr. Hailey stated that they are trying to work with the Mcllroy Bank to make a joint drive there which shouldn't cause a problem for the Telephone Company. McElroy noted that he is serving the Bank from Wedington down that existing drive and back to the east with a pedestal sitting there. It is shown on the plat as Contel but it is Southwestern Bell. It it is made a common drive, he noted that he may have to do something with that pedestal. Get in touch with him as soon as you know. RICE EVANS - ARKANSAS WESTERN GAS He stated that there wouldn't be any problem bringing it in where they show into the back side. He noted that he will like to see part of the building setback on the west side of Garland as a utility easement for the future, maybe 25'. We need to stay as far away --from the sewer as possible. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT He stated that they need an "Entrance Only" sign up at the entrance behind the Bank. Plantings and signs need to be at least 25' back from the intersection or less than 30" high. He advised that some research had been done and cost estimates worked up for signals, etc. There is an idea to buy the abandoned gas station and bring James Street down and eliminate that intersection. It is Just an idea, no definite plan. LARRY WINKLER - SWEPCO No problem. Need a 20' easement going back to James Street on the west. If that portion of Mt. Comfort is closed off and a 90 degree intersection is put there, it would help him out to go straight down and tie into Garland. He needs that easement of 25' along the right-of-way of Garland to get across the road. He asked if they had considered letting the utilites come up that south property line and turning and going back into the same location. Mr. Hailey answered, no, it might be a problem negotiating with the bank. If you want lighting, have them contact him. DON BUNN - CITY ENGINEER • • • Plat Review December 1, 1988 Page 7 He stated that if this is a private sewer, it can't be in the dedicated utility easement unless they want to construct two manholes and make it a public sewer. That might be the best way to handle that and the City would maintain it. He noted that John Merrell, the Planning Director, suggests that they have landscaping and curbing for a better layout on the parking lot. No trucks should be allowed to travel on James Street. The access on Wedington is ingress only. Bunn noted that they need to have signs to control ingress only. He stated that a combined domestic service and sprinkler line is shown, but those have to be separate. The sprinkler line will be a private line with private maintainence. He noted that they would need at least a 10' easement there for the water line if they want to take the large water line back to the building and then separate it. An additional 5' easement should be dedicated off of James Street for that 30' length. The driveway, if approved by the Highway Department, will have to meet the required distance from the intersection. The drainage plans will need to be submitted to him for review. ELAINE CATTANEO - PLANNING SECRETARY She reminded Mr. Hailey that they need to notify the adjoining property owners. 15S
